Action/Discussion Items
3. Discussion and Possible Action Regarding Options for the Town Hall HVAC System, including
Presentation by Steven Genin, P.E., of Angus-Young Architects/Engineers, and Bid Process
Steven Genin presented three HVAC system options for the Town Hall. The options included
replacing the existing furnaces with a rooftop unit or installing new split systems with an Energy
Recovery Ventilator (ERV). The Board discussed the advantages and disadvantages of each option,
including cost, efficiency, sustainability, and noise levels.
The Board discussed concerns with the existing HVAC system, including inadequate performance that
has resulted in the need for space heaters and inconsistent temperature regulation throughout the
building. The Board noted that some options may require an electrical service upgrade.
The Board expressed interest in Options 2 and 3, as both would eliminate the need for space heaters
and improve temperature control throughout the facility. Option 3 would provide greater energy
efficiency, quieter operation, and improved air quality through the bipolar ionization system;
however, it would likely require a three-phase electrical upgrade. The Board discussed that Focus on
Energy may provide incentives for ERV systems, although the incentives would not fully offset the
project costs.
The Board discussed obtaining a preliminary estimate from Alliant Energy for a potential three-phase
electrical upgrade before making a final decision between Options 2 and 3. Alliant Energy advised
that drawings would be required before providing an estimate.
Kay moved to direct Steven Genin to proceed with designing Option 3, with the intent to bid the
project in early August and begin construction after the November election. LeBrun seconded the
motion. Motion carried, 5-0.
