TOWN OF ROXBURY MEETING MINUTE OCTOBER 6, 2025 TOWN BOARD MEETING OF THE TOWN OF ROXBURY WILL BE ON MONDAY OCTOBER 6, 2025 AT 7:00 P.M. THIS IS AN IN PERSON MEETING. TOWN CHAIRPERSON HAS COMMUTATION OF THIS PUBLIC MEETING TO OFFICIAL TOWN NOTICE. MEETING AGENDA 1. Call to Order – Chairman Nick Ganser called meeting to order at 7:00 pm. 2. Pledge of Allegiance – Recited by All 3. Roll Call – Nick Ganser, Jim Wipperfurth, Mike Bradley, Nanette Backeberg and Lisa Meinholz all present. 4. Verification of Public Notice – Verified that public notice was posted on Town Website and Outdoor Bulletin Board. 5. Approval of October 6, 2025 Agenda – Jim Wipperfurth made a motion to approve the October 6, 2025 Board meeting agenda. 2nd by Mike Bradley. YES – Nick Ganser, Jim Wipperfurth, Mike Bradley. NO – 0 Motion Carried. 6. Approval of September 15, 2025 Board Meeting Minutes – Jim Wipperfurth made a motion to approve the September 15, 2025 board meeting minutes. 2nd by Mike Bradley. YES – Nick Ganser, Jim Wipperfurth, Mike Bradley. NO – 0 Motion Carried 7. Public Opinion – Neighbors came to complain about a resident that has been harassing them for 2 years and she is getting worse. They are all feeling unsafe in their own yards. Dane County Sheriff’s are aware and said all they can do is call 911 every time she harasses them. They can issue citations and arrest warrants if necessary. The town board has no control over this. Jim Breunig came to discuss a fix for the water issue on his property. Will keep board informed. Resident came and requested to be on Ambulance Commission as the towns appointed commission member. 8. Discussion and Approval of Rezone Petition DCPREZ-2025-12212, DBC Enterprise LLC, Parcel 0907-161- 8100-7, 8765 Mack Rd to create one residential lot and one agricultural lot./Action – Mike Bradley made a motion to approve Rezone Petition DCPREZ-2025-12212, DBC Enterprise LLC, Parcel 0907-161-8100-7, 8765 Mack Rd to create one residential lot and one agricultural lot. 2nd by Nick Ganser. YES – Nick Ganser, Jim Wipperfurth, Mike Bradley. NO – 0 Motion Carried 9. Discussion and Approval of Rezone Petition DCPREZ-2025-12215, Jeffrey and Nancy Herbrand, Parcel 0907-264-9002-0, south of 8184 Ballweg Rd to create one residential lot and on agricultural lot./Action – Mike Bradley made a motion to approve Rezone Petition DCPREZ-2025-12215, Jeffrey and Nancy Herbrand, Parcel 0907-264- 9002-0, south of 8184 Ballweg Rd to create one residential lot and on agricultural lot. 2nd by Nick Ganser. YES – Nick Ganser, Jim Wipperfurth, Mike Bradley. NO – 0 Motion Carried 10. Sauk Fire Committee Update – Jerome Ballweg and Jim Wipperfurth reported on Ho-Chunk fire protection agreement at the Badger Ammunition location. Fire Department will try to re-coup costs for fire calls at this location. 11. Discuss and Award Asphalt Wedging and Overlay Mack Rd/Action – After discussion, determined lowest bidder did not have enough tonnage on the bid. Jim Wipperfurth made a motion to award the Asphalt Wedging and Overlay Mack Rd to Scott Construction (2nd lowest bidder) in the amount of $145,565.00. 2nd by Mike Bradley. YES – Nick Ganser, Jim Wipperfurth, Mike Bradley. NO – 0 Motion Carried 12. Correspondence Letters – Miscellaneous emails 13. Patrolman Report – Josh will be mowing and doing sign maintenance and cold patching over the next few weeks. Also, getting equipment ready for winter. 14. Approval of Annual Transfers of $10,000 each to the Contingency Fund, Machinery Fund and Building Fund/Action – Chairman, Clerk and Treasurer signed the transfer letter for the bank. 15. Approve Bills – Jim Wipperfurth made a motion to approve the bills. 2nd by Mike Bradley. YES – Nick Ganser, Jim Wipperfurth, Mike Bradley. NO – 0 Motion Carried 16. Approve Checks – Mike Bradley made a motion to approve check #’s 15710 thru 15723. 2nd by Jim Wipperfurth. YES – Nick Ganser, Jim Wipperfurth, Mike Bradley. NO – 0 Motion Carried 17. Adjourn – Jim Wipperfurth made a motion to adjourn. 2nd by Mike Bradley. YES – Nick Ganser, Jim Wipperfurth, Mike Bradley.
