Town of Oregon
Annual Meeting Minutes
Tuesday, April 15, 2025
1. Call to order
Town Board Chair Carl Walser called the annual meeting to order at 6:00pm on Tuesday, April 15, 2025.
Chair Walser explained this was a Town Annual Meeting and not a town board meeting.
2. Approval of minutes from the 2024 meeting
Motion by Steve Jernegan, 5464 Alan Drive, Oregon, WI to approve the annual meeting minutes
from Tuesday, April 16, 2024. Second by Laurie Fitzgerald, 5235 Locust Grove Road, Oregon,
WI. Motion carried.
3. Set 2026 Annual Meeting (Statutory Date April 14 21, 2026) at 6:00pm
The 2026 Annual Meeting date will be held on the statutory third Tuesday of April. The date and time
are April 21, 2026, at 6:00pm.
4. Any new business from the floor allowed under Wis. Stats. Ch. 60.10
Chair Walser called for any new business from the floor. Joe Schoeneman and Karen Kral-
Schoeneman, 6000 Sun Valley Parkway, Oregon, WI, asked about road maintenance of County
Highway CC. This is an on-going project between Dane County Highway Department and Village of
Oregon. Roe Parker, 1560 Partridge Hill Road, Oregon, WI, said his neighbors in Raven Oaks were
very excited for the notice of road construction.
5. Dane County Sheriff Report (if available)
Dane County Sheriff Deputy Hayley Collins presented the 2024 statistics for the Town of Oregon. She
went over the different types of calls and how the officers respond to those calls. Deputy Collins
presented a Beat Map of the Dane County towns covered. She explained that one deputy covers one
beat during a shift and the size of each beat varies. She hopes this helps when there are concerns about
sheriff visibility as it is often due to deputies being spread thin. Sometimes deputies are called away to
help in other beats. Deputy Collins explained how call volume drives the beat map. The Town of
Oregon contracts with the Dane County Sheriff’s Department for four (4) additional hours of time per
month dedicated just to the Town of Oregon. The contract hours allow for flexibility to address areas of
concern.
6. Oregon Area Fire & EMS District (OAFED) – Chief Glenn Linzmeier
Oregon Area Fire & EMS District Chief Glenn Linzmeier appeared with Al McDermott, Division Chief,
Community Risk Reduction, Paramedic, Firefighter for Oregon Area Fire & EMS District. Chief
Linzmeier expressed appreciation for the town moving to curbside garbage pickup as there have been
less fires and different incidents of people burning than prior years. The district produces about 1,900
calls a year; about 5 EMS calls a day. Most of the calls are responding to falls. OAFED is a Level B
team which means men and women work for one to three year and then get hired as a firefighter or
paramedic someplace else in the country. OAFED made over 14,000 public contacts last year, for
example working with students to prevent fires. Chief Linzmeier discussed community risk reduction
with upgrades to CAD allowing household information to be shared with emergency responders when
enroute to an emergency. Ongoing EMS training and hiring continued. A used squad was purchased for
$350,000 that will last 20 years. Chief Linzmeier discussed the new fire station and reminded everyone
of where the district was in 2016 and where it is today. He cited moving from volunteer to full-time
staff with more equipment allowing the district to cover both the primary and secondary calls. This
would not have been possible without working with the district partners and having money available.
Chief Linzmeier talked about fire safety and prevention.

7. Anderson Park Friends Report – Roe Parker
Roe Parker, President of Anderson Park Friends, appeared to report on the 2024 activities in Anderson
Farm County Park. In 2024 there were over 2300 hours of volunteer time. There were several projects
highlighted including forest and prairie restoration, trail and land access improvements, local food and
gardening initiatives, pollinator and native plant support, youth and education engagement, wildlife
habitat support, community and recreation events, small scale agriculture and organizational growth and
leadership.
8. 5-year (2025-2029) Road Work Plan – Arlan Kay
Arlan Kay, Oregon Town Board Supervisor and Chair of Road & Traffic Safety Committee, presented
the 5-year (2025-2029) Road Work Plan. He explained that the 5-year road work plan was aligned with
the town budget allowing for major road projects every other year, while minor projects, maintenance
and seal coating can be scheduled on the alternating year. Kay discussed pursuing grant funding for
Judd Road and Bell Brook Bridge. He explained the town has 37 miles of road to maintain and an
additional 17 miles maintained by Dane County. Some roads are shared with neighboring municipalities
Montrose, Fitchburg, Village of Oregon, and Brookly and working with them on future road work. Kay
described the road line striping pilot project that will start in 2025. The line striping is to assist with
safety and give road clues to slow down traffic. The striping project includes almost 5 miles on
Glenway from CTH A to Alpine, Netherwood from Fish Hatchery to Alpine Parkway, Fish Hatchery
Rd. & Lincoln Rd. intersection, and Fish Hatchery Rd. & CTH CC intersection. Kay highlighted an
opportunity for the town to work with Anderson Park Friends on Locust Grove Road. Kay said the town
is investing in a 30-year road in the Raven Oaks subdivision. He explained 30 years of doing 2 miles or
so every 2 years, so 15 times, with 37 road miles, pointing out other issues that can occur.
9. 2024 Budget Comparison – Clerk Hanson
Clerk Hanson presented the 2024 budget versus the actual revenue and expenditures. The town loans
were presented. Clerk Hanson highlighted specific accounts affected during 2024. The town used all
remaining American Rescue Plan Act (ARPA) grant monies in 2024 on remodeling and curbside
collection. The town purchased the F-550 truck using previously borrowed loan funds. The town had
one new $115,000 loan for Fire and EMS capital equipment and road work, including road striping.
Unfortunately, the road striping could not be done in 2024 due to county staffing and postponed to 2025.
The total indebtedness at end of 2024 was $706,926.07. The town had an audit completed by Baker
Tilly. The fund balance at the end of 2024 was $398,642.
10. Financial Report – Treasurer Goth
Treasurer Goth presented the 2024 ending account balances. She highlighted the LGIP Highway
Equipment account balance decrease of $100,000 to pay for the F-550. The interest rates for LGIP stayed
over 5% for the majority of 2024 and started declining in November. The credit card payment system
AllPay was available this year and during tax collection. A handful of taxpayers used that method but has
been used mostly for building permits, dog licenses and driveway permit fees. The credit card processing
fee of 2.95% is charged to the credit card holder. The Impact Fee funds will be moved and used for the
2025 purchase of park equipment.
Walser moved to Agenda Item 13 Oregon Senior Center to accommodate Rachel Brickner.
11. Brooklyn Fire & EMS District – Tim LeBrun
Tim LeBrun, Oregon Town Board Supervisor & Representative on the Brooklyn Fire & EMS District,
gave a recap and presented the 2024 annual report. The district serves 3,500 people in 47 square miles
and includes Town of Brooklyn, Oregon, Rutland, Union and Village of Brooklyn. Every municipality
has a representative on the district commission. The Brooklyn Fire & EMS District has 44 members.

The majority have medical training. with two-thirds having fire training and about one-half having both
medical and fire training. LeBrun went over the call volume, service hours, training, staff recruitment
and new ambulance. He said they are a wonderful group of people.
12. Belleville Fire & EMS District Report – Carl Walser
Carl Walser, Oregon Town Board Chair & Board Representative on the Belleville Fire & EMS District,
mentioned that the town board meeting date and the Belleville Fire & EMS District meeting date
conflict. Town resident Mike Grochowski, who also lives within the Belleville Fire & EMS territory,
volunteered to attend the meetings to represent the town. The town is a very small portion of the
Belleville Fire & EMS district, around 30 homes. Walser expressed his appreciation that Mike is ablet
to attend and provide feedback. The current issues at the district are financial audit, rewriting of district
agreement, adjusting the voting percentage granted to each municipality, and frequency of audit.
13. Oregon Senior Center – Rachel Brickner
Rachel Brickner, Director of the Oregon Senior Center, expressed appreciation to the town for support
of the Oregon Senion Center. She presented statistics of activities that occurred at the Oregon Senior
Center in 2024. She highlighted that 100% of people who called for rides to medical appointments were
able to get those rides. There were 180 active volunteers that gave the equivalent to 4 full-time staff in
hours. She discussed other programming during 2024 including more use of transportation. Rachel is
not sure if federal funding cuts will impact the center. She moved onto the new senior center building.
The village is solely responsible for the senior center facility. The village will work with the same firm
used for the library, OPN Architects. Construction for the new senior center building could potentially
start next year. The Council on Aging will be holding a Brat Sale on Friday, May 9 between 11am-1pm.
Walser moved back to Agenda Item 11.

Hi Jennifer,
I went looking to see if I had received an annual report and then double checked with our administrator,
and I don’t think we’ve received one. You might reach out to Josh Wescott at EMS or Chanse
Kaczmarski at Fire and see if they can provide you with any information. Sorry I can’t be more helpful!
Thanks!

Fire EMS February info.pdf;
Jennifer, I don’t know that a formal annual report was ever given, but I’m attaching the documents they
had for the February meeting (there was no meeting in January). If you page through it, there are
income statements for fire and EMS for the year end of 2025, and there’s an ambulance call report for
the year 2025.
