Old Business: none.
Kneeland arrived at 5:18pm.
New Business:
a) Revised Certificate of Appropriateness application from TWD Enterprise, LLC for a mural on, and
repainting of, the west wall at Hygge Properties and Fiber Lab (616 3rd Street East and 301 Main Street
East).
The revised project was summarized as presented in the packet by City Staff, with the change being to
revise the mural to include “Swiss Miss” specifically to the sign instead of “Original Hot Cocoa Mix”. The
applicant also wants to repaint the entire west wall of the building to black.
Discussion was had over if the black paint was going to be part of the mural. Lambrigtsen indicated that
the black paint is not part of the mural. Lambrigtsen commented that mural upkeep funds would be for
the mural itself not the whole wall, and that there will be funds raised for mural maintenance. Schofield
noted that those funds will eventually run out and that the property owners are ultimately responsible
for mural maintenance.
Discussion was also had on if approval was need from Conagra for the use of “Swiss Miss”. Lambrigtsen
commented that Murals in Menomonie received written approval from ConAgra.
Motion to approve the revised certificate of appropriateness application from TWD Enterpise, LLC for a
mural on, and painting of, the exterior of the west wall of 616 3rd Street East and 301 Main Street East,
as presented made by Dotseth, Sobota 2nd; motion carried unanimously on a voice vote.
b) Certificate of Appropriateness application from TWD Enterprise, LLC for six (6) window signs and
one (1) wall sign at Fiber Lab (305 Main Street East, Suite A)
The project was summarized as presented in the packet by City Staff and Lambrigtsen. Fiber Lab is
expanding to the storefront next door, which is getting a near repeat of the signage at the existing
location to match.
Motion to approve the revised certificate of appropriateness application from TWD Enterpise, LLC for six
(6) window signs and one (1) wall sign at Fiber Lab (305 Main Street East), as presented made by
Gengenbach, Dotseth 2nd; motion carried unanimously on a voice vote.
Updated Guidelines Draft Feedback (Discussion Only):
Johnson provided an update regarding the updated draft of the guidebook. Johnson noted that a
section has been added on a reason for buy in from owners/businesses, a table of all the properties
their time period and style and what their historic designation is local, national, or both. The first step by
step section was completed for signage, will be used as the template for other guides if it is acceptable.
It was also noted that reference was made to look at these things and follow the steps before spending
any money on a project to ensure a smooth and successful project. Johnson and Kneeland will continue
to work on the guidebook for discussion at a future meeting.
No action taken.
Supplemental Discussion:
Schofield presented an updated CoA application, which includes an updated timeline and details for
submission requirements to meet current review practices. Schofield asked for commissioners to
provide comments to him.
