Stephanie Hirsch DRAFT: Eau Claire City Council Strategic Plan ABOUT THE PROCESS Objective: The Council and Senior City Staff have sought to create a Strategic Planning document that includes work priorities to guide shared decision making and to tie together and resolve any differences between different topic-area plans and planning groups, such as Boards, Commissions, and Committees. Furthermore, our goal is to have the shared Strategic Plan and Work Plans become integrated with our budget document, the City Manager evaluation and contract, our EauStat Performance Management Program, and a public facing report card with metrics that tie to the strategic goals. Development Process: The City Council, along with City staff, have been working on a strategic planning process, which has involved carrying out the following steps. • Fall of 2024: The Council held several workshops with contractor Michael Ford to collect Council priorities. • Spring and Summer of 2025: The Council formed a Strategic Planning and Community Engagement Ad Hoc Committee that met throughout 2025. • Fall of 2025: The City entered into a contract with West Central Wisconsin Regional Planning Commission to continue work in the fall of 2025. These steps included: a SWOT analysis with the Council and City Leadership, one-hour discussions on each community value, a wrap-up meeting on goals, and a prioritization survey administered late in 2025. Integration of Related/Nested Plans: One objective of the Strategic Plan is to knit together and resolve any inconsistencies among many different plans that exist within City government, and further, within the community as a whole. Examples of plans include workplans for Boards, Commissions, and Committees, the Renewable Energy Action Plan, the Comprehensive Open Space Plan, and many more. Next Steps and Updating Process: With the release of this draft strategic plan, we also share next steps which involve seeking public comment. We recognize this document as a living one, which will evolve as we learn together and as conditions and needs of our community change. Next steps for implementation are as follows: ✓ January 13th, 2026 City Council Work Session: Council makes any final revisions to current draft and suggested next steps. (COMPLETE) ✓ January 27th, 2026: Council formally adopts Vision, Community Values, and High-Level Goals, though detailed work planning will continue. (COMPLETE) • January through March 2026: Public comments welcomed, and review by stakeholder groups, including Boards, Commissions, and Committees, partners (e.g. Visit Eau Claire, ECASD, EDC, County), and Neighborhood Associations. City staff review compatibility of plan with related plans and suggest edits as needed. • March 2026 City Council Meeting: Council formally adopts 2026 Strategic Plan. • January through June 2026: City staff and BCCs develop metrics. • March and April 2026: Council and City Manager identify parts of Strategic Plan to include in City Manager contract. • June through November 2026: City staff and Council integrate Strategic Plan into budget. • January 2026 and beyond: City staff integrate Strategic Plan into EauStat Performance Management Program • January 2027: City holds work sessions with Council to update Strategic Plan for 2027.
