Presentation from the Stoughton Senior Center regarding a future request for an increase
from the Town of Pleasant Springs for usage of the Senior Center.
Cindy McGlynn, Stoughton Senior Center Director, appeared before the Board. She handed out
information regarding costs to utilize the senior center. She explained the towns will need to start
paying more for their fair share and this can be phased in on a 3-step process, or all at once. She
said the city has been footing the bill mostly for the town residents. She explained the senior center
has a check in or swipe process that keeps track of the usage at the senior center as well as which
municipalities are utilizing the senior center. Further discussion followed. Supervisor Gouaux stated
it is important to have a senior center; we have an aging population. A discussion took place
regarding the County drawing the lines for which residents / municipalities should use a certain senior
center (Stoughton vs McFarland) the current lines for the town’s residents show they should be using
the McFarland Outreach Senior Center. Chair Green stated it costs $13.77 every time someone
walks in the senior center. Further discussion followed. Questions were answered. No action taken
at this time.
BUSINESS.
Discussion and possible action regarding the Lot 3 Sunnyside Land Preservation Committee’s
request to be part of the Town of Pleasant Springs.
Scott Haumerson and Kim Walz appeared before the Board. Scott thanked the Town Board for all of
their support. Scott reported out on the fund raising, stated it’s going well. There is about $200,000.00
left to raise. They will be presenting the Dane County Parks Committee in the near future. He came
with requests for consideration:
1- Final ownership of the land from either the State Park, Dane County, or Township as a park or
non-profit for permanent ownership (they want an intermediatory owner until a full-time owner is
found.
2- The town consider being a permanent owner for the land
3- Request for money
4- A letter of support from the town for the project containing a public statement from the board.
Another option would be the Ho-Chunk Nation could be an owner but they need to have conversations
with them. A discussion followed regarding the town being an intermediatory owner until a permanent
owner is found. The town will need to discuss this with the town attorney to see what types of liability,
etc. they may have with being an intermediatory owner. Chair Green stated the town is limited with
money and what we can do. It was determined a letter of support could be written from the town board.
No action taken.
Discussion and possible action regarding the request for aesthetic improvements / painting at
the Town Hall.
Supervisor Miller requested this item on the agenda. She would like to see some aesthetic updates to
the Town Hall to make it appear more appealing. There are things that can be done which don’t cost
a lot of money. Supervisor Schuck noted a new flag, a Wisconsin flag, and new flag pole could be
purchased, the town hall floor could be stripped and waxed, and painting could be done. Supervisor
Miller will put together a list of items and present it to the Board at an upcoming Town Board meeting.
Discussion and possible action regarding Drainage District 12 for lands in the Town of Pleasant
Springs.
Chair Green reported on this. The drainage system is almost 100 years old. The last meeting he
attended was in Feb. of 2020. Since then, they have not heard anything. The land owners have
been assessed and have paid a total of about $75,000. There have been numerous emails sent
without any type of response. When the attorney for the drainage district did respond, he stated the
work had already been done, but it appears nothing has been done. The Deputy Clerk has asked for
information on meetings and minutes with little or no response. There may be some oversight by
DATCP, but not sure how much they can do. Dane County Supervisor Kerry Marren was in
attendance and stated she reached out to DATCP and they said they don’t really have much to do
with the drainage district, and DATCP admitted they were bad at responding. She reached out to the
Dane County Treasurer for any invoices from contractors paid for the work done on the drainage
ditches. This is obviously a bigger issue, she will let the town know when she finds out anything, and
wants someone to walk her through the ditch areas to explain to her what has been done. She said
there is no real oversight of the drainage board. Chair Green stated a few years ago a judge refused
to dissolve the drainage districts. All the property owners involved in this deserve answers. Kerry will
look into this and reach out to the Planning and Zoning Committee as well for any information they
may be able to assist with. Property owners should get notices of when the meetings will be held.
This item will continue to be added to the agenda.
Discussion and possible action regarding the highway maintenance agreement with the City of
Stoughton.
Chair Green reported out. We have come to the end of our timeline for the city to respond to the
letter sent in January. This is the result of an annexation several years ago and the town continues to
maintain the road. We asked the city for an agreement and the first and second offers were at no
cost to the city. There is an upcoming road construction project on Williams Dr. and a portion of that
belongs to the city. What does the Board want to do? A discussion followed. What would happen if
the town just stopped maintaining that portion? Or not include Williams Dr. in the paving project? A
discussion followed.
Motion by Supervisor Schuck, second by Sup. Olson, to contact the Town Attorney and move
forward.
A discussion was held. Would a letter stating if we don’t hear back, we will contact the Attorney if we
don’t get a response?
The Board went back to the motion on the table.
Motion by Supervisor Schuck, second by Sup. Olson, to rescind the motion on the table, second by
Sup. Olson.
A record should be kept of how much it costs to keep maintaining that area. They are offering
nothing and ignoring our numerous attempts to resolve this. Chair Green is willing to make one more
attempt in sending a letter to the mayor.
Staff was directed to draft a letter and send to Mayor Swadley.
Discussion and possible action regarding adopting a solar farm ordinance for the Town of
Pleasant Springs.
Chair Green added this item to the agenda after the recent Quad Towns meeting. Dunkirk and Dunn
both have solar ordinances which are very similar. He stated the town does not have very much control
of solar farms if they exceed 100 megawatts, anything over 100 megawatts the PSC takes over control.
What happens 50 years down the road when the energy company decides they don’t need the energy
anymore? Who pays to convert back to farm land? Supervisor Olson said it’s worth exploring and
sending to the Town Attorney for review. The sample ordinance from the Town of Dunkirk will be sent
to the town’s attorney for review.
Discussion and possible action regarding comments on the Conditional Use Permit process
for the Dane County Towns Association’s request for input on the proposed new ordinance
amendment.
It was reported the Plan Commission did not have any comments regarding this. A discussion
followed. The county wants the farmer to rezone the land to Rural Industrial (RI) and then apply for
the Conditional Use Permit. No action taken.
Discussion and possible action regarding the approval of Resolution R -2026-03: Board
Commissioners of Public Lands Resolution and loan documents.
The Board reviewed the Resolution and loan application documents. Chair Green reported out the
town is borrowing $415,000.00 to continue to work on town roads.
Motion by Supervisor Miller, second by Sup. Schuck, to approve Resolution R-2026-03 regarding the
Board of Commissioners of Public Lands loan application documents. Motion carried 5-0 on a roll call
with Supervisors Miller, Gouaux, Olson, Schuck, and Chair Green voting in favor.
Discussion and possible action regarding the proposal to paint the Rail Road Crossing.
Chair Green reported out. The rail road wants the markings on the road painted. The deadline to have
this done is May 31, 2026. Special reflective epoxy paint must be used. The bid for this is in the
amount of $9150.00. This item was not budgeted for as the Board was unaware this needed to be
done at budget time. $1,000.00 will come out of the highway maintenance expense account and the
remaining $8150.00 will come out of the culvert replacement account.
Motion by Supervisor Olson, second by Sup. Miller, to approve the bid from 7-Hills to paint the rail road
crossings in the amount of $9150.00. Friendly amendment by Supervisor Olson, second by Sup. Miller
to add project ID # 26-0821. Motion carried 5-0.
Discussion of Public Works projects and duties.
Chair Green reported out on the public works projects to include repair on the Linnerud outfall, a huge
amount of dirt has been hauled out, the storm drain is still plugged. A public works employee was
called out on Saturday morning due to two trees fell down from the wind. The ditch on Fairview is
constantly being filled with water in the road right of way due to water being pumped, the stop ahead
sign on Williams Dr. has been re-installed, 45 MPH signs have been purchased to replace the 55
MPH signs. They will be placing gravel on the entrance off of Burritt Rd. at Oak Knoll Park for parking
on the grassy area. Fourteen trees have been planted in town parks from the free trees program
Supervisor Gouaux and the Parks Committee have received for town parks.
