Page 25 of 74 Purpose of the meeting The objective of this public involvement meeting is to obtain your input on the identified needs, proposed improvements, and real estate needs for the County E and County I Intersection improvement project. The project is located at the intersection of County Highway E and County Highway I and extends a ¼ mile towards the north, south, east, and west in the town of St. Joseph, St. Croix County. County E and County I Location Map Page 26 of 74 Purpose and need for roadway improvements The proposed project is located at County E and County I in St. Croix County. Both County E and County I are classified as Major Collectors, and the intersection is a Two-Way Stop Control (TWSC) with County I being stop-controlled. County E serves approximately 3,800 vehicles daily, and County I serves approximately 4,100 vehicles daily. The total length of the project is approximately 0.5 miles. Purpose The purpose of the proposed project is to address operational and safety concerns at the County E and County I intersection by modifying the intersection into a roundabout. Need The need of the proposed project is to address safety concerns at the County E and County I intersection. The intersection experienced 24 crashes during a 5-year period (2018-2022), with nine injury crashes and one fatality crash. The predominant crash type is angle crashes, which are due to vehicles on County I crossing and/or turning in front of drivers on County E, which is free-flow movement. Proposed improvements • Turn the existing two-way stop-controlled intersection into a roundabout intersection. • Slope grading • Install new storm sewer and improve drainage • New pavement markings • Install new roadway lighting Proposed traffic impacts The improvement project is currently scheduled for 2028. The project will begin in early summer of 2028 and is expected to be completed by early fall of 2028. County E and County I intersection will be closed to through traffic during construction. Local access will be maintained to all properties. A signed detour route will be provided. The planned detour route for County E (shown on the map in orange) will follow County E to WIS 35, then County UU, US 12/ County A, and back to County E. The planned detour route for County I (shown on the map in purple) will follow WIS 35 to WIS 64 to County A and back to County I. Page 27 of 74 Access to residential driveways will be maintained during construction. Brief interruptions in access may occur temporarily at driveways. Where multiple driveways serve a single property, construction will be staged so at least one of the driveways remains open. The contractor will be required to notify homeowners prior to construction. Real estate New temporary limited easements (TLE) will be required on the project due to the widening of the intersection to construct a roundabout. The TLE will impact the Willow River State Park. The exhibits and displays show the limits of the easement needed within the project boundary limits. Real estate agents hired by St. Croix County will begin contacting property owners this summer/fall 2026 regarding the acquisition needs and process. Direct mailings and coordination will occur with impacted property owners. Park Land (Section 4(f)/6(f)) In order to construct the new proposed roundabout, TLE will be necessary for slope grading. As currently designed, the approximate new TLE areas (provided in square feet) are as follows: Location TLE Area (SF) Southeast Quadrant 108 Northeast Quadrant 685 Total 793 The impacts provided in the table above will occur to the Willow River State Park property which is owned by Wisconsin Department of Natural Resources (WDNR). Willow River State Park property is approximately 2,800 acres in size and is comprised of a variety of recreational opportunities for visitors to enjoy year-round. The proposed slopes are contained within the TLE and will be restored to similar conditions as the existing slopes. The proposed project is not expected to have an adverse effect on the activities, features and functions of the WDNR parcel. Project update/next steps Project survey letters were sent to property owners along the project in January of 2025. The letters notified the property owners about the project and upcoming survey needs. No additional public meetings are currently scheduled. Date: 12/19/2025 RE: Other CTH T & CTH G Town of Erin Corner St. Croix County WI - NW Region Project Description: St. Croix County is conducting a safety and operati ons review of the CTH T & CTH G intersection in the Town of Erin Corner to evaluate if a change in traffic control is appropriate to address existing safety issues. CTH G is currently a 2-lane undivided asphalt roadway that runs east/west. CTH G has a 55-mph posted speed limit. CTH T is currently a 2-lane undivided asphalt roadway that runs north/south. CTH T has a 55-mph posted speed limit. The intersection of CTH T & CTH G is currently a 4-leg, stop controlled intersection with CTH T traffic yielding the right-of-way to the CTH G traffic. The east and west approaches consist of a shared left/through lane and a 225-foot designated right turn lane. The north and south approaches consist of a shared left/through/right lane. The right turn lanes on both approaches are channelized and provide approximately 75 feet of storage. Description of Alternatives: The Phase I ICE Brainstorming Guide was used as par t of the alternative’s analysis. See Attachment 2 – Ice Brainstorming Guide for explanations/comments for all alternatives that were considered as part of this memo. Attachment 4 - AWSC Warrant Analysis and Attachment 5 - Signal Warrant Analysis provide additional information on why AWSC and traffic signal control were not analyzed further. Safety Considerations: Observed Crash History Years: 2020 - 2025 Crash Type Fatal Injury A Injury B Injury C KABC PDO Total Angle 1 1 2 2 6 2 8 No Collision 0 1 0 0 1 0 1 - - - - - - - - Total 1 2 2 2 7 2 9 Crash Trends: Partial year 2025 crash data was included in this analysis. A total of nine (9) crashes have occurred at this intersection over a 5.75-year period. Eight of the nine crashes were angle crashes with the majority being caused by failures to yield the right-of-way. Four of the eight angle crashes were KAB Page 34 of 74 DRAFT PHASE I: ICE MEMORANDUM crashes. The remaining crash was a single vehicle collision that involved a motorcycle and alcohol. See Attachment 7 – Crash Diagram Contributing Factors: Failure to yield the right-of-way for crossing or left turning traffic was the main contributing factor to all the angle crashes. Additional contributing factors were inattentive or distracted driving. Operational Considerations: Existing Traffic Control (Two-Way Stop Control): A Synchro model was created using 2025 traffic volumes (see Attachment 3 – Traffic Count Data), existing traffic control, and existing geometry. HCM 7th Edition reports were generated. Synchro Version 12 was utilized to determine intersection delays and Level of Service (LOS). See Attachment 6 – Synchro Outputs for modeling outputs for all scenarios outlined in this section. The Synchro analysis indicates that under existing conditions, the overall intersection and all approaches operate at LOS B or better during the AM and PM peaks with no queues exceeding 25 feet. Proposed Traffic Control (Roundabout): The roundabout alternative was analyzed using HCS2024. Each approach leg was analyzed as a single shared lane. See Attachment 8 – Conceptual Layouts / Estimates. The HCS analysis for this scenario indicates that under the above-described geometry, the overall intersection and all approaches will operate at LOS A during both the AM and PM peak periods. No queues are expected to exceed 25 feet. Design Year Analysis Currently no construction project is associated wit h this study. For this study it was assumed construction would occur in 2028. No formal WisDOT traffic forecast was conducted for this project. However, to analyze future year volumes, the base traffic counts were increased 0.4% per year, which is the County Average Growth rate, for St. Croix County, as established by WisDOT, to obtain 2048 design volumes. Existing Traffic Control (Two-Way Stop Control): The Synchro analysis indicates that under existing conditions and design year volumes, the overall intersection and all approaches continue to operate at LOS B or better during the AM and PM peaks with no queues exceeding 25 feet. Proposed Traffic Control (Roundabout): The HCS analysis for this scenario indicates that under the above-described geometry and design year volumes, the overall intersection and all approaches will continue to operate at LOS A during both the AM and PM peak periods. No queues are expected to exceed 25 feet. Other Considerations: Bases Loaded Saloon is located in the SW quadrant o f the intersection. Vehicles will at times park along CTH G which can reduce visibility for traffic approaching the intersection from the south and west. Page 35 of 74 DRAFT PHASE I: ICE MEMORANDUM St. Croix County has provided increased visibility static signing along CTH T in advance of the intersection to increase awareness of the upcoming stop sign. Feasibility of Alternatives: The Phase I ICE Brainstorming Guide was used as par t of the alternative’s analysis. See Attachment 2 – Ice Brainstorming Guide for explanations/comments for all alternatives that were considered as part of this memo. Conclusion: Based on the operational and safety analysis of the intersection, the roundabout alternative is the only alternative that meets the project’s purpose and need. The roundabout alternative provides acceptable operations with design year traffic and has ample additional capacity to account for additional traffic. In addition, the roundabout is the most effective intersection control type at addressing the most prevalent crash type (angle crashes). Roundabouts are also effective at reducing crash severity.
