Resolution for RTP Grant Application for Trail Work at Orf Family Overlook
Cover Memo
To: Community Development Committee
From: Ken Witt, County Administrator
Jason Kjeseth, Community Development Director
Date: January 15, 2026
Agenda Item: Resolution for RTP Grant Application for Trail Work at Orf Family Overlook
Background Information:
Community Development would like to apply for a Recreational Trail Program grant administered by the Wisconsin
Department of Natural Resources for Orf Family Overlook. Orf Family Overlook has an extensive trail network, but the
trail surface is either unimproved or needs resurfacing. If awarded, this grant would improve accessibility by including
some concrete ADA accessible trails and some degraded trails would be repaired and resurfaced. The proposed trail
improvements would take place from the parking lot down to the shore of Bass Lake with several areas offering great
views of the rural Bass Lake area. Several interpretive panels are scattered along the trails for users enjoyment and the
total estimated cost of this project would be $123,550.

14 safety in the park; and
15
16 WHEREAS, the Community Development Department seeks authorization to apply to
17 the Wisconsin Department of Natural Resources for financial assistance under the Recreational
18 Trail Program Grant; and
19
20 WHEREAS, the grant program funds park development projects up to 80% of eligible
21 project costs.
22
23 NOW, THEREFORE, BE IT RESOLVED by the St Croix County Board of
24 Supervisors that the Community Development Director is authorized to submit a Recreational
25 Trails Program Grant application to the Wisconsin Department of Natural Resources for Orf
26 Family Overlook trail improvements, including resurfacing.

Nitrate Plan Conclusions•Groundwater nitrates are a significant resource problem•Prairie du Chien Aquifer is the primary aquifer impacted•Losses from agriculture are the primary contributor•Drilling deeper wells will not solve the problem (>$9 million)•Treatment at the tap is important – but will not solve the problem•Ag BMP implementation can stop the increase and start a decreasing trend in GW nitrates

2025 Drinking Water Program
Groundwater is the sole source of
residential drinking water in St. Croix
County.
Nitrate is the most common groundwater
contaminant.
Our drinking water programs are designed
to help assess, educate, and improve our
knowledge on nitrates.
• Free Nitrate Screening Clinics
• Septic Density Study
• Community Groundwater Monitoring

Nitrates in Drinking Water: A Hidden Health Risk
• Nitrate is a compound that occurs
naturally and has many human-made
sources
• Human and animal waste and matter
• Household septic systems
• Fertilizers
• EPA Drinking water standard = 10 mg/L
• Consuming too much nitrate can be
harmful to human health
• Baby-Blue Syndrome
• Reproductive & Development issues
• Thyroid dysfunction
• Potential increase in certain cancers

Septic Density Study: Assess the impact of septic system density on rural domestic
water quality
• 2024 study
• Agricultural inputs are still present years after
development but are highest in more rural settings
• Artificial sweeteners were more common in
subdivisions (83%) than rural housing (40-60%) but not
more concentrated
• 2025 study: assess age of subdivisions for level of
impact, and look at sites near septic spreading
fields

The results of this study reveal the presence of agricultural and wastewater contaminants at low levels
across all samples
What occurs at the surface is connected to the groundwater
These chemicals used as source tracers do not pose significant health risks. They serve as a
geological fingerprint which provide valuable insights into land-use changes

• Geographically diverse
• Spatially inclusive
• Statistically defensible
• The more data we have the
