Mr. Schofield,
ALOT of concerns with City Council going Ahead and rezoning of the 42.08 acres to
multiple family residential District along Kothlow Ave.!!
-Has the DNR been involved in this as W e Need to see what they signed of f on this!
No “catch basins” better be done as this is a wildlife refuge for MANY different
species! This Must remain natural as it is Currently!
-Affordability housing is the NEW Catch W ord and many nationwide cities are
constructing prefab homes and MONIT ORING them for upkeep ‼
- The Trailer parks are Not being monitored nor many apartments in this city for
upkeep!!
The trailer park across from the Library is A Disgusting site for Taxpayers, V isitors,
Potential Businesses, on n on!
That’s Not the ONL Y one nor the The Only housing complexes that are pure
Disgusting and unkept in this city- Do Better ‼ This is our fear of what’ s going to be
occurring with training to the R-3 District!! As Nobody makes landlords keep up
properties in this city!
Very Few that do keep up their properties!! These Unkempt buildings MUST change!
Affordability ALSO does Mean to keep up the properties no MA TTER How Low
Income people are at!! Menomonie has a HUGE problem with NOT enforcing
cleanliness and appeal to those who come to this city ‼
I would ask that this be shared with the Council and DNR recommendations and the
Upkeep be provided to us taxpayers. That change MUST Start happening with
Stopping the Unkemptness in this city! Stop the Bandaid Actions!!
I’m unable to attend your meeting and submit this respectfully to the Menomonie City
Council.
ENFORCE UPKEEP As TO WHATS ALREADY HERE 💯‼

MEMORANDUM
David Schofield, Director of Public Works
dschofield@menomonie-wi.gov
715-232-2221 Ext.1020

TO: Mayor Crowe & City Council
FROM: David Schofield, Director of Public Works
SUBJECT: Ordinance 2026-10, an Ordinance rezoning certain lands along Nicholas Drive
from Agriculture (A) District to Multiple Family Residential (R-3) District
DATE: July 7, 2026 City Council Meeting
The City of Menomonie owns Lot 1 and Outlot 1 of CSM #4967 which are located south of
Anderson Windows and bounded by Nicholas Drive, Kothlow Avenue, Lookout Road and the
City Limits. The property is currently zoned Agriculture (A) District.
City Staff recommend considering rezoning the property to Multiple Family Residential (R-3)
District to allow for an affordable multiple family housing development for several reasons:
• The property is unlikely to develop as industrial due to steep slopes and wetlands.
• The City has a documented need for housing and, in particular, affordable housing.
• Housing development is malleable and can be designed around environmental corridors.
• The wetlands, which are protected by local, state and federal laws, will act as a buffer
between the proposed affordable multiple family housing development and Anderson
Windows and anticipated industrial development to the northeast.
To this end, the City issued a Request for Statements of Qualification (RFSOQ) in 2025 to identify
developers that would be interested in constructing affordable multiple family housing on the
property. Unfortunately, the City received only one response to the RFSOQ. City Staff contacted
several of the non-responding developers and heard that the need to rezone the property from
Agriculture (A) District to Multiple-Family Residential (R-3) at their own risk was concerning.
Before issuing a new RFSOQ, City Staff recommend that the Plan Commission and City Council
consider rezoning the property to Multiple Family Residential (R-3) District.
City Staff City Council consider the following questions with respect to the proposed rezoning:
• Is the proposed affordable multiple family housing development compatible with the
proposed rezoning to Multiple Family Residential (R-3) District?
o Yes.
July 6, 2026 City Council Meeting
MEMORANDUM
David Schofield, Director of Public Works
dschofield@menomonie-wi.gov
715-232-2221 Ext.1020
2
• Is the proposed Multiple Family Residential (R-3) District the most restrictive that would
accommodate the proposed affordable multiple family housing development?
o Yes. Other residential districts allow no more than four (4) residential units per
building.
• Is the proposed Multiple Family Residential (R-3) District consistent with the zoning of
adjacent properties?
o Partially. City Staff notes that the lands immediately adjacent to the southwest
boundary of the property are zoned Multiple Family Residential (R-3) District.
The remainder of the adjacent properties are zoned Technology Park (T-1)
District.
• Is the proposed rezoning consistent with the City’s Comprehensive Plan?
o Partially. City Staff notes that the City’s Comprehensive Plan’s Future Land Use
Map shows “Future Industrial” and “Future Residential” along the Nicholas Drive
corridor.
• Can the existing wetlands be protected from development if the land is rezoned?
o Yes. City Code 13-3-3 prohibits construction of structures in wetlands. State
Code NR 151.125 requires horizontal setbacks from wetlands. City Code 9-11-7
requires stormwater runoff be managed prior to discharge to a wetland or
waterway.
City Staff, with assistance from the City Attorney has prepared Proposed Ordinance 2026-10 for
consideration. Proposed Ordinance 2026-10 was introduced and referred to the Plan
Commission by the City Council on June 1, 2026. Proposed Ordinance 2026-10 was reviewed
and recommended for approval by the Plan Commission on June 22, 2026 on a 4-1 vote.
A public hearing will be held during the meeting. A public hearing notice was published in the
Colfax Messenger newspaper on June 17 and June 24. The public hearing notice was also
mailed to all property owners of record within 350-feet of the subject property.
If the City Council concurs with the proposed rezoning, the appropriate motions would be:
1. Waive the First Reading of Proposed Ordinance 2026-10, an Ordinance rezoning
certain lands along Nicholas Drive from Agriculture (A) District to Multiple Family
Residential (R-3) District (simple majority vote).

TO: Mayor Crowe & City Council
FROM: David Schofield, Director of Public Works
SUBJECT: Request for Statements of Qualification for an Affordable Multiple Family
Housing Development on Nicholas Drive
DATE: July 7, 2026 City Council Meeting
NOTE: This memorandum presumes that Proposed Ordinance 2026-10 has been adopted. If
that does not occur, no action should be taken on this agenda item.
The City of Menomonie owns Lot 1 and Outlot 1 of CSM #4967 which are located south of
Anderson Windows and bounded by Nicholas Drive, Kothlow Avenue, Lookout Road and the
City Limits. Rezoning of this property to Multiple Family Residential (R-3) District will be
considered prior to this agenda item.
The City previously issued a Request for Statements of Qualification (“RFSOQ”) in 2025 to
identify developers that would be interested in constructing affordable multiple family housing
on the property. Unfortunately, the City received only one response to the previous RFSOQ and
the decision was made not to move forward at that time.
City Staff have prepared a new RFSOQ for the City Council’s consideration. A copy is attached
hereto.
The RFSOQ envisions multiple family buildings in which all rental units are less than 30% of the
median household income (“MHI”) for Dunn County. Therefore, the cost of each rental unit
must be less than $74,824 x 30% / 12 months = $1,870 per month.
• I caution that efforts to be more restrictive than 30% of MHI will likely reduce the
number of developers that might be interested in developing this property. If, for
example, it was desired to cap the cost of each unit to, say, $900 per month it would
severely limit the number and quality of prospective developers.
• I note that prospective developers will take into account the market in their proposals.
For example, 3-bedroom apartments in Estover Terrace and Whisper Ridge are currently
listed for $1,675 to $1,750 per month. A prospective developer would likely want to be
competitive with those costs.

MEMORANDUM

The RFSOQ requires developers to demonstrate experience with developments that are
affordable, community oriented, sustainable and dense. It also requires developers to prepare
a concept layout. Finally, the RFSOQ sets forth a scoring system so that the City can compare the
Statements of Qualification against each other.
If issuance of the RFSOQ is approved, City Staff will publish a Notice of Request for Statements
of Qualification in the Colfax Messenger. The Notice will also be sent to a list of known multiple
family residential developers. Prospective developers would have seven weeks to prepare their
Statements of Qualifications, after which the City would review and select a prospective
developer.
The City Council may take any of the following actions:
1. If the City Council concurs with the proposed RFSOQ as presented, the appropriate
motion would be Approve the issuance of the Request for Statements of Qualification
for an Affordable Multiple Family Residential Housing Development on Nicholas Drive,
as presented (simple majority vote).
OR
2. If the City Council generally concurs with the proposed RFSOQ, but would like certain
changes, the appropriate motion would be Approve the issuance of the Request for
Statements of Qualification for an Affordable Multiple Family Residential Housing
Development on Nicholas Drive, with the following changes: __________, __________,
and __________ (simple majority vote).
OR
3. If the City Council is not yet ready to issue the RFSOQ at this time, no action should be
taken.

REQUEST FOR STATEMENT OF QUALIFICATIONS
AFFORDABLE HOUSING DEVELOPMENT
CITY OF MENOMONIE, DUNN COUNTY, WISCONSIN
The City of Menomonie will be accepting Statements of Qualification from experienced
developers for the opportunity to purchase and develop Lot 1 of Certified Survey Map #
4967 as an affordable housing development, as outlined below, until 5:00pm on August
26, 2026.
Statements of Qualifications should be should be submitted as a single merged PDF to
David Schofield, Director of Public Works, via e-mail at dschofield@menomonie-wi.gov.
SECTION 1 – PROJECT SUMMARY
Property Description:
The City of Menomonie owns the 41.74-acre Lot 1 and the 0.34 acre Outlot 1 of
Certified Survey Map # 4967 which is bounded by Lookout Road, Kothlow Avenue,
Nicholas Drive and the City Limits (“Property”). A location map can be found in
Appendix A. Certified Survey Map # 4967 can be found in Appendix B.
The northern portion of the site contains a wetland complex. An excerpt from the
Wetland Delineation Report can be found in Appendix C. Encroachment into the
wetland, except for the widening of Lookout Road, will not be allowed.
The southern portion of the site is steeply sloped.
Sanitary sewer is available on Nicholas Drive but is shallow, most likely precluding
basements on the Property.
Water main is available on Nicholas Drive and at the intersection of Kothlow Avenue
and Lookout Road. A water main loop is desired through the property and along
Lookout Road.
Street access is available on Nicholas Drive and Lookout Road. Construction of a new
public street through the site connecting to both Nicholas Drive and Lookout Road is
desired. Reconstruction of Lookout Road as a 32-foot wide urban roadway with curb
and gutter from Kothlow Avenue to the new public street is desired.
Trail access is available on Kothlow Avenue and Lookout Road. Construction of a new
public trail along the new public street and Lookout Road to Kothlow Avenue is desired.
Developer may consider constructing additional private trails throughout the site.
No regional stormwater management facilities exist. All stormwater management will
need to occur on-site.
PRESUMES APPROVAL OF REZONING ON JULY 6, 2026:
The Property is currently zoned Multiple Residential (R-3) District1. Development must
be consistent with the requirements of the R-3 District unless the Developer requests,
and receives approval for, a Planned Unit Development (PUD) District2 overlay.
Development Vision:
The City of Menomonie desires to find a Developer interested in constructing an
Affordable Housing Development on the Property based around the following Project
Pillars:
1. Affordable. The City has identified a need for multi-family residential
development with 1-, 2- and 3-bedroom housing units. It is desired that 100% of
the units would be affordable. Affordable is defined as no more than 30% of
median household income for Dunn County, which is $74,824 per year. $74,824
x 30% / 12 months = $1,870 per month.
2. Community-Oriented. The City desires multiple family residential development
with tree lined streets, trails, indoor gathering spaces (such as game rooms,
community rooms, and workshops), outdoor gathering spaces (such as dog
parks, playgrounds, walking paths, picnic areas, and sledding hills) and off-street
parking areas. Distinct visual appeal along the lines of the examples included in
Appendix D.
3. Sustainable. Buildings should be energy efficient and/or use renewable energy
sources such as solar and/or geothermal.
4. Dense. The development should maximize the number of bedrooms to be
constructed on the Property while maintaining green spaces and outdoor
gathering spaces.
