Call Town Board Meeting to order Town Board Chair Carl Walser called the meeting to order at 6:00pm on Tuesday, January 16, 2026. 2. Roll Call Clerk Hanson called roll. Present: Carl Walser, Laurie Fitzgerald, Tim LeBrun (via Zoom) and Steve Jernegan. Excused Absence: Arlan Kay. Also Present: Clerk Jennifer Hanson. 3. Approval of minutes Walser approved by unanimous consent the Town Board minutes from Tuesday, December 9, 2025. 4. Approval of Financial Report, Loan Update and Payment Vouchers Walser approved by unanimous consent the December 2025 financial re port, loan update and payment vouchers of $3,554,700.93. 5. Public Comments There were no public comments. 6. Park Report Park Chair Dave Frankson appeared with parks committee members Eugene Lewis and Diane Packett. a. Summary of 2025 Activities In the town board packet is a summary of the 2025 park activities by individual parks. The town board approved the new Parks and Open Space 5-year plan in February 2025. Frankson said most of everything in the five-year plan was completed. The shelter at Town Park has been delayed due to the early snowfall. The new playground equipment was installed at Kennedy Park. The Oregon Observer featured several of the projects completed by the parks committee. b. Impact on Parks and Open Space Plan (POSP)5-year Plan Frankson question becomes what’s next now that most of the items in the five-year plan have been completed. Frankson talked with Bridgit Van Belleghem, Dane County Senior Planner in the Department of Planning and Development to discuss two potential options. The first is the parks committee drafting an informative memo to the Dane County and Town board. The second is to include any necessary significant improvements not currently listed on the Parks and Open Space Plan then submit an addendum which would follow the same approval process as the current plan. c. Future Actions regarding POSP Walser suggested the park committee create a 5-year plan like the Road & Traffic Safety Committee that balances projects with one big financial year and the following year a minor year for mostly maintenance work. Frankson said 2026 will be much quieter than 2025. There is a request from citizens for paths in Kennedy Parks but that would require significant future expenditures and planning. The Town of Rutland has not yet informed the town of contribution toward Kennedy Park playground equipment as it services residents in both townships. Park Chair Frankson expressed appreciation for all the members on the parks committee and town crew, Ryan and Abel. d. Update Zoning Violation Letter 4804 Kennedy Park Rd The town board agreed to let Dane County Zoning continue to monitor the property adjacent to 3 Town Board Meeting Minutes January 16, 2026 - Page 2 Kennedy Park. There was an auction held in fall. e. Update Deed Notice for Lake Harriet Cemetery and B-Centennial Park Clerk Hanson followed up with Attorney Morgan’s secretary regarding the status of the deed documents for Lake Harriet Cemetery and Bi-Centennial Park. The original unrecorded Warranty Deed from 1978 documenting the land swap at Bi-Centennial Park from Reynolds to the town was found. Clerk Hanson gave the original documents to Attorney Morgan when the town was approached about buying the property. Attorney Morgan was also waiting for clarification from the Dane County Register of Deeds on how to file the town’s resolution to accept ownership of Lake Harriet Cemetery. Still waiting to hear back. Park Chair Frankson said the new owner of the former Reynold’s property believes he owns the property. Clerk Hanson believes that property owner will attend the March town board meeting to discuss. 7. Fire & EMS Report (Oregon, Brooklyn, & Belleville) Belleville: Walser said Belleville is having a meeting on January 26 to update on the New Glarus project. Oregon: LeBrun reported they are continuing to discuss expanding, updating and moving of the fire station in Oregon. The new station has been put off until early to mid-2030s; somewhere between 2032-2034. There is discussion of building an annex building in the vicinity of current fire station and talking with property owners. The current bays are substandard and working with an architect to restructure the bays to address safety concerns. The architect is also looking at having a dedicated contamination space. The next meeting is February 9. Brooklyn: Jernegan reported the Brooklyn boiler system repair is being repaired. The old ambulance is being bought by Dane County. They are looking for another tender. 8. Town of Oregon Refuse (TORC) Report a. 2026 Holiday Hours – Closed Saturday, July 4, 2026, but open Wednesday, July 8, 2026, 2-6pm Fitzgerald said the TORC will be closed for Saturday, July 4th holiday in 2026 but open the following Wednesday from 2:00pm to 6:00pm. b. Consideration of Wednesday hours in 2026 Fitzgerald said many residents have expressed interest in having the TORC open on Wednesdays. There was discussion about confusion with TORC hours incorrect on google but correct on town website. The attendants will continue to track resident usage and consider changes in hours based on staffing availability. c. Hiring new TORC attendant Sheldon said the two attendants can cover the current hours and will let the office know when to post an advertisement for a replacement attendant. Working on updating the TORC job description. 9. Plan Commission Recommendation and Report a. Update of Comprehensive Plan Bridgit Van Belleghem, Dane County Senior Planner in the Department of Planning and Development, attended the plan commission to discuss the amendments to the town’s comprehensive plan. Final edits are being made. b. Discussion of inclusion of map of the redevelopment lots Clerk Hanson asked if the town board wanted the plan commission to look at including the map of the redevelopment lots that are referenced on Chapter 8, page 4 III. Opportunities for Redevelopment. The redevelopment lots are mostly outside of the town’s platted subdivisions and may not be easily identified on the future land use map. The town board agreed to have 4 Town Board Meeting Minutes January 16, 2026 - Page 3 the plan commission review including mapping for clarity. c. Update regarding 1396 S. Fish Hatchery Road attending May 19th pc meeting Clerk Hanson presented a letter regarding the condition of property at 1396 S. Fish Hatchery Road. The landowner can attend the May 2026 Plan Commission Meeting to discuss plans for the property. The property is owned by several siblings that are in the process of separating between families. 10. Road & Traffic Safety Committee Report a. Update Payne & Dolan Overage Raven Oaks Walser postponed discussion to the next town board meeting when Supervisor Kay would return. There was additional discussion on overage and individual preference on how to move forward. b. Update Windridge Road extension Clerk Hanson reported she was contacted by the bank regarding Jensen’s Letter of Credit for Windridge Road. The Road & Traffic Safety Committee said the shouldering has not yet been completed and mentioned offering town staff complete shouldering. There was town board member concern with town staff doing the shouldering for this project. Clerk Hanson left a message with the bank to extend Letter of Credit due to non-completion of the road shouldering. c. Discussion and possible action re: purchase of movable sign board Fitzgerald said the town board did not budget for the movable sign board in 2026. There was consideration of renting a board or cost of purchasing a board. d. Discussion and possible action re: revision of contract language used for road projects Fitzgerald said the Road & Traffic Safety Committee created these documents to help record every step and keep open communication. The board needs to review the documents. Clerk Hanson said the current bid documents ask for the winning bidder to provide the contract. The Road & Safety Committee needs to review the town’s bidding documents to match the contract language documents. 11. Vision Statement Report Walser said the final report is almost complete but awaiting feedback. He is then thinking of moving onto discussing quick wins during monthly board meetings. 12. Building Committee Report a. Update Office Furniture The office furniture for the public works office was purchased from the same place as the clerk’s office, which is used and repurposed. 13. Building Inspections Report There were 12 building permits for December 2025. 14. Discussion and possible Action re: employee handbook, create town administrator and land use coordinator positions 60.37(3), job descriptions Discussion was postponed until next month. 15. Board Communication and Future Agenda Item(s) Walser discussed the following future possible board discussions: 5 Town Board Meeting Minutes January 16, 2026 - Page 4  Adjusting salaries of board supervisors from 4,000 to 5,000 and the town board chair salary from 8,000 to 6,000  Create numbered board seats for supervisors-currently two supervisors run each year and appear on the same line with instructions to “Pick Two.” The change would allow each supervisor to run on separate lines with instructions to “Pick One.” This is less confusing for voters. The candidate would need to specify what seat they are seeking and allow candidate to choose who to run against.  Concerns about AI data centers and solar farms  Discuss update to the town’s parking ordinance that doesn’t allow street parking  Impractical Road Width for town homes close to the road – possibly the Road & Traffic Safety Committee review  Proclamation that says “We welcome all people whether you live here or work here or visit here you are welcome here” a. On January 12, 2026, Dustin provided notes on the completed project. The town board meet on January 13 and decided to postpone further discussion on payment until the entire town board was present on February 10, 2026. • The Road & Traffic Safety Committee submitted a Road Maintenance Contract Agreement on January 12, 2026 for review by the town board on January 13. The request was high level review by town board attorney. The town board first wanted to review the documents themselves. Clerk Hanson noted that the bid documents must include the contract language as the town is bound by WI Stat. 60.47 Public Contracts and Competitive Bidding and 66.0901 Public Works Contracts and Bids. • The Road & Traffic Safety Committee would like to repair Frenchtown Road in 2026 using the 2024-2025 awarded LRIP funding ($17,208). The town needs to work with Jeremey Rach, Dane County Highway Engineer, on submitting that application. The town can proceed with bidding the project, however no work can start until the project has been approve by the state. Updated LRIP information is included. • 5 Right of Way Application were submitted. There has not been a great method of handling these applications. Nor a method for charging a fee that is relative to the cost. The applications have been forwarded to Road & Traffic Safety Committee for review. Future Action: ·Board action on remaining balance due to Payne & Dolan ($11,254.17). ·Board review of pending updated bid/contract documents. Plan for 20 2026 meeting dates for road bidding. ·ROW applications pending review by Road & Traffic Safety Committee. See below for some notes that I have on our end regarding the project from this last year. P&D bid the Ravenoaks project and was the low asphalt paving contractor using the square yardage and tonnages that were supplied by the town. The project was bid as a unit price job as it has been in years past. P&D completed the project in a timely manner early in the paving season. The roadway quantities that were supplied by the town during the time of bidding ended up being a fair amount less than the actual quantities that were completed in the field. P&D measured the square yardage of each individual street using a GPS Rover System (Topcon HiPer XR) after the completion of construction. All measurements were sent over to the town. P&D supplied all asphalt tonnage tickets from the time of paving. The asphalt tonnage that was laid correlates with the square yardage that was measured out by the GPS Rover System. All quantities (SY measurements & asphalt tickets) have been submitted to the town to back up the final quantities that were on the invoice. Following back up with a previous point that this is a unit price contract and all quantities/paperwork have been submitted in order to get paid the full amount on the final invoice. I put your edits into the current letterhead. A couple questions: 1. LRIP Funding? I sent an email that the Town of Oregon was awarded $17,XXX from Dane County 2023-2024 LRIP funding that can be moved to the Ravenoaks project from Tipperary; but this would require disclosing on bid and requiring publishing bids notice Yes that is a deal breaker if we don’t. Good catch! We need to indicate that in an obvious place on the document (like in all caps under the main title) – (LRIP Funds) and probably again in the text somewhere and on the quantity page. Also it needs to be published. 2. Contacts: We used Arlan Kay and not Carl Walser for town board contact – Who should we do for this project? Yes it would make sense to have Arlan because he is more familiar with the project. 3. Within the table for Project A under column # units: We kept that blank and allowed the bidder to fill in the # of units. You had a number in that square. Do you want the numbers in those fields? We always provided numbers in the County requests for bids. It makes the bids all on a level playing field when they are working with identical numbers. Of course the actual quantities will not be exactly the estimated amount, but it should be reasonably close, and they will invoice for the actual quantities using the unit cost they put in the bid. The approved option may be the hybrid (pulverizing/overlay) one, in which case I can pretty easily revise the document again to tailor it to the hybrid option. 28 The document has ‘Track Changes’ on it so you can see exactly what was changed. The target (as discussed in our meeting last week) is to have it sent out for bids this Friday 2/14. Please let me know if you have any questions. This has historically been one of the biggest issues with getting LRIP projects approved for reimbursement following project completion. NEW THIS YEAR: Information for LRIP project let advertising must be submitted to the department no later than seven (7) days prior to the initial publication date in the newspaper. This submission shall be made by uploading the advertisement into the LRIPWeb platform. As a best practice, project sponsors are encouraged to upload the advertisement to LRIPWeb at the same time it is provided to the newspaper. Attached are the directions for how to upload these advertisements. I have also attached the portion of the LRIP manual that details the advertising and award of LRIP projects. Here is a link to the full LRIP manual: https://wisconsindot.gov/Documents/doing-bus/local-gov/astnce- pgms/highway/lrip/guidelines.pdf If you plan to advertise soon for a 2026-2027 biennium project that does not yet have an SMA, you will not be able to upload your advertisement into the LRIPWeb platform yet. For this case, WisDOT would like you to do the following: Fill out the attached excel template to fill in the advertising information and email it to lripwebsystem@dot.wi.gov along with the copy of the advertisement. Please let me know if you have any questions. Thank You, Jeremy Rach Jeremy Rach, P .E. This caused the garage door to not close. The problem was made worse when a driver delivering salt connected with the garage door pulling it during a delivery. Abel arranged a fix of stainless steel rails, rollers and hinges with Hutchins Overhead Garage Door. Attached are two quotes for repair. One is for the rails, rollers, hinges and another for the door. Abel needs to review the quotes to determine what portion the delivery driver is responsible to cover. Abel reported on February 2 that the parts are a month out for delivery. Future Action: Complete salt shed door repair including new hardware and door panels. Public Works staff recommends replacing door trim, metal wrap, siding and roof of salt shed building. Public Works will look into quotes. The area is shown. Dan is not requesting an easement as the plat show ‘dedicated to public.” However they would like the town’s blessing to install them as shown or discuss another option. I sent the email to Park Chair Franskson on Friday, January 30 for review at their next park committee meeting (possibly March 2026). Dan said the work was to begin later this year allowing review time. Future Action: Pending review by public works and park committee. This would include the current overhead line that crosses the public park area near 4753 Eisenhower St. Below is where would like to directionally drill across the property rather than follow the existing overhead directly. If issues emerge that require follow -up research, planning, or engagement, the steering committee will identify community volunteers to lead working groups to pursue further work on the specific topic. ● Steering committee to identify community volunteers and lead this component of the work Share results with public When all the work is done and an updated vision document has been posted, it is important to ‘close the loop’ and share results with the public. Best practice allows the public an additional opportunity to provide comments on the final document/vision. ● Assist in the compilation of a visioning document ● Post the visioning document on the Town website ● Publicize the vision document ● Engage the community in discussing the vision document, possibly through an additional community forum Implement The steering committee will recommend steps to implementation, including assigning responsibility, developing an implementation timeline, and identifying resources necessary. ● The steering committee will discuss how to implement the vision Budget UW-Madison Extension Dane County charges a reduced fee for services. For City government, we charge a flat fee of $500 for planning time; $65/hour for facilitation time; and a flat fee of $500 for report preparation. Meetings with the steering team are included in planning time. *The budget below does not include survey management (Qualtric survey tool formatting, distribution, analysis) as these components will be handled either by the Local Government Education Program or by the Survey Research Center at UWRF, and cost estimates have not yet been determined. Public Works was notified and they removed the damaged ceiling tile. The leak continued and the large trash can was placed under the leak. Public Works did not know the cause of the leak after inspecting the roof and inside ceiling. The leaking has stopped. The roof was repaired (re-roof) in 2008 due to ice dam/water damage. In 2024, there was a massive leak in the garage bathroom that Helmer Construction repaired. On Tuesday, February 3, 2026, Cody Helmer inspected the ceiling and roof. He did locate a leak, but didn’t attribute that to the leak in the town hall. He believes the leak in the town hall may be from condensation, but he will come back out if it starts to leak again. Attached are pictures from the 2024 repair and information on the 2008 repairs. It was explained that there was a lack of support causing the leaking in 2024. Cody thinks there are still a few years left on the current roof, but he can make a inexpensive repair to the current leak found from a nail. The insurance company was not contacted as no significant damage was caused. The town no longer has Local Government Property Insurance Fund used in 2008 as that fund was closed through 2017 Wisconsin Act 59. All insurance claims will now be made to the town’s current insurer Rural Mutual. Future action: Future repair to leak and continue monitoning. Follow-Up Needed: Future repair to leak and continue monitoring.
