Business Agenda Items Item #1: Transit / Microtransit Discussion and Feedback Eau Claire City Transit Manager Katrina Running gave a presentation on the City Transit Program and potential future of a microtransit system. There was discussion and BPAC members provided feedback. Item #2: Work Plan Items Discussion (Complete Streets Policy & Digital Wayfinding.) In discussion about the Complete Streets Policy, Rinka indicated BPAC began discussing the policy in 2016, which lasted into 2019 when a draft policy was created. The draft version of the policy was dated 6/18/19 and was never made into a final document; this appeared to be due to City staff changes from 2020 to present. Rinka suggested at this point the policy could be motioned and made final, and the policy would live within the Engineering and Planning Departments; the City Engineering Dept has already been using this policy as guide during design of street projects since its inception. The draft is from 2019 and current BPAC members did not work on the original draft. The Committee would like to learn more of what a Complete Streets Policy could look like and possible avenues to finalize the document at the City level. The Committee has decided to postpone decisions or action on the policy and wait to hear Zastoupil and Thompson’s presentation at next month’s meeting. Zastoupil and Thompson are the Champions of the Complete Streets Policy Workplan Item and have been researching the topic. In discussion about the digital wayfinding item, Haffner stated that he has submitted a grant application through UW-Eau Claire and has two college students that would work on this project if funding were granted. Item #3: BPAC Budget Discussion Rinka informed the group that the City has removed BPAC’s budget along with some other committees. He suggested that the Committee seek alternative funding sources. Bicycle & Pedestrian Advisory Committee (BPAC) Minutes February 17, 2026 Item #4: City Council Strategic Plan Discussion (Aligning with BPAC Work Plan.) Rinka presented a draft of the City Council Strategic Plan “High-Level Goals” based on five different pre-determined categories of “Community Values.” The Committee liked what they saw from what was presented and agreed that the proposed high-level goals align nicely with BPAC’s current work plan. Item #5: Dewey Street Bridge Update Rinka presented an update on the latest Dewey Street bridge plans, and the Committee liked what they saw. No further discussion occurred. Item #6: Seeking Suggestions on Tunnel Repairs for Potential Grant There were no further suggestions provided by the Committee that would qualify and meet the grant requirements for funding. 5.
