1. Call to Order: 6:00 p.m., Village Hall Meeting Room, 122 E. Lincoln Ave., Fall Creek 2. Roll Call: Members Present: Chairman Chester Goodman, Joyce Aldrich, Tim Raap, Dane Zook. Members Absent: None. Also Present: Trustee Bob Jenkins. Arriving Later: Trustee Karen Strasburg. Staff Present: Police Chief Chad Dachel, Public Works Director Bryan Kaatz, Clerk-Treasurer Renee Roemhild. 3. Certify Open Meeting Law Requirements Have Been Met: A notice of the meeting and an agenda was posted in the three public places & newspapers were notified. 4. Adopt Agenda: ▪ MOTION (Raap/Zook) to adopt the agenda as printed. PASSED, without negative vote. 5. Work on 2020 Proposed Budget: Work continued on the proposed budget, discussing budget line items. Trustee Karen Strasburg arrived at 6:18 p.m. The financial management strategies presented at the prior meeting were discussed, as well as options for utility rate increases. Health insurance and employee wages were discussed. ▪ MOTION (Raap/Zook) to recommend the Village Board consider a 9% increase on the sewer rates and consider a full rate case application for a water rate increase. PASSED, without negative vote. ▪ MOTION (Raap/Zook) to recommend the Village Board consider raising the levy by an additional $20,000 above the allowable “net new construction” level, using the debt adjustment on the levy limit worksheet. PASSED, without negative vote. ▪ MOTION (Raap/Zook) to submit to the Village Board the proposed budget as discussed. PASSED, without negative vote. 6.
