PC Chairman’s report for BoS 7-7-2025 meeting
I had about 20.25 hours on Plan Commission tasks in June and 2.25 in early July for the Dairy Dreams CUP hearing. It’s been a busy month, with lots of administrative work.
I spent a bit of time getting the Jay Peters 3 acre rezoning parcel survey straight with the septic issue.
I spent some time with a party on Black Ash Road regarding Mueller’s new driveway and lack of culvert. This also entailed phone calls with Chairman Jesse.
I answered questions for ZA Joe Jerabek on telecomm towers followed by a lengthy email to the company with questions about zoning and permitting telecomm towers.
Chairman Jesse had a question from a party about how many animal units are allowed on Rs-1 parcels.
We had two PC meetings / hearings in June / early July. The 1st was on June 25th and included two rezonings for Jay Peters which the BoS will take up for approval at this meeting.
I revised Ordinance 2023-2 to become 2025-2 on storage buildings, workshops, and warehouses. The PC voted to approve Ordinance 2025-2 on storage buildings, workshops, and warehouses. The public hearing for that ordinance will take place at the next PC meeting.
The PC also recommend that the BoS approve the Conditional Use Permit and Application for Construction, Maintenance, or Repair of Buried Pipelines in the ToL Right of Ways as well as the Revised Fee Schedule. These 3 docs need to be on the next BoS agenda for BoS approval.
I drafted a CUP for a feed center and associated buildings for Dairy Dreams, the CUP hearing to be held on July 2nd. Chairman Jesse and I met with JJ Pagel, Attorney Susan Lacrosse, and Chairman Jesse Jerabek to resolve issues with lighting on the current buildings to resolve issues in the proposed CUP.
The 2nd PC hearing was a CUP hearing for a feed center and associated buildings for Dairy Dreams was on July 2nd. The PC recommended approval to the BoS. The BoS met after the PC CUP hearing and approved the CUP. ZA Joe subsequently issued the building permits to DD.
Although we have plenty of work to do, we have no more PC meetings scheduled for July. Work the PC needs to do yet includes:
The Records Retention Ordinance;
Job descriptions for town officials and appointees;
Driveway and culvert ordinance/clarification—1-pager;
Resolve Steve Albers multiple shipping containers and rezoning issues.
Mick Sagrillo, Plan Commission chair
