DISCUSSION ITEMS OF PROPOSED DEVELOPMENT BETWEEN BLACK AND PETERSON
AVENUES
• Proposal to use Town road (Peterson Avenue) as access to development would require:
o Traffic Impact Analysis
o Engineering Study
• Application for road permit would include:
o Open meetings
o Board vote on access on Peterson Avenue
• Seymour could hire an analyst
• Request rezone to single family homes
• Why not use Highway Q for access
o State owned and DOT control of highway
o Engineer feels DOT and County would find that a more dangerous alternative
• Challenges expressed to City of Eau Claire
o Crestview
o Buses
o Other options?
o No plan “B”
• Per Neal Haselwander, City approved they could cut through hill (within City limits)
• What if Board disapproved of access on Peterson Avenue?
• They will continue to move forward
• What is plan for student access to Crestview School so its safe (buses, parents)?
• Can they annex to center line of Peterson?
• One resident near school has a 10 to 15 minute wait to turn onto Peterson Avenue with school traffic
• Area once had Blue Butterflies and Lupine plants
• Wetland / sandstone base
• Could Seymour join with another town/village?
• Bus drivers are nervous. Travel from house next to school, they use a gate that connects between the
house and school property.
• Creek running from property south has a lot of water
• Road is Board’s concern, not the property
• Who plays a role in who performs the studies, does Seymour have a say
• Take videos and pictures of issues especially during the next two weeks when Black is shut down with
detour onto Peterson Avenue.
• In writing address water/environment and pedestrian/school concerns as it goes to other offices like
DNR, etc. City is liable if not addressed and something happens (put on notice). Have
Engineer/Consultant on board to help address this.
• Is an engineering permit required to dump sand on property?
• Get parents involved with safety issues and Bus Company
• School security is a concern
• Get Eau Claire school district involved as there would be additional buses in the area, ie Galloway Flats
and new development across Prairie River Road.
• National Highway Administration near round-about and Costco involved?
• Traffic impact analysis done on Tower Drive and requested from Eau Claire. They have to review it.
• Contact John Johnson regarding DOT and find out what has been approved
• How to keep all informed of Eau Claire meetings, etc.
• Put signs in yards in opposition and why. Possible group ordering of signs.
• How to collect videos and pictures
• Media interested
• Julie O’Brien is Princeton’s neighborhood coordinator and is against development
• Working with a non-local attorney
• New high transmission lines and substation proposed in Seymour. Watch for meetings coming soon.
• Potential strip mall coming near 50th and Nordic Drive.
