Fixed Route Adjustments
Cost Neutral

Improvement
1.
Consolidate three route pairs (12 & 20, 15 & 21, 1 & 6)
to simplify schedules and increase bus frequencies
2.
Shift Route 17 to Birch Street
Fixed Route Scenario Analysis
The 2025 TDP identified fixed route changes to improve
efficiency and quality, without impacting budget. Some
examples are:
Combine and Improve Routes 12 & 20
Fixed Route Scenario Analysis
Rationale and Key Benefits
●
Routes 12 and 20 are largely
overlapping with corridor
-
level
frequency of 30 minutes on most
segments
●
Exceptions include short segments
of Route 12 along Fairmont Avenue
and Route 20 to Festival Foods.
●
Increasing frequency from hourly to
30 minutes likely to generate
increased ridership, especially to
Festival Foods.
●
Extended and continuous weekday
span of service, from 6:15am to
9:15pm (Route 20 service currently
ends at 6:45pm)
Description
Combine Routes 12 and 20
(both hourly frequency)
into a single route
with
increased 30
-
minute frequency.
Potential Challenges
●
Fairmont Avenue segment of Route
12 would lose service, west of
Clairemont Avenue (avg. 3 weekday
riders affected). Nearest bus stop is
a
5
-
10 minute
walk away and
requires crossing busy Clairemont
Avenue.
●
Stop at Florence & Necessity,
currently served by Route 20, would
lose service (avg. 0.2 weekday
riders affected). Nearest bus stop is
a 5
-
minute walk away on either
Cameron or Vine Streets.
Change
already
made
Rationale and Key Benefits
●
Routes 15 and 21 serve mostly
overlapping corridors of SW Eau
Claire, with corridor
-
level
frequency of 30 minutes.
●
Expands service coverage to
currently unserved employers
on Continental Drive.
●
Extended and continuous
weekday span of service from
7:45am to 9:45pm (Route 21
currently stops operating at
6:15pm).
Description
Combine Routes 15 and 21
(both hourly frequency)
into a single route
with
30
-
minute frequency.
Potential Challenges
●
Westover Road and Eldorado
Avenue segments of Route 15
would lose service (avg. 5
weekday riders affected).
●
Next
-
closest bus stop to
Eldorado Avenue is
2
-
3 minute
walk away, vs.
5
-
10 minute
walk
from discontinued stops on
Westover Road.
●
Requires consolidation of
Routes 12 and 20 due to current
interlining of Routes 20/21.
Combine and Improve Routes 15 and 21
Fixed Route Scenario Analysis
Combine Routes 1 and 6
Fixed Route Scenario Analysis
Rationale and Key Benefits
●
Improves posted frequency on
the system’s most popular non
-
UWEC routes.
●
Marginal reduction in operating
costs while serving all major
destinations in the area.
●
Extended and continuous
weekday span of service from
6:15am to 9:45pm (Route 6
currently stops operating at
6:45pm)
●
Facilitates future microtransit
service connecting Washington
Township to Oakwood Mall area.
Description
Combine Routes 1 and 6
(both hourly frequency)
into a single route
with 30
-
minute frequency.
Potential Challenges
●
Festival Foods & Mall Drive stop
has a short gap in sidewalk
coverage leading to grocery
store entrance (avg. 2 weekday
passengers affected).
●
Several short segments
currently served by Route 6
would lose fixed
-
route service
(avg. 3 weekday passengers
affected):
○
Bull’s Farm Road
○
Brian Street
○
Golf Road
○
Oakwood Hills Parkway
Route 17 Realignment to Birch Street
Fixed Route Scenario Analysis
Rationale and Key Benefits
●
Expand service coverage to
Festival Foods.
●
Increase corridor
-
level
frequency on Birch Street from
two to three trips per hour (in
combination with Routes 3 and
4).
●
No new bus stop facilities
required.
Description
Shift service on Route 17
from Galloway Street to Birch Street between
Germania Street and River Prairie Drive.
Potential Challenges
●
Banbury Place development
would lose fixed
-
route service
(one avg. weekday boarding
affected), though it would be
served by Northern Lite
microtransit.
