PC Chairman’s report for BoS 10-6-2025 meeting
I had about 31.75 hours on Plan Commission tasks in September.
Discussed El-Na’s tiling in Cty P north of S and again on Cty P and Hawk Rd. In both cases, El-Na is not terminating their tile lines in the ToL RoW.
Discussed someone who wishes to install a permanent storage structure in the Black Ash Swamp with ZA Joe Jerabek. This decision is KC LWCDs and the DNRs, but they won’t be installing anything permanent there.
Revised the fee schedule to include cemetery plots after discussing with Jesse.
Finalized
Sent docs to post on the ToL website to MAS (I think)
Lots of action on GLC’s interest in the BAS’s 420 acres. Jesse got a call from former KC board chair Bob Weidner elucidating on the ‘domino effect’. I communicated with Miriam Duero about GLC’s interest in the 420 acres and a date to meet with the ToL PC. Asked TS to estimate tax implications for GLCs acquiring the BAS 420 acres—which TS promptly did.
Finalized Ordinance 2025-3, the revised Sign Ordinance, Ordinance 2025-4, the ToL Responsible Unit Recycling Ordinance, and edited the 2025 ToL Emergency Operations Doc for the PC.
Held one PC meeting on September 24th. At that meeting, the PC:
Had a review of the KFI barn rebuild. Due to questions about setbacks from Tamarack Rd, the CUP was delayed;
Recommended approval of Ordinance 2025-3, the Sign Ordinance;
Recommended approval of Ordinance 2025-4, the ToL Recycling Ordinance; and
Recommended approval of the ToL Emergency Operations Plan.
The last three are up for approval by the BoS thus evening.
We have one PC meeting scheduled for October 27th. The agenda includes:
A meeting with GLC staff about support for their acquiring land in the BA Swamp.
Brent Eisenman rezoning;
A CUP hearing for KFI for their proposed barn rebuild;
A CUP request to bore under 3 roads for KFI 360 Rain piping.
Work the PC needs to do yet includes:
Steve Albers multiple shipping containers and rezoning issues;
The Records Retention Ordinance;
Job descriptions for town officials and appointees.
Mick Sagrillo, Plan Commission chair
