Town of Oregon Park Committee Minutes Monday November 24, 2025 1) Meeting was called to order by Dave Frankson at 6:00 PM. 2) Roll call: Jeff Nelson, Dave Frankson, Gloria Compton, Eugene Lewis, Steve Jernegan, Diane Packett. 3) Approval of minutes 10/1/25 Gloria moved, Diane seconded, passed unanimously. Approval of minutes 10/29/25: on Bicentennial Park, one correction; on Kennedy, several corrections/clarifications Dave moved to accept with revisions, Steve seconded, passed unanimously. 4) POSP Revisions and Plans for 2026 - Dave Frankson Dave noted that most of the items proposed for the 5-year plan have been completed. 5) Eagle Scout Project Board – Dave Frankson. Steve Root doesn’t want to take care of the Eagle Scout acknowledgement board. Dave asked him about any past projects not added, where the tiles came from, prices and other items. Steve had no information. Dave is going to send a photo to the scoutmasters in Oregon and ask what their projects have been. 6) Bicentennial Park – Diane Packett • Land swap: Dave reported that it is likely that the Town of Oregon already owns the area that the property owner thinks he owns. In 1976 there was an easement and Dave has seen paperwork transferring the triangle of land in question to the Town, but it was never properly recorded. Referred to Town’s attorney. Steve suggested that Tim LeBrun knows about real estate transfers, and might be able to be of help. • Diane ordered a semi load of mulch for the lower trails from the City of Madison, for $275 plus a $25 delivery fee. The City can deliver when their brush collection is completed, around first week of December. Diane will contact them and advise that they coordinate with Abel so that he can direct them into the park for delivery. 7) Town Park – Jeff Nelson and Duncan Kosharek • Dylan Urben took down the dead trees and would like to take out some of the wood when the ground freezes. The committee agreed. • Shelter update. An expert in metal roofing came up from Illinois and told the scout people what they needed to do. The purloins that were to support the roof weren’t straight and had to be corrected. Work is ongoing. • Playground equipment deconstruction for resurfacing. Several people are needed, so maybe it could happen next week. Will depend on the weather. • Town Crew still has a few trees to take down, and warped boards on the picnic table to replace. 8) Kennedy Park – Eugene Lewis • The playground has been seeded and the grass is coming up. • The neighbor’s shed encroaching on the park border is still there. • The Tuggers said there was some kind problem getting a delivery of soil to even out the practice area. • There was discussion of what to do with the open area where many small maples are growing. Eugene favors burning the area to use it for other activities. • The old play equipment was stored at TORC, but had to be moved out of building and is sitting outside. To repurpose the swing set the concrete would have to be removed from the bottom of the poles. Eugene may do this; he will give the committee his thoughts. Dave may take the slides for his grandkids. • Eugene sent out thank you cards to those who participated in the ground leveling after the new playset installation. 9) Hillcrest Park – Gloria Compton • No updates 10) Ravenoaks Park – Eugene Lewis • Eugene repaired the bench, sanded and stained. • Dave chain sawed a bunch of brush behind the backstop • The Knollwood Road resident decided that they didn’t want to finance the bench that they wanted as it was too expensive. • The grass in the playground edging looks good. Dave thinks the mulch has compacted and maybe more is needed. • Dave noticed that the aluminum picnic table is dirty. Ryan and Abel may be moving it under the trees, where it collects debris, when they do the mowing. Maybe it should be moved out away from the woods. 11) Lake Harriet Cemetery – Dave Frankson • Lundgren has so many big jobs that he hasn’t gotten to the sign. Dave asked for alternative ideas. Maybe take a picture of the sign for Oak Hall and send to Vital Signs to get an estimate. 12) Storytown Cemetery – Gloria Compton • The seeding and netting is done, and the second invoice from Tallgrass Restoration is paid. • Gloria ordered the signs - 4 instead of 3, and all the same design. 13) Next meetings: December-February cancelled, next meeting is March 25. Last Wednesday of month. Adjust November to Nov 23rd, cancel next December meeting. 14) The meeting was adjourned at 7:50. Diane moved, Jeff seconded, and the motion passed unanimously.
