Town Board Meeting – Budget Work Session — Minutes

Town of Oregon Town Board Meeting Minutes Wednesday, October 15, 2025 1. Call Town Board Meeting to order Town Board Chair Carl Walser called the meeting to order at 12:00pm on Wednesday October 15, 2025. 2. Roll Call Clerk Hanson called roll. Present: Carl Walser, Laurie Fitzgerald , Arlan Kay, Steve Jernegan and Tim LeBrun. Also Present: Clerk Jennifer Hanson and Treasurer Stephanie Goth. 3. Preparation of 2026 Town Budget The town board discussed the 2026 equipment purchase request with public works employees Abel Schultz and Ryan Zurfluh. They requested a reclaimer that can be used to drag roadside gravel back into place instead of buying more gravel. Rental and sharing options were discussed. Abel discussed wanting a gas barrel at the town garage, but the town board is not considering that as an expense at this time. Ryan and Abel will be preparing the TORC to store pure sand. The board discussed the draft contract with Willscot for public work office trailer. There were four concerns: 1. 50% down on order/50% on delivery 2. Sales tax exemption 3. Include skirting 4. Abel and Ryan look at the unit. The board went over the 2026 budget line by line. Clerk Hanson explained the 2026 loan options and impact. The board discussed purchase priorities. Kay discussed outstanding payments owed. Walser discussed possible purchase of Audio Video equipment in 2026 but doesn’t have an update quote. The board discussed hearing back results from vision survey and community meeting. 4.
