Business
1. Financial Report for November 2025
Fiscal Manager Fay Strenke reviewed the monthly HHS financials with the HHS Board. Strenke informed that the
financials in the packet are for November 2025. Strenke went on to highlight that things continue to trend the same. In
comparing Nov. 2025 to Nov. 2024, things are still showing in the red, though a little less than last year. There will be
revenues and expenses that will continue to be added through Feb. of 2026, that will be posted back to 2025, but we
should finish similar to last year. The Health Care Campus is showing a positive balance and should finish the year that
way.
Some discussion followed.
2. Public Health Updates
Public Health (PH) Administrator/Health Officer Elle Klasen shared information on some of the smaller projects that PH
works on. She shared that the Reproductive Health program applied for a grant with Pierce County for what is called
Vitamin Angels. This allows them to be able to provide prenatal vitamins to all those with a positive pregnancy test or
those planning to become pregnant. Also, the Fit Families program had some unspent money, so WIC/Fit Families
worked with the New Richmond School District and is assisting with their vegetable grow tower program. These funds
helped provide education and equipment for 5 hydroponic grow towers. With this, they have been able to provide NR
schools with lettuce for school lunches and the Backpack Program. Then Klasen went on to share that one of the big
Page 2 of 41
changes in 2025 was the approval of the Public Health Strategist position. She then introduced our new Public Health
Strategist, Genevieve Palazzolo.
Public Health Strategist, Genevieve Palazzolo then reviewed some of the other things she and the Public Health staff are
working on. She went on to explain where county residents can find the work being done on the Community Health
Assessment and Improvement Plan, which is out on the St. Croix County website. Palazzolo also shared information on
some grants she is working on and discussed the implementation of a survey for county residents to complete regarding
Know Your Water.
Some questions asked and answered.
3. HHS Legislative Education Committee Updates
Health and Human Services (HHS) Director Rohret provided an overview of the HHS Legislative Education Committee; its
reason for creation, their goals, and some of the legislative issues they are monitoring. ADRC Administrator Kristin
Newton is the chair of this committee and has been involved with the County Ambassadors Program (CAP) in Madison,
along with the HHS Director, County Administrator, and some County Board Members. The tangible things the
committee is working on are one-page easily understood documents that better inform on what policies could affect
the various service areas in HHS. Also, HHS would like to have a better working relationship with our state and local
representatives so we can inform them on how policies may affect HHS. The plan is to begin inviting our local
representatives to St. Croix County Services Center to discuss our issues and concerns face to face with them or their
staffers, and to hear from them on activity at the Capital. The hope is that this will happen quarterly in 2026.
Questions and discussion followed.

2025 YEAR END – Behavioral Health Overview
Emergency Mental Health Services
Supervisor, Stephanie Greier
St. Croix County Emergency Mental Health Services is a multidisciplinary team that receives and responds to
crisis calls, partners with law enforcement when needed, provides follow-up and connection to services, and
supports individuals in the jail setting.
Year-end data show a notable shift in 2025: emergency detentions decreased to 74 (a five-year low), while
Winnebago Mental Health Institute (WMHI) days purchased increased to 865, above the five-year average of
636 days. At an average cost of $1,722 per day in 2025, WMHI utilization was also highly concentrated with 13
consumers with 20+ purchased days accounted for 682 days, totaling ~$1.17 million. At the same time, 23
consumers had short stays of 5 days or less (56 total days) approximately ~$100,000 and would likely have
been better served in a local hospital if a bed had been available.
Overall, the data suggests fewer detentions, but more costly, higher-acuity inpatient utilization for a smaller
number of individuals, alongside continued gaps in local hospital capacity for short-stay stabilization.

Jail Services
The Jail Social Worker opened 308 service episodes in 2025. On average, each incarcerated individual is seen
approximately 1–5 times per incarceration, providing timely intervention, support, and care coordination. This
role also strengthens jail operations by giving custody staff a dedicated clinical resource when concerns are
raised by incarcerated individuals. This position is funded through Opioid Settlement Funds.
This year, St. Croix County utilized a State Crisis Intervention Program (SCIP) grant to contract a Jail Therapist.
The therapist provides integrated assessment for incarcerated individuals who identify as, or are suspected of
having, a serious mental illness, and supports release planning and connection to community resources. For
individuals with longer stays, she also offers time-limited, targeted skill-building sessions to support
stabilization and functioning.
Adult Protective Services
Supervisor, Shawn Post Priller
Adult Protective Services (APS) is a critical safety net for adults at risk and older adults in St. Croix County. APS
responds to reports of abuse, neglect, self-neglect, and financial exploitation, and coordinates with community
partners, healthcare, law enforcement, and the courts to reduce harm and support safe, stable living situations.
In 2025, APS received 738 referrals, a 64.7% increase since 2021 (448). This included 478 investigations, 140
guardianship/protective placement contacts, 218 financial exploitation cases, and 113 annual protective
placement (WATTS) reviews. Emergency protective placements were used sparingly (4 total) and only when
immediate safety concerns required urgent action.

St. Croix County recently surpassed 100,000 residents, and continued population growth, combined with an
aging demographic is contributing to increased demand for Adult Protective Services. As baby boomers enter
the older adult age group, the county is seeing a larger population at risk for issues such as neglect, self-neglect,
cognitive decline, and financial exploitation. These demographic shifts are expected to continue to place upward
pressure on APS referrals and service needs in the coming years.
Office of Violence Against Women (OVW) Grant
This area also oversees the Office on Violence Against Women (OVW) grant, which funds a 0.5 FTE position
providing prevention and education to law enforcement and community providers on recognizing adult abuse
and appropriate interventions. In 2026, the County approved a Behavioral Health Technician position to
support OVW-related efforts and assist with completing WATTS reviews, strengthening capacity for timely
protective oversight. This technician position is partially funded through the OVW grant for the next three
years.
Integrated Clinic Services
Supervisor, Natalie Radich
During the reporting year, the Integrated Clinic provided 970 total episodes of care across four primary service
categories. The largest portion of clinic activity was related to Integrated Mental Health/Substance Use
Disorder (MH/SUD) services, reflecting a strong demand for coordinated behavioral health and substance use
support.

Key Highlights
• Integrated MH/SUD (466 episodes) accounted for nearly half of all clinic episodes (48%), making it the
most utilized service
• IDP services (335 episodes) represented over one-third of total activity (34.5%), indicating consistent
engagement with intoxicated driver assessments.
• Psychiatric services (124 episodes) made up 12.8%, reflecting ongoing need for medication
management and psychiatric evaluation.
• Psychological services (45 episodes) represented 4.6%, indicating a smaller portion of overall clinic
service volume.
Intensive Outpatient Program (IOP) Clarification
The Integrated Clinic is not currently certified to provide Intensive Outpatient Program (IOP) services under
Wisconsin DHS 75.51. Following updates to the DHS 75 Community Substance Use Service Standards in October
2022, the clinic explored offering an IOP level of care for a limited period. However, the certification and service
delivery requirements associated with IOP were not feasible to sustain within a county operated clinic model.
To ensure individuals continue to have access to appropriate levels of care, the clinic refers consumers who
require IOP services to established providers within St. Croix County and surrounding counties (currently at least
6 providers). In addition, the clinic uses American Society for Addition Medicine (ASAM) level-of-care criteria in
treatment planning, which allow for clinically appropriate alternatives when a recommended level of care is not
reasonably available due to extenuating circumstances. This approach remains both acceptable under ASAM
guidelines and consistent with person-centered treatment planning.
Administrative Transition
In 2026, Shar Lopez transitioned from serving as both Behavioral Health Administrator and Deputy Director to
serving solely as Deputy Director. Becky Kerr transitioned from Administrator of Comprehensive Community
Services to Administrator of all Behavioral Health, reflecting that the community-based programs are fully
aligned within Behavioral Health.
This realignment is intended to strengthen continuity across programs, improve coordination and movement
between services, and provide a clearer point of contact for consumers seeking behavioral health support.
Transition planning began in October 2025 and included biweekly meetings with all six supervisors across the
two areas to ensure coverage, backup, and cross-program support were in place. This planning focused on
maintaining strong clinical oversight while improving the consumer experience making it easier to start services
and ensuring care feels more seamless across programs.
Shar will support the transition through a warm handoff, completion of year-end reporting, and backup crisis
clinical supervision and availability through March 2026.

Dear Rabies Control Partners,
As we conclude 2025, I would like to share a year-end summary of rabies prevention activities and outcomes
across our partner agencies. Your continued collaboration plays a critical role in protecting the health and safety
of St. Croix County residents.
St. Croix County Activity
• In 2025, county agents and law enforcement issued a total of 117 ten-day and sixty-day quarantine
orders related to animal bites involving humans and/or pets (compared to 88 in 2024). Individuals
affected by these incidents were appropriately informed about the recommended need for post-
exposure prophylaxis (PEP). Animals involved were not euthanized or tested for rabies unless specifically
required.
• The Public Health Department and local veterinarians submitted 27 animal specimens for rabies testing
(16 in 2024). One otter and one bat tested positive. The rabies-positive bat resulted in the quarantine of
two dogs and involved exposures to three children and one adult.
State and National Trends
• As of December 2025, Wisconsin reported 34 rabies cases (32 in 2024), with two cases occurring in St.
Croix County. Of these cases, 33 were associated with bats and one with an otter.
• No human rabies deaths occurred in Wisconsin in 2025. Nationally, however, six human rabies deaths
were reported (four in 2024). This increase is concerning, particularly given that only 17 total U.S. cases
were documented between 2015 and 2025. Experts cite declining pet vaccination rates and increased
human-animal contact as contributing factors.
• In the Midwest, bats remain the most common rabies source, accounting for approximately 70% of
cases, followed by other wildlife (20%), international exposures (8%), and domestic animals (2%).
Public Health Impact
• The estimated U.S. economic burden of rabies in 2024 ranged from $245–$510 million ($8.6 billion
globally). Average PEP treatment costs range from $3,000–$7,000. In Wisconsin, legal settlements
related to animal bites average $10,000–$30,000 for minor injuries, $50,000–$75,000 for moderate
injuries, and may exceed $100,000 for severe cases.
Thank you for your continued partnership in the St. Croix County Public Health Department’s rabies control
program. Your timely response to quarantine orders and accurate incident reporting enabled us to effectively
address 117 animal bite quarantine orders in 2025. We greatly appreciate your collaboration and look forward
to working together in 2026.
Sincerely,
The St Croix County Public Health Environmental Health Team
