MEMORANDUM
David Schofield, Director of Public Works
dschofield@menomonie-wi.gov
715-232-2221 Ext.1020

TO: Mayor Crowe & City Council
FROM: David Schofield, Director of Public Works
SUBJECT: Proposed Resolution 2026-22 regarding Full Lawn Irrigation Ban
DATE: August 17, 2026 City Council Meeting
On March 2, the City Council adopted Resolution 2026-06 which enacted alternate side
irrigation restrictions through September 1.
In early July, sustained peak demands caused by irrigation drew water levels in the elevated
towers down. On July 14, the Mayor issued a full lawn irrigation ban through August 1 by
executive order. On July 20, the City Council adopted Resolution 2026-20 which affirmed the
lawn irrigation ban and extended it to August 18. During the full lawn irrigation ban, the City
issued 51 warning letters, the most recent of which was issued on July 27, or 13 days after the
full lawn irrigation ban was issued.
If the full lawn irrigation ban is allowed to lapse on August 18, City Staff are concerned that lawn
irrigation demands will return to the excessive levels that caused the first Low Pressure Event.
City Staff are equally concerned that a second full lawn irrigation ban could not be reinstated
prior to a second Low Pressure Event. For this reason, Water Superintendent Hoyt, Fire Chief
Klass, and I all recommend keeping the existing full lawn irrigation ban in effect until October
31, 2026.
If the City Council concurs, the appropriate motion would be Adopt Resolution 2026-22, a
Resolution extending the full lawn irrigation ban to October 31, 2026, as presented (simple
majority vote).
Over the winter, City Staff will work toward proposing a new Lawn Irrigation ordinance that
would:
1. Make alternate side irrigation the status quo.
2. Create a “intermediate option”. This could be, for example, allowing lawn irrigation only
on Saturdays and Sundays when institutional, commercial and industrial demands are
generally lower.
3. Maintain full lawn irrigation ban as an option.
4. Clarify exemptions to reduce confusion.
RESOLUTION 2026-22
FULL LAWN IRRIGATION BAN
WHEREAS, the City of Menomonie operates a water system that consists of three municipal wells and three
elevated water towers; and
WHEREAS, the peak demand on the water system occurs during the summer months and is driven in large part
by lawn irrigation; and
WHEREAS, during peak demand periods, the municipal wells run for excessive times which increases wear
and tear on the wells and reduces their ability to recharge; and
WHEREAS, during sustained peak demand periods, the elevated water towers can be drawn down sufficiently
to reduce the Fire Department’s ability to fight fires and the City’s ability to provide safe drinking water; and
WHEREAS, on July 14, the Mayor issued a full lawn irrigation ban through August 1, 2026 by executive
order; and,
WHEREAS, on July 14, sustained peak demands drew the water levels in the elevated water towers down
sufficiently to cause a Low Pressure Event, during which pressure was lost in some portions of the system that
led to a boil/bottled water advisory; and,
WHEREAS, on July 20, the City of Menomonie Common Council adopted Resolution 2026-20 which affirmed
the lawn irrigation ban and extended it to August 18, 2026; and,
WHEREAS, on July 27, thirteen (13) days after the lawn irrigation ban was issued, the City issued the last of
fifty-one (51) warning letters to users who continued to irrigate in spite of the lawn irrigation ban; and,
WHEREAS, although the water towers have been refilled, it is unlikely that a full lawn irrigation ban could be
reinstated in time to prevent another Low Pressure Event if irrigation demands return to the pre-ban levels; and,
WHEREAS, City Code 8-1-6-C includes exceptions for handheld sprayers, new lawn areas, sport fields and
non-municipal water sources.
NOW, THEREFORE, BE IT RESOLVED, that the Common Council does hereby extend the full lawn
irrigation ban until October 31, 2026.
Signed this 17th day of August, 2026.

Executive Summary
LumberJax BakeHouse & Café – Interim Operations at 120 6th Avenue
West
LumberJax BakeHouse & Café is implementing a phased growth strategy centered on the
temporary operation of LumberJax on 6th, located at 120 6th Avenue West in
Menomonie, Wisconsin. The 6th Avenue location will serve as an operating bridge
between LumberJax’s current farmers market, catering, wholesale, and mobile operations
and the opening of its permanent flagship location at 230 East Main Street.
Rather than waiting for construction at 230 Main to be completed before establishing a full-
time physical presence, LumberJax will use the existing commercial kitchen and
restaurant infrastructure at 6th Avenue to begin regular operations, develop additional
revenue streams, train employees, refine operating procedures, and continue building the
LumberJax customer base.
A Bridge to 230 Main
The long-term home and primary investment for LumberJax remains 230 East Main Street.
The approximately 6,000-square-foot property is being developed as the company’s
permanent bakery, café, production facility, and community gathering space.
LumberJax on 6th provides an important bridge during the development and construction
period at 230 Main. It allows the company to transition from primarily farmers market and
event-based sales into consistent brick-and-mortar operations without waiting for
completion of the larger project.
During this period, LumberJax will be able to establish daily production routines, develop
management systems, train employees, expand wholesale relationships, refine menus,
and generate operating revenue. When 230 Main is ready, LumberJax will therefore be
transitioning an established operation into its permanent home rather than launching an
entirely new business from scratch.
Bakery & Café Operations
The foundation of the 6th Avenue operation will be LumberJax’s established bakery
business. Products will include artisan sourdough breads, soft sandwich breads, focaccia,
scones, croissants, Danish pastries, cinnamon rolls, cookies, and other baked goods that
have already developed a strong following through farmers markets, wholesale accounts,
catering, and special events.
The location will also provide coffee and espresso beverages and a limited selection of
breakfast and lunch offerings.
The commercial kitchen will become LumberJax’s primary production base during the
transition period, supporting retail sales as well as farmers markets, catering, wholesale
customers, the LumberJax On The Go mobile operation, and special events.
This creates multiple revenue channels from a single production facility while allowing the
company to increase production gradually as demand grows.
Classes and Culinary Experiences
A key component of LumberJax on 6th will be hands-on culinary education.
LumberJax plans to offer regularly scheduled classes including sourdough bread making,
baking, pasta making, and other cooking experiences. Classes will generally be designed
for small groups, creating an interactive environment where participants prepare food
alongside an instructor and then enjoy what they have created.
These programs serve several purposes. They create an additional higher-margin revenue
stream, introduce new customers to the LumberJax brand, strengthen the company’s
connection with the community, and provide an opportunity to test and refine
programming that can later be expanded at 230 Main.
The classes also reinforce LumberJax’s broader concept: the business is intended to be
more than simply a place to purchase food. It is designed around food, education,
hospitality, and shared experiences.
Pop-Up Dinners and Special Events
LumberJax on 6th will also host periodic pop-up dinners and culinary events.
These events may include four-course dinners, seasonal menus, wine-paired dinners,
themed culinary evenings, Sunday brunches, dessert-and-cocktail events, and other
limited-seating experiences.
Rather than operating 6th Avenue as a traditional full-service restaurant every evening,
LumberJax intends to use a scheduled-event model. This approach allows the company to
create distinctive experiences while controlling food costs, staffing requirements,
inventory, and operating hours.
Advance reservations and limited seating will provide greater predictability than
conventional restaurant service and allow menus to be planned around seasonal
ingredients and specific culinary themes.
Pop-up events will also provide a valuable testing environment for concepts that may
ultimately become part of the programming at 230 Main.
Building the Business Before the Move
The strategic value of LumberJax on 6th extends beyond the revenue generated at the
location itself.
During the bridge period, LumberJax will use the facility to:
• Expand and train its workforce before the flagship opening.
• Develop production schedules and standardized operating procedures.
• Grow wholesale bakery accounts.
• Expand catering and special-event operations.
• Continue serving farmers markets and mobile customers.
• Build a larger base of regular retail customers.
• Test menus and pricing.
• Develop culinary classes and experiential programming.
• Test pop-up dinner and special-event concepts.
• Establish operating history and recurring revenue before moving into the larger
facility.
This phased approach reduces the operational risk associated with opening a substantially
larger facility all at once.
Transition to 230 Main
When construction at 230 East Main Street is complete, LumberJax will transition its
primary operations to the flagship location.
By that point, the company expects to have an established team, proven production
systems, expanded wholesale and catering relationships, an active class schedule,
successful pop-up concepts, and a larger base of customers familiar with the LumberJax
brand.
The investment in 6th Avenue is therefore not intended to replace or compete with the 230
Main project. It is designed to strengthen the business that will ultimately occupy it.
Conclusion
LumberJax on 6th represents a practical, revenue-producing step in the company’s
development.
Instead of treating the construction period at 230 Main as downtime, LumberJax will use
that period to operate, learn, generate revenue, build its team, strengthen its brand, and
develop additional lines of business.
The strategy allows LumberJax to move toward the 230 Main opening with an operating
business already in motion—supported by established bakery sales, wholesale
production, catering, classes, special events, pop-up dining, and a growing customer
base.
6th Avenue is the bridge. 230 Main remains the destination.
LumberJax on 6th: Pop-Up Dining & Craft Cocktail
Program
This appendix outlines the intended use of 120 6th Ave W, Menomonie, Wisconsin as an
extension of the LumberJax culinary brand. The facility will operate as 'LumberJax on 6th, '
serving as the temporary bakery (until 230 Main is open) and a venue for specialty dining
events, educational experiences, and limited public service. Following the opening of the
Bakehouse & Café at 230 Main, the 6th Ave location will continue as a complementary event
venue rather than a traditional full-service restaurant.
Operations at LumberJax on 6th are intentionally event-based. The concept emphasizes
carefully curated culinary experiences where food and beverages are designed together.
Alcohol service is incidental to the overall dining experience and is intended to
complement, not replace, the culinary program.
Planned programming includes:
• Monthly four-course chef's tasting dinners featuring seasonal menus, artisan breads,
and thoughtfully paired wines, beers, and handcrafted cocktails.
• Weekly 'Desserts & Cocktails' evenings showcasing house-made desserts, artisan
chocolates, and espresso beverages paired with dessert wines, and premium cocktails.
• Periodic wine, bourbon, whiskey, gin, rum, tequila, and craft cocktail tasting events led
by knowledgeable hosts.
• Reservation-only holiday dinners, themed culinary events, and guest chef
collaborations.
• Specialty dinners paired in cooperation with the Mabel Tainter theater (work in progress)
• Private dinners for corporate groups, civic organizations, and special celebrations.
• Cooking and baking classes where adult participants may enjoy beer, wine, or cocktails
as part of the educational experience.
• Limited Sunday brunches and seasonal pop-up brunch events featuring brunch
cocktails such as Mimosas, Bellinis, Bloody Marys, and seasonal specialty drinks.
Cocktail offerings will focus on quality, craftsmanship, and presentation rather than
volume. The beverage program will emphasize fresh juices, house-made syrups, premium
spirits, locally sourced ingredients when practical, and seasonally inspired recipes.
Signature cocktails will rotate throughout the year and will be designed to pair with the
evening's menu.
Representative cocktail offerings may include (but are not limited to):
• Wisconsin Old Fashioned
• Smoked Maple Manhattan
• Lavender Bee's Knees
• Blackberry Bourbon Smash
• Espresso Martini
• Smoked Rosemary Gin Fizz
• Pear & Thyme French 75
• Seasonal Sangria
• House-crafted Mocktails
• Specialty beers (preferably locally brewed)
LumberJax on 6th is not intended to operate as a 7-day-a-week bar or tavern. Alcohol sales
will primarily occur in conjunction with scheduled culinary experiences and food service.
Guests are expected to participate in the complete dining experience, with food remaining
the central focus of every event.
The venue is expected to host approximately four to eight public events per month,
depending upon seasonality, in addition to occasional private events. Most events will be
reservation-based, allowing staffing, food preparation, and beverage service to be planned
in advance while maintaining a high level of customer service and responsible alcohol
service.
The combination of artisan food, educational programming, and professionally prepared
cocktails supports LumberJax's mission of creating memorable culinary experiences while
contributing to downtown Menomonie's growing food, beverage, and tourism economy.
