Roll Call PRESENT: Mike Barcalow, Deb Lindemann, Wayne Roen, Julie Smith, Greg Tellijohn ABSENT: Cathy Leaf, Kathleen Findlay, Lisa Lind Others in Attendance: Health and Human Services (HHS) Director Bob Rohret, County Administrator Ken Witt, HHS Deputy Director Shar Lopez, Fiscal Manager Fay Strenke, Children Services Supervisor Jessica Dodge, Behavioral Health Supervisor Shawn Post Priller, Public Health Environmental Health Specialist Ed Thurman, ADRC Administrator Kristin Newton, ADRC Supervisor Amy Roemhild, Public Information Officer Adam Kastonek Approval of Minutes 1. Minutes of Previous Meeting — January 21, 2026 Health and Human Services (HHS) Board Chair Greg Tellijohn asked the Board after reviewing the minutes from the January 21, 2026 HHS Board meeting if any editing was needed. With nothing noted, the minutes were accepted as submitted. Public Comment Health and Human Services (HHS) Board Chair Greg Tellijohn opened the meeting to public comment for items on or off the agenda. No public comment requests were submitted this evening. Business 1. Financial Report for February 2026 Fiscal Manager Fay Strenke reviewed the monthly Health and Human Services (HHS) financials with the HHS Board. Strenke informed that the financials in the packet are for February 2026. She went on to share that in Children Services (CS), Purchased Services are budgeted for $212,000 less than this time last year. This reduction is across several CS programs. At the Health Care Campus, it is shown that in 2025 they finished overall in the negative, though skilled nursing finished in a positive. Kitty Rhoades was only open for part of the year, and Orchard View appears in the negative due to the money paid back for debt service and depreciation. Cash-wise, they covered all of their expenses. Once Feb revenues are added, all will be at a positive balance. Strenke also reminded that the HHS 2025 numbers are still being adjusted as revenue continues to come in. We are showing a negative balance of $479,000, mainly due to out-of-home placements discussed throughout the year. 2. Children Aging Out of the Foster Care System — Children Services Supervisor Jessica Dodge Page 2 of 37 This agenda item came to the HHS Board per a request by a Board Member. Children Services Supervisor Jessica Dodge shared information regarding Children that are Aging Out of the Foster Care System. She informed on the numbers of youth aging out of the foster care system, the current supports available, and the risks they face as they move into adulthood, such as homelessness. SCC staff work hard to support these youth as they transition into adulthood, from independent living skills, to connecting them with community resources. Unfortunately, many of these resources aren't local. Discussion was had and questions asked. 3. Financial Exploitation Targeting Our Aging Population - Behavioral Health Supervisor Shawn Post Priller Behavioral Health Supervisor Shawn Post Priller shared a PowerPoint informing the HHS Board about the issues and concerns of Financial Exploitation Targeting Our Aging Population. She shared that 218 of their investigations in 2025 were initiated as financial exploitation. This is leading to significant financial losses for our aging population. She spoke of the various ways this happens, but one of the more significant ones is with cryptocurrency. She shared information on protecting yourself and your loved ones from these scams, as well as information on what to do if you think you've been scammed. Some questions asked and answered. 4. Consideration of Public Health Fee Schedule - Public Health Supervisor Laurie Diaby Environmental Health Specialist Ed Thurman reviewed the proposed 2026 Public Health licensing fees with the Board. The environmental health program has agent contracts with the Department of Agriculture and the Department of Safety and Professional Services. He shared that licenses and inspections is a fee-funded program within Public Health, which means they don't have a need for tax levy dollars. They are looking for approval of a 3% fee increase. This is enough of an increase to avoid using the tax levy. Discussion followed and questions answered. 5. Information Regarding the "Men's Shed" Programming- ADRC Administrator Kristin Newton and ADRC Supervisor Amy Roemhild HHS Board Chair Tellijohn had heard of this program and asked for more information about it. Aging and Disability and Resource Center(ADRC) Supervisor Amy Roemhild shared a PowerPoint regarding the Men's Shed program. She shared that the program started in Australia in the 1990's and moved to the U.S. in about 2017. It is based on the need for social activities for older men. It is a community-based model to connect men to improve their mental health and social engagement. Roemhild informed that some ADRC's are leading this and getting programs started. SCC ADRC has been meeting with other counties to see how they implemented their Men's Shed and what type of programming they have. The 2025 -2027 Aging Plan for SCC ADRC includes the concern of isolation and loneliness for the first time, so a Men's Shed program seems to fit with the Aging Plan. The plan is to run a peer-facilitated programming with social interaction, information, and include a snack option of some kind. The first meeting of the Men's Shed program for SCC is on Wednesday, May 6, 2026 from 1:00-3:00 P.M. at the Highway Department in Baldwin, WI. There will be a tour of the facility, a chance to meet some of the staff, and time to share stories. Discussion and questions followed. ADRC Administrator Kristin Newton shared some of the challenges that they may face in sustaining this program due to limited staff time and financial concerns. There is hope for some donations of food and space, as well as free will donations. Request for Future Agenda Items Health and Human Services (HHS) Board Chair Greg Tellijohn asked for any future agenda item requests. There were no requests tonight. If items come up, board members are encouraged to contact Chair Tellijohn or HHS Director Bob Rohret. Deputy Director Lopez will also present progress on the development of a local Sequential Intercept Model (SIM), which serves as a strategic framework guiding and aligning these system-wide initiatives. Page 31 of 37 Health and Human Services 1752 Dorset Ln | New Richmond WI 54017 Telephone: 715-246-6991 | Fax: 715-246-8284 www.sccwi.gov St. Croix County: Sequential Intercept Model (SIM) Overview How People Move Through the System • The Sequential Intercept Model (SIM) illustrates how individuals move through the justice system. • Goal: Shift from a justice response to a health-centered response. Intercept 0–1: Community & First Response • Strengths: Crisis lines, CIT-trained officers, co-responder model. • Gaps: Law enforcement as default, limited after-hours care, no detox/sobering center. Intercept 2–3: Jail & Courts • Strengths: Diversion programs, treatment court, risk assessments. • Gaps: Standardized screening needs improvement, limited treatment, no MAT initiation. Intercept 4–5: Reentry & Community Supervision • Strengths: Some reentry coordination and peer support. • Gaps: Weak handoffs, housing barriers, medication gaps. Page 32 of 37 2 Key Insight • People enter the system too late—after crises escalate. • Opportunity: Intervene earlier and improve outcomes. Strategic Direction • Move Upstream: Expand crisis response and deflection. • Identify Earlier: Implement screening and expand services. • Ensure Continuity: Strengthen reentry and housing supports. Low-Hanging Fruit • Crisis staff in 911 dispatch – grant submitted. • Expanded co-responder model to 7 days / week with 3rd co-responder. • Alternative programming to address criminal thinking – grant submitted. • Additional jail social worker – grant submitted. • Enhanced reentry coordination – exploring grant opportunities. • Expanded peer support – current MA billing option, current grant options. • Creation of a data dashboard – exploring current grant opportunity. What This Means for the County • Individuals: Faster care and better outcomes. • Public Safety: Reduced repeat offenses and safer responses. • Resources: Reduced strain and long-term cost savings. Bottom Line • Earlier intervention leads to better outcomes and reduced justice involvement. Integrated Treatment (MH+SUD) vs. Criminogenic Interventions A common point of confusion is the assumption that therapy alone reduces reoffending. Research shows that while treatment improves health and functioning, criminogenic risk requires targeted interventions. Integrated Therapeutic Intervention RNR Model -Evidence Based Criminogenic Intervention Key Distinction Stabilize and heal so change is possible. Change behavior to reduce crime. Staffing Master Level Clinician or higher (LPC, LMFT, LCSW, Psychologist, Psychiatrist) No educational requirement for most but must be trained in providing the curriculum to efficacy (case manager, peer support, probation agent, etc.) Theoretical Framework DSM5 & ASAM level of care & treatment rec’s Risk-Need-Responsivity, CBT & Social Learning approaches as they apply to criminal thinking Page 35 of 37 5 Primary Goal / Targeted Outcomes Improve mental health and recovery (reduction of symptoms, improved functioning & quality of life) Reduce reoffending by addressing criminogenic needs based on a risk/need/responsivity model Target Population Those with clinical need (depression, anxiety, SUD, trauma, suicidality) Those with risk factors linked to crime (antisocial thinking/peers/patterns, family, work/school, SUD, leisure activities, lack of prosocial skills/attitudes) Examples of Interventions Cognitive Behavioral Therapy, Dialectical Behavioral Therapy, Accelerated Resolution Therapy, etc. Moral Reconation Therapy, Core Correctional Practices, Thinking for a Change, Contingency Mgt., & other psychoeducational criminogenic focused interventions Measurements / Assessment Tools Clinical interview, observation, client report, client measurement surveys, ASAM, individualized treatment plan, crisis events, engagement Validated risk assessment tool, curriculum driven intervention dosage to meet risk level, compliance to programming, skill practice, behavior change, new arrests (recidivism) Fidelity and QA Clinical supervision, licensing standards, notes, QA by med records and billing Reliance on fidelity to the curriculum Review of Risk Need Responsivity for non-Justice Involved Staff Understanding Reduce reoffending by focusing on the right people (risk), the right problems (need), and the right approach (responsivity). • Risk is assessed by COMPAS (Correctional Offender Management Profiling for Alterative Sanctions) assessment (may have overriding factors, as well) o High-risk individuals need more intensive intervention o Low-risk individuals should not be over-served • COMPAS assesses criminogenic Needs to include: o Criminal involvement o Antisocial personality traits o Criminal thinking o Antisocial peers o Substance use o Family/social support o Education/employment o Leisure/recreation • Responsivity includes indicators to inform: o Motivation o Stability o Barriers to engagement (cognitive impairment, diagnosis, etc.) Substance use is a criminogenic risk factor in the RNR model, but it is not “treatment.” • Treatment improves health and recovery. • RNR interventions change criminal behavior.
