Plan Commission Meeting — Minutes

Town of Oregon Plan Commission Meeting Minutes Tuesday, January 20th, 2026 Chair Kay opened the Plan Commission Meeting at 6:30pm. Roll Call Present: Sharon Christensen, Laura Wilmot, Gena Larson, Arlan Kay, Jessica Barmack, Chuck Soule. Absent Dave Hagemann. Also Present: Treasurer/Deputy Clerk Stephanie Goth and Supervisor Laurie Fitzgerald. Approval of Minutes Moved by S. Christensen, seconded by Larson, to approve December 16th, 2025, minutes. Motion carried 6-0. Public Comment. No public comment. Discussion and possible action re: Conditional Use Permit (CUP) Policy amendments and other format changes to Comprehensive Plan. Goth stated that the draft comprehensive plan is deferred until the Town provides the adopted Vision Statement to Dane County. The Vision Statement is waiting for approval and adoption by the Town Board. Discussion and possible action re: Blanket rezone to correct possible errors from the conversion to the new zoning code adopted in 2019. The Plan Commission reviewed proposed parcels included in the proposed blanket rezone. Recommended changes/inquiries: Remove Town of Oregon 0509-172-8300-6 from application. Review Cerqua 0509-202-9510-3 on recommendation on the second parcel. Give context on the use of parcel 0509-211-6910-0 as a private trail use for passive recreation how that affects the recommendation. Check status of CUP on Mary Lawicki Smith 5892 Lincoln Rd 0509-084-9030-8 and how it is affected by rezone. Recommendation for Ruiz 0509-333-9770-1 is RR-16 for all. After recommended changes are made and inquiries satisfactory action can be taken to process application at the February meeting. Communications. Rescheduled February meeting to February 24th due to the Spring Primary. Tentative date for April Plan Commission meeting is Tuesday, April 28th depending on necessity. Town Board Items Goth updated the Commission on the potential need for the Plan Commission to review the process/procedure of recording a building right of a replacement house due to the necessity of the existing structure removal on Fish Hatchery. This will ensure the owner’s ability to retain the right for the future. The Town Board will review this property with the owners in May 2026. Supervisor Fitzgerald and Goth reviewed language in the current Comprehensive Plan regarding potential lots for future development and if there is a need to add a map outlining those lots to the amended plan.
