Town of Oregon
Road and Traffic Safety Committee Meeting Minutes
Thursday, July 10, 2025
1. Call Meeting to Order: 9:00 a.m.
2. Roll Call: Members present—Arlan Kay, Abel Schultz, Chuck Crawford, Jeff
Jones, Susan LeBrun, Robert Pultz, Corey Inman, Laurie Fitzgerald. Absent: Steve
Sommerfeld
3. Approval of May 22, 2025, minutes: Pultz (1); Crawford (2) Motion carried.
4. Public Comments:
a. David and Kathleen Batker: clump of willows obstructing visibility
for motorists in right-of-way at intersection of Alpine and Glenway
Roads. The Batkers requested permission to spray the willows
with Crossbow. Motion to approve Batkers’ request: Kay (1); Pultz
(2). Motion carried.
b. Eugene Lewis requested the Committee to lower speed limit on
County MM where pedestrians cross from Kennedy Park over to
Bicentennial Park. Heavy traffic on MM, including gravel trucks
coming from Mandt. The Committee will follow up: LeBrun will
reach out to Village of Oregon to propose coordinating on a speed
study. Motion: Road and Traffic Safey Committee will
recommend to the Board of Supervisors approve further study of
this issue (including traffic study): Kay (1); Crawford (2). Motion
carried.
c. Jennifer Dorl asked the Committee whether provisions will be
made to protect the nesting habitat for swallows at Bellbrook
Bridge if the bridge is replaced during nesting season. Inman: the
bridge would be replaced during nesting season, but there is a
procedure to net the swallow habitat during construction.
5. Discussion and possible action re: discussion with Dane County about a joint
project to install culvert between Locust Grove Road and Anderson Farm County
Park—LeBrun contacted Dane County, but has not received reply.
6. Discussion and possible action regarding school bus stop at 6141 Purcell
Road—Schultz has not heard back from the bus service as to whether the
route will be reversed for 2025-2026 school year. In the meantime, he plans to
install the second warning sign the Committee approved.
7. Discussion and possible action re: Update on 2025 Road Work—The Raven
Oaks Project came in with a $50,000 plus overage. LeBrun and Schultz have
2
reviewed the charges and determined that Payne and Dolan 1) used different
measurements for number of square yards of road than the Town used in
preparing the request for bids; and 2) applied a thicker layer of gravel than
Town requested (5 inches versus 3.5 inches). To Do : LeBrun, Jones, Inman,
and Schultz will work with Payne and Dolan and have results ready to share
with the Town Board at the August meeting. Kay asked that the August report
to the Town Boad include the recommendation to add a clause in our road
contracts requiring an independent party to inspect and sign off on final
projects.
8. Discussion of proposed revisions to contract language for future seal coating
projects—Work to identify possible revisions is ongoing. To do:
a) Crawford and Pultz will prepare revisions for review at August
meeting;
b) LeBrun proposed adding a 5 percent retainer to the contract as safety
net contingent upon satisfactory completion of projects;
c) LeBrun will check DOT quality control specifications for sealcoating
projects for guidance the Town can follow in future contracts.
9. Pavement markings 2025 project and plans for 2026—Residents’ response to
striping has been positive. Committee discussed candidates for 2026 striping.
Motion: Request bids from Dane County for striping the following town roads
in 2026
a) Lincoln Road west of intersection with Fish Hatchery
b) Glenway between County A and Lincoln Road
c) Hillcrest between A and Lincoln Road
d) Union Road for one mile north of A
LeBrun (1); Jones (2) Motion carried;
Le Brun will request the bids
10. Update and possible action re: Bellbrook Bridge and availability of grant
money, per WIDOT’s Local Program Symposium on 2026-2031 Funding Cycle
(May 22, 2025). Inman: no word yet from WiDOT.
11. Discussion and possible action re: road and traffic safety concerns:
a) Improving visibility and sight distance at intersection of Hillcrest Road
and County A (outreach to Clement Abongwa at Dane County)—In an
e-mail dated June 13, 2025, Charlene Schmid (P.E., Dane County)
replied to Town’s request for help at this intersection She wrote: “our
initial investigation leads us to believe that it would require a
3
significant effort and possibly retaining wall design to stay within our
right of way. We will look to incorporate this work within a future
project on CTH A. In the meantime, we will continue to monitor the
growth and provide mowing as needed.” Schultz noted the County
has been doing a better job of mowing at this intersection, which has
improved visibility.
b) Movable message board (possible uses)—Steve Jernegan is looking
for used message boards that the Town could purchase.
12. Discussion and possible action re: informing Residents of the need to keep
Rights of Way clear of vegetation and visual obstructions. Pultz has drafted a
letter to Residents. Committee discussed: 1) enclosing this letter with the tax
bills that are sent to residents at the end of the year; 2) posting it on the web
site; 3) Ryan and Abel dropping it off at resident’s homes when violations are
identified. To do for next Committee meeting:
a) Pultz will prepare final draft;
b) Schultz and Pultz will compile a list of violations that need to be
addressed.
c) Schultz will take another look at vegetation in right-of-way on north
side of intersection at Glenway and A. Brush was removed earlier this
summer, but there may be additional growth.
13. Discussion and possible action re: 2026 road plan--Committee discussed
tasks to do as the Committee prepares 2026 plan and budget request:
a) Compile PASR ratings for 2025 (LeBrun)
b) Frenchtown Project: adjust cost to $70,000
c) Compile culvert inventory; ideally, the Town would align plans for
replacing culverts with the five-year road work plan
d) Culvert replacement and tree removal at 941 Wesley Road. Culvert
was installed in resident’s yard, causing water to flow through the
yard, causing a tree to die. Resident has asked Town who is
responsible for removing the tree.
e) Submit request to apply our TRIP grant money to upcoming work on
Rome Corners Road. Town’s request to use the grant money for 2025
Raven Oaks project was denied.
14. Set future meeting date: 9 a.m., Thursday, Aug. 14, 2025
15. Adjournment: 11:45 a.m.

REQUIREMENTS FOR PERMIT TO USE COUNTY TRUNK HIGHWAYS
All of the following requirements must be complied with for consideration of a permit.
1. It is necessary that we receive permit requests for use of a County Trunk Highway at least one month in advance of the
scheduled event. It is possible that a permit may not be issued for an untimely event permit request.
2. No printed materials should be distributed to the public on intended event routes prior to obtaining permission from all
affected governmental units and law enforcement agencies for the use of their roads , streets, or highways for the
event(s). There are certain roads and highways which we and other agencies will not allow to be used or crossed for
such events, and this may affect planned routes that have been prematurely released to the public (NOTE: the Wisconsin
Department of Transportation does not issue permits to use or cross any highway in the State Highway System for these
types of events).
3. The event sponsor must be covered by adequate liability insurance for this type of event, and must provide t his
Department with a proper certificate of insurance AT THE TIME AN EVENT PERMIT IS REQUESTED. The certificate
should be sent along with the permit request to the address shown on the reverse, and should indicate the following:
a) Dane County, 210 Marti n Luther King Jr. Blvd., Madison, WI 53703, shall be added as an ad ditional insured for the
event.
b) Participants, volunteers, organization employees and spectators must be covered for the minimum amounts of
$1,000,000 for bodily injury AND $1,000,000 for property damage, not in the aggregate.
4. A standard “INDEMNIFICATION/HOLD HARMLESS” disclaimer clause must be signed by a responsible officer of the
event sponsor relieving Dane County from any and all liability that could arise as a result of the event. The disclaimer is
located on page 1 of this permit application and must be signed by a responsible officer of the event sponsor along with
the permit request.
5. It is the event sponsor’s responsibility to contact and obtain permission from all governmental units and/or law
enforcement agencies that would have jurisdictional responsibilities over any part of the route used. Failure to obtain
such permission could result in the County not issuing a permit for the currently scheduled event, or future events o n its
highways.
6. The event sponsor is also responsible for surveying the intended route prior to the event to look for potential traffic
hazards to the participants. Those traffic hazards should be corrected or participants protected by securely closing of f
those particular hazardous areas to participants. Sponsor shall insure that all participants stay within permitted areas.
7. The event sponsor must also notify the local municipal unit EMS agency in advance so they are aware of the date and
time of the eve nt, type of event, and the number of participants. For larger and more strenuous events, it is strongly
advised that the event sponsor schedule EMS personnel and equipment to be present at the event. If significant traffic
restrictions and/or road closures are required for the event, the event sponsor should also contact the nearest 911 center
so emergency police, fire, and EMS units are aware of traffic restrictions in the area as they respond to any emergency
calls.
8. Normal “rules of the road” must be followed during the event if the public road, street, or highway is open to traffic. Must
obey all federal, state and local statutes and regulations.
9. If it is necessary to temporarily close and detour a County Trunk Highway in order to conduct the event, the event sponsor
shall be responsible for the erection and removal of all necessary signing, and providing all uniformed police officers that
may be required for safe and proper traffic direction. Any and all expense in providing the signing and/or uniforme d
officers shall be assumed by the event sponsors.
10. No trespassing on private property.
11. No defacing of public property, including pavement markings.
12. Immediately after completion of the event, the event sponsor shall be responsible for removing from the high way and
highway right-of-ways any trash, signs, and/or other materials that may have been accumulated or used during the event.
I certify that the information I have provided on this application is accurate and complete. I further certify
that I have notified all other municipalities of this event as required by the permit process. I understand that
this permit may be denied or revoked for providing false or incomplete information.

Dear Joleen,
On behalf of Anderson Park Friends, Inc., I'd like to share a summary of one of the discussion topics from our
annual APF-Dane County Parks review meeting held on December 16, 2024. Specifically, we want to follow up
on the potential development of the western parcel of Anderson Farm County Park-identified as Item #1 in
our land management plan.
A key point raised during the meeting was the need to improve access to this portion of the park. Currently,
the only access point is located next to the railroad trestle. This entry is low-lying, poorly drained, lacks a
culvert, and is often wet or muddy from March through May. In addition, its location near an elevated trestle
creates a blind spot for drivers approaching from the east on Locust Grove Road-a rural road where vehicles
often travel at higher speeds. We have reported several near-accidents at this site to DCP staff in recent years.
To gather additional input, I met with the Town of Oregon Transportation Committee on May 13 to review the
issues related to drainage, access, and road safety. The committee agreed that improvements are needed and
expressed interest in a cooperative solution between the Town and Dane County Parks.
Based on that discussion, we respectfully recommend the following actions:
A. Close the current access point and collaborate with the Town of Oregon to address the drainage issues in
that area.
B. Develop a new access point near the park's western boundary, including installation of a culvert, gravel
driveway, and a small parking area to accommodate 7-8 vehicles.
C. Consider installing a second access point east of the trestle to serve the Anderson Farm Center parcel, which
is also used by the local snowmobile club.
Given the increased activity anticipated this fall and winter by both DCP staff and APF volunteers, we believe
these improvements would significantly enhance safety and access.
With this communication, our role in this matter is complete. We trust DCP's planning team will coordinate
next steps and maintain communication with the Town of Oregon as appropriate. The primary contact for the
Town is Sue LeBrun, Chair of the Transportation Committee. She can be reached at (608) 575-7466 or
slebrun@uwalumni.com.
Please don't hesitate to reach out if you need additional information or clarification. We appreciate your
partnership and thank you for considering these recommendations.
Warm regards,
President

Hello Clement,
I am on the Town of Oregon Road & Traffic safety committee and we received a request from some
residents to consider a pedestrian crossing and lower speed limit on CTH MM at Kennedy Park Rd. (see
attachment and map below south of Oregon). Since it is a county highway, we are interested in discussing
options with Dane County Highway Dept.
Please see the attached letter from the residents.
One concern is that the location has Bicentennial Town Park on the west side of CTH MM and Kennedy
Town Park on the east side of CTH MM, and both parks have had increased use. Residents of Kennedy
Park Rd. are reporting more pedestrians crossing CTH MM at that location.
