Discuss CTH D from US 12 to STH 64 Heavy Truck Loadings
Cover Memo
To: Transportation Committee
From: Ken Witt, County Administrator
Robbie Krejci, Highway Commissioner
Date: March 16, 2026
Agenda Item: Discuss CTH D from US 12 to STH 64 Heavy Truck Loadings
Background Information:
During a routine maintenance inspection of the bridge located on CTH D approximately two miles north of US 12,
Highway Department staff observed advanced deterioration of bridge girders on Structure P-55-915. Based on the
observed condition, staff initiated a structure critical finding, and a more detailed structural evaluation is currently
underway.
During this inspection, staff also noted an unexpectedly high level of commercial and heavy truck traffic traveling on CTH
D between US 12 and STH 64.
Traffic Analysis
Following these observations, Engineering Division staff deployed traffic counting devices along CTH D to better quantify
traffic volumes and truck loading on this corridor (see attached map). The traffic count data indicate a higher-than-
anticipated volume of heavy truck traffic utilizing this route. CTH D was originally designed to function as a lower-volume
county highway with limited through heavy truck traffic. Based on the collected data, it appears that a relatively large
number of heavy trucks are using CTH D for through traffic movements between US 12 and STH 64. This traffic includes
vehicles operating under oversize/overweight permits issued by the Wisconsin Department of Transportation (WisDOT).
Infrastructure Concerns
Highway Department staff have several concerns regarding the increased level of heavy truck traffic on this corridor.
CTH D is currently exhibiting advanced pavement deterioration, including rutting, which suggests that the roadway may
be experiencing traffic loading greater than what it was originally designed to accommodate. In addition, Structure P-55-
918 along this route may require a reduced load posting due to structural condition concerns. If a reduced load posting
becomes necessary, heavy truck traffic may need to be rerouted until the bridge can be rehabilitated or replaced to
safely accommodate legal loads.
Policy Consideration – Class “B” Highway Designation
Given these conditions, Highway Department staff are evaluating whether to recommend designating CTH D between
US 12 and STH 64 as a Class “B” Highway. Under Wisconsin Statute 348.16, Class “B” highways limit vehicle weights to 60
percent of the maximum statutory weight limits unless a permit is issued. The designation is intended to help protect
roadways and structures that were not designed to accommodate heavy truck traffic. The statute also provides several
exemptions, including vehicles engaged in local pickup or delivery, agricultural operations, and certain utility operations,
allowing those activities to continue while restricting through heavy truck traffic.
Next Steps
Highway Department staff will continue to review the traffic data, structural evaluations, and roadway conditions along
Page 7 of 12
CTH D. Staff may return to the Transportation Committee with additional information and a potential recommendation
regarding the Class “B” designation for this corridor.
