Town Board appointed Laura Wilmot for term ending in 2027 to the Plan Commission. Deputy Clerk Goth swore in new member. Review Draft Conditional Use Permit (CUP) Policy amendments to Comprehensive Plan. The Plan Commission reviewed the CUP Policy Draft. The Plan Commission discussed the intention to include language regarding the condition that a CUP be reviewed with the sale of the business/operation. Staff will ask Dane County Planner to add appropriate language. Discussion regarding potential language stating that meeting all conditions in the policy does not guarantee recommendation of approval from the Town. It is loosely implied that the stated conditions are not all inclusive, staff will inquire if more direct language should be added. Questions arose regarding what happens if the County doesn’t agree with the Town’s recommendation. Discussion ensued regarding the intention that Dane County is looking to the Townships for recommendations on Conditional Use permits, they are not intending to ignore the conditions or recommendations from Townships and will likely only oppose the Townships’ recommendations if the conditions are unmeasurable and/or not factual. Wilmot mentioned adding definition for the abbreviation dBA. Staff will recommend adding that definition to the edits. Discussion occurred regarding town ordinances and how the conditions placed on a CUP can differ from the town ordinances. Chair Kay introduced the work on the Comprehensive Plan that Supervisor Laurie Fitzgerald is working on to assist in the formatting, grammar, and overall readability issues that current plan has. Supervisor Fitzgerald reviewed the types of amendments that are being discussed to make the Comprehensive Plan easily accessible and navigable by residents, staff, and Plan Commission members. Public Comment. No public comment. Communications. Goth said there will be a Public Hearing on November 18th, 2025, sharing the petition. Town Board Items. Chair Kay updated the Commission on the Town Board’s budget work sessions, noting the 2025 assessment revaluation and noting that the Town Board contracted with Accurate Assessors to do revaluation every other year to properly maintain property values, lessening the sticker shock of five-year revaluations. Adjournment. Moved by S. Christensen, seconded by Hagemann, to adjourn. Motion Carried 6-0.
