Town of Oregon Road and Traffic Safety Committee Meeting Minutes Thursday, January 8, 2026 1) Call Meeting to Order: Thursday, Jan. 8, 2026, 9:00 a.m. 2) Roll Call: Chuck Crawford, Susan LeBrun, Robert Pultz, Jeff Jones, Cory Inman, Laurie Fitzgerald, Abel Schultz. Absent: Arlan Kay 3) Approval of Thursday, Nov. 20, 2025, minutes, as amended: Schultz (1); Inman (2). Motion carried. 4) Public Comments: none. 5) Discussion and possible Action re: Windridge Road Extension—pavement is complete, with exception of 4-feet wide gravel shoulders. After shoulders are complete, EMCS will review the work, and if it is acceptable, the Town has 14 months to take over maintenance. Committee discussed advantages and disadvantages of waiting for a contractor to complete the shoulders versus having the Town’s Public Works staff do the work. Schultz will prepare an estimate for Town’s costs to complete the work. 6) Public Works Report a) School bus stop on Purcell Road—Town is still waiting for the sign to arrive (Schultz) b) Collaboration with Parks Committee to implement traffic calming strategies (signs for Kennedy and Bicentennial Parks) near intersection of MM and Kennedy Park— Schultz will reach out to Parks Committee. c) Collaborations with Town of Montrose on Judd Road maintenance—LeBrun will follow up with Jeremy Rach, who administers LRIP funds for Dane County, to discuss how the Town of Oregon and Town of Montrose could collaborate in applying for LRIP funds for this project. d) Visibility Problems on Blizzard Road (collaboration with City of Fitchburg)— Crawford spoke with City of Fitchburg about long-range plans to re-do the intersection as a “T.” LeBrun and Schultz agreed to follow up with City of Fitchburg. 7) Update on resolution of Town’s dispute with overage for Raven Oaks Project: a representative from Payne and Dolan has agreed to appear at an upcoming meeting of the Town of Oregon Board of Supervisors to discuss the overage. 8) Revised contract for seal coating/HMA projects: at Dec 4, 2025, work session, the Committee reviewed recommended changes to the contract itself, along with the addition of series of eight follow-up documents to be used to monitor projects as Contractors complete different phases of the agreed-upon work. Committee agreed to forward this draft to the Town of Oregon Board of Supervisors for review and possible approval. 9) Discussion and possible action re: Road Work Plan 2026-2033 a) PASER ratings—LeBrun presented latest updates to the Plan, which now extends to 2033. Major projects are planned for odd years; maintenance and lesser repairs are scheduled for even years. All roads with current PASER ratings of 3, 4, and 5 are included in the Plan. b) 2026 Budget (minor year)—Work budgeted is as follows: Bellbrook Road from County Highway D to Tipperary Road (full wedge), and Frenchtown Road from Town of Oregon Limits to Highway D (pulverize) c) 2027-2033 priorities—LeBrun summarized additions she has made to the working draft of the Road Work Plan. She has reached out to the Town of Rutland about a possible joint road repair and culvert replacement project for Eisenhower Street in 2028. Also, for 2028-2029, if the window expires for transferring LRIP funding for Tipperary to Frenchtown Road, the Town can still apply the funds to Tipperary in 2028. 10) Grant eligibility a) Bellbrook Bridge grant eligibility—ARIP 2026-2027 cycle just closed. Inman will contact County for input on how Town can speed up the eligibility process for Bellbrook Bridge. Inman noted that the Town could apply for grants before structures appear on the ARIP list; however, the Town would need to do its own engineering study to justify the early request. b) Culvert inventory (6 to 20 feet)—of the 6 culverts in the Town listed in the inventory, 2 need replacement soon: Storytown N. of Sun Valley Parkway (good candidate for ARIP funding in 2028-2029 cycle) and Lincoln west of Tipperary (cattle pass at bottom of hill). c) LRIP—Tipperary, Judd, Locust Grove, Union, others—see 9 (c) and 10 (a) above. 11) Removing Encroachments, Road Safety, and Entering Public Lands and Orders for Removal: A letter outlining Town’s and Residents’ responsibilities for keeping rights of way clear of encroachments was enclosed with Residents’ tax bills. 12) Letter to Residents re: following speeding limits to prevent accidents—Committee reviewed draft letter prepared by Crawford. Crawford will prepare a revised draft for review and possible approval at February meeting. 13) Shoulder maintenance on Lincoln Road and other Town roads as safety measure for motorists, cyclists—Schultz explained that the new reclaimer attachment will allow Public Works staff to maintain shoulders more effectively. 14) Future agenda Items—none. 15) Future meeting date: Wednesday, Feb. 11, 2026 16) Adjournment: 10:50 a.m. Schultz (1); Crawford (2). Motion carried Town of Oregon Road and Traffic Safety Committee Meeting Minutes Wednesday, February 11, 2026, 9:00 a.m. 1) Call Meeting to Order: 9:00 a.m. 2) Roll Call: Cory Inman, Abel Schultz, Arlan Kay, Sue LeBrun, Chuck Crawford, Susan LeBrun, Jeff Jones, Robert Pultz, Laurie Fitzgerald 3) Approval of Thursday, Nov. 20, 2025, minutes, as amended (correct typo “EMS” to “EMCS”) Schultz (1); Inman (2). Motion carried. 4) Public Comments: none. 5) Public Works Report a) Windridge Road Extension: Committee agreed that the owner should hire a contractor to complete the 4-foot gravel shoulder extensions. There is no need for the Town public works staff to expedite the work on owner’s behalf because the Town will have a 14-month window of time between EMCS approval of the road work and the Town’s obligation to take over maintenance. b) Collaboration with Parks Committee to implement traffic calming near Kennedy Park: Schultz talked with Diane Packett, the member of the Parks Committee who is assigned to work on Bicentennial Park, about working with Road and Traffic Safety to get signage on Highway MM for the entrances to Kennedy and Bicentennial Park. c) Collaborate on Road Maintenance with Town of Montrose: Schultz reported that the plan is to work together with Montrose on spring clean-up of ditches and debris after spring melting. d) Update on City of Fitchburg’s plans to improve visibility on Blizzard Road: committee discussed pros and cons of various solutions (guardrails, cutting back banks, placement of stop lines, better signage). To do-- LeBrun will contact City of Fitchburg for update on plans. She will also check the WDOT’s list of signs to identify other options for signage. Kay reminded the Committee that Town will also need to coordinate with the City of Fitchburg on maintenance and striping projects on Purcell Road. e) Right of Way Permits: Town has five pending requests for ROW permits. Committee discussed charging fees for permits and requesting deposits to ensure that applicants for permits cover the costs of clean-up after ROW work. To do: 1) Schultz and LeBrun will follow up with Frontier; 2) LeBrun asked Kay to prepare a draft of a proposed policy for review at the Road and Traffic Safety Committee’s March 19, 2026, meeting. Said policy would potentially include permit fee of $25 to $50 to residents, $1000 deposit fee, Certificate of Insurance, and special provisions, such as requirements for clean-up, removal of abandoned lines ,and minimum depth for burial of lines. 6) Update on overage for Raven Oaks project: Kay reported that at the February 10, 2026, Town Board meeting, the Supervisors decided to send a Certified letter to Payne and Dolan management requesting a meeting to discuss reasons for the overage. 7) Revised contract for HMA and sealcoating projects: To do (LeBrun): the Town’s Request for Bid documents need revision before we open the bidding process for 2026 road work. A Committee work meeting to look over both RFB and HMA contract revisions was discussed but no date was set. 8) Discussion and possible action re: Road Work Plan 2026-2033 a) PASER ratings: no new information b) 2026 Budget (maintenance year): various options were discussed: Bellbrook full wedge from County HWY D to Tipperary (2 miles); Bellbrook full wedge from HWY D to Wildlife Area (.8 mile); French Town Road pulverization. LeBrun: before we send out RFB, we need to determine whether Dane County will approve transferring the Town’s $17,000 LRIP grant to the French Town project. To do: LeBrun will contact Dane County, as we need to know for sure whether we can use the LRIP grant when we prepare our RFB. Preliminary estimates for 2026 road budget: $100,000 for Bellbrook; $40,000 for crack filling. c) 2027-2033 priorities—Inman reported that Dane County has plans to complete work on Fish Hatchery Road (HWY CC) in 2030. 9) Grant eligibility a) Update on funding cycles for bridge and 6- to 20-foot culvert projects: application deadline is May 1. To do: Schultz, LeBrun--complete applications for review at March 19 meeting. Schultz: culverts will need to be sized (requiring an engineering study) to prepare estimates for the grant application. b) Bellbrook bridge: strategies for speeding up eligibility for funding: To do—Inman will check with State for clearer estimate of the bridge’s eligibility status and when it will be ready for load posting. 10) Discussion and possible approval of final draft Letter to Residents re: speed limits and accident prevention. To do: Pultz will prepare a revision that states in stronger terms that all Residents, whether driving, bicycling or walking, have a legal right to use Town roads. 11) Future Agenda Items: none 12) Set future meeting date: Thursday, March 19, 2026, 9 a.m. 13) Adjournment: 11:04 Crawford (1), Schultz (2)
