ST. CROIX COUNTY NOTICE OF PUBLIC HEARINGS PUBLIC HEARING – St. Croix County Chapter 14, 15, 17, and 21 Ordinance Amendments The St. Croix County Community Development Committee will hold consecutive public hearings on Thursday, February 19, 2026, beginning at 5:00 p.m., at the St. Croix County Government Center, County Board Room, 1101 Carmichael Rd., Hudson, Wisconsin, 54016 to consider the proposed amended ordinances listed below. Proposed Chapter 14-Nonmetallic Mining Ordinance The St. Croix County Chapter 14- Nonmetallic Mining Ordinance regulates nonmetallic mining facilities within the unincorporated areas of the County. The proposed amendments bring the ordinance into compliance with NR 135, remove duplicate text, update code references, and clarify reclamation standards. This ordinance is authorized by Wisconsin Statutes §§59.692, 59.694, subchapter I of Chapter 295, and Wisconsin Administrative Code Chapter NR 135. Proposed Chapter 15-General Zoning The St. Croix County Chapter 15- General Zoning Ordinance regulates land use activities within the unincorporated areas of Towns under County zoning. The proposed amendments incorporate additional statute references for Farmland Preservation Certification, clarifies that one dwelling is allowed per parcel, limits one major home occupation per parcel, includes additional nonmetallic mining provisions from Chapter 14, and refines a couple definitions for greater clarity. This ordinance is adopted under the authority in Wisconsin Statutes §§ 59.69-59.698, 66.1001-66.1037. Proposed Chapter 17- Lower St. Croix Riverway Ordinance The St. Croix County Chapter 17-Lower St. Croix Riverway Ordinance applies to all unincorporated land in the State and Federal Zones of the Riverway District of St. Croix County. The proposed amendments streamline the administrative processes and adhere to the standards found in Wisconsin Administrative Code NR. 118. The proposed draft also incorporates stormwater mitigation for a 25-year storm event. This chapter is enacted pursuant to the authority granted by Wisconsin Statute §§ 30.27, 59.69, and Wisconsin Administrative Code NR118. Proposed Chapter 21- Municipal Solid Waste: Reduction, Recovery & Recycling The St. Croix County Chapter 21- Municipal Solid Waste: Reduction, Recovery & Recycling Ordinance promotes recycling and effective solid waste management in St. Croix County under Wis. Stats. §§287.11 and Wis. Adm. Code NR 544. The proposed amendment incorporates recent changes to NR 544, streamlines duplicate text, and provides a more comprehensive list of eligible and prohibited items for recycling.
