Rezoning Staff Report
St. Croix County Community Development Committee
Christine Melby
Public Hearing Date: December 18, 2025
Property Owners: Christine and Kevin Melby
Applicant/Agent: Christine Melby
Site Address: 1549 200th Avenue, New Richmond, WI 54017
Town: Stanton
File #: 2025-0247
Property Description: Part of the NE ¼ of the NW ¼ and part of the SE ¼ of the NW ¼ of Section 29, Township 31 North,
Range 17 West, Town of Stanton, St. Croix County, Wisconsin
Total Acres: 40.01
Current Zoning: Ag-1 Agricultural District (allows ag uses and development density of 1 dwelling unit per 40 acres)
Requested Zoning: Ag-2 Agricultural District (allows ag uses and development density of 2 dwelling units per 40 acres)
Attachments: Rezoning application
BACKGROUND:
Purpose of Request
• Ag-2 zoning is being requested to create two parcels from the 40.01 acres, each eligible for one dwelling unit. One
parcel would be 37.00 acres and include the existing home. The second parcel, 3.01 acres, is being created to allow
a second dwelling unit for the Melby’s son. A draft Certified Survey Map (CSM) is included in the report and would
need to be submitted and approved to divide the property and create the second lot should the rezoning application
be approved.
• Both the Ag -1 and Ag -2 zoning districts are Certified Farmland Preservation zoning districts approved by the
Wisconsin Dept. of Agriculture, Trade and Consumer Protection (DATCP). Rezoning the property from Ag-1 to Ag-2
would not reduce the amount of land the Town must maintain in certified agricultural zoning for its residents to remain
eligible for Farmland Preservation tax credits. DATCP requires that at least 80% of the land sho wn on the Town’s
Farmland Preservation Plan Map be zoned Ag-1 or Ag-2 for tax credit eligibility.

(outlined in blue on the map below) . The parcel is bordered by properties zoned Ag-1 and Ag-2 comprised of agricultural

COMPREHENSIVE PLANS:
Official zoning maps/ordinances enacted or amended (rezoning of lands) are required to be consistent with the
local governmental unit’s Comprehensive Plan, per Wisconsin State Statute 66.1001 (3)(g). A Comprehensive Plan
is a series of maps, goals and objectives that guides the future growth of a jurisdiction.
Town of Stanton Comprehensive Plan
The Town of Stanton Future Land Use Map from the 2006 Heartland Comprehensive Plan designates the subject parcel
(red dot at point of red arrow) as “Ag, Forest and Grassland”. The Plan describes this category as being the dominant
land use designation within the Town and promotes the continuation of agriculture as the primary land use.

St. Croix County Comprehensive Plan – 2024-2045
St. Croix County Farmland Preservation Plan (FPP) Map
• The subject parcel is designated as a Farmland Preservation Area on the St. Croix County FPP Map
• To qualify, a parcel must meet specific LE (Land Evaluation) and SA (Site Assessment) scores. Criteria includes soil
types and characteristics, soil productivity, slopes, and land use policy based on the local comprehensive plans
• Scoring was developed by the Soil Conservation Service of the U.S. Dept of Agriculture as a means to identify
productive agricultural lands and activities
• The scoring is used to qualify properties for exclusive Agricultural zoning categories of Ag -1 and Ag-2 and potential
tax credits in participating towns through DATCP
• Ag-1 and Ag-2 limits residential development in order to promote farming and agricultural activities
• The request to rezone to Ag-2 is consistent with the County Comprehensive Plan/Farmland Preservation Plan

Land Use Map III
The subject property includes shoreland areas (lands within 1,000 feet of a navigable water). Shoreland areas are
regulated through Chapter 16, St. Croix County Shoreland Zoning, and establishes standards for land disturbance and
erosion control. A Land Use Permit would be required to ensure compliance with applicable ordinances for any land
disturbance greater than 10,000 square feet. An intermittent stream also exists on the site and drains from northeast to
southwest towards the unnamed lake. Intermittent streams carry water only during spring run-off or extreme precipitation
events. No floodplains or wetlands exist on the site.

The following process takes anywhere from 60 to 90 days to complete.
Step 1, Pre-Application Meeting: Prior to subrnitting an application the landowner or their agent must schedule a
meeling with County Community Development Departmenl staffto discuss the application and the process. Sizce Iawns
huve slulutory aulhorily to tlisapprove ofa raoning reqaest, applicants ore encourneed to also meet with Township

Step 3, Town Review and Comment: As identified in Step 2, the interagency review process involves notification to the
applicable Town for their consideration and comment. Under Wisconsin State Statute $ 59.69 Towns have the authority
to disapprove a rezoning request before the County Board. While individual Towns may have different processes for
review and comment back to the County, all Torvns will likely place the rezoning request on an agenda for discussion and

Development Committee. A notice ofthe hearing is published in local newspapers for2 weeks prior to the scheduled
hearing date. Notice ofthe hearing is also sent to all adjacent property owners. Hearings are typically held on the 3d
Thursday ofthe month (subject to change) in Hudson or Baldwin following completion ofthe interdepaftmental and
interagency review.
Step 5, County Board Approval: Upon approval by the Comrnunity Development Committee, a recommendation is
tbrwarded to the County Board for action at their next regularly scheduled meeting. Once approved by the County Board
the rezoning is complete. pending any conditions that rnay have been placed on the approval.

Update on Land Use Ordinance Enforcement
Cover Memo
To: Community Development Committee
From: Ken Witt, County Administrator
Jason Kjeseth, Community Development Director
Date: December 18, 2025
Agenda Item: Update on Land Use Ordinance Enforcement
Background Information:
The St. Croix County Strategic Plan identified a goal to "Expand the enforcement of land use ordinances" under the
Natural Resources category. In early 2024, our land use staff implemented a new code enforcement process and
designated a land use position to focus on code enforcement with the goals of higher compliance rates and improved
consistency. Abby Coffin has been our Land Use Technician in this role since July 2024, and she will present an overview
of her code enforcement work with the goal of informing the committee on the number of violations, most common
violations, and where most of the violations occurred.

Presentation on 2025 Park Improvements
Cover Memo
To: Community Development Committee
From: Ken Witt, County Administrator
Jason Kjeseth, Community Development Director
Date: December 18, 2025
Agenda Item: Presentation on 2025 Park Improvements
Background Information:
The 2024 Capital Improvement Plan included a park project to build a new entrance and restroom building at Glen Hills
Peninsula Point Campground. This project was identified as a desired project in a recent survey of park users. This
project was originally approved in the CIP at $920,000, but staff pursued a grant for the project and were awarded a
Knowles-Nelson Stewardship Grant in the amount of $249,500. Due to the additional grant funding, staff were able to
consider an additional flush restroom on the day use side of Glen Hills Park between Whispering Oaks and Vista Prairie
Campgrounds. The County Board supported this project and this building will be ready this spring. These three new
buildings, plus the existing restroom building in Picnic Point, make flush restrooms available at all four camping areas.
Parks received a $174,000 DNR Recreational Boating Facilities Grant for the Pine Lake Boat Landing. (50% Match) This
grant funded the following improvements:
-Leveling of boat launch panels to provide safer launching of watercraft. The cause of the heaving panels was also
identified and repaired, which will also reduce sediment erosion into the lake.
- Old non-ADA-compliant restroom was replaced with a new ADA restroom.
- Old pavilion with rotting posts and wavy roof was replaced with a new pavilion. The new pavilion was pulled back from
the shoreline so it meets the shoreline setback and provides more green space between the structure and the water.
The structure was also raised in elevation to improve ADA accessibility and drainage.
- Old blacktop sidewalks were replaced with new concrete sidewalks that meet ADA requirements. A new rain garden
was installed to capture sidewalk runoff before it enters a large gully leading into Pine Lake.
-The upper parking lot was previously graveled, but it was paved under this grant to provide an ADA parking space near
the park shelter and restroom. The parking lot was regraded prior to paving to direct water to the east, where staff
incorporated a runoff detention basin to capture parking lot runoff from going into Pine Lake.
Parks received a $305,000 DNR Recreational Trails Program Grant for Glen Hills Lakeside Trail. (20% Match) This grant
funded:
-An off-road 10' wide x 6,107' (1.15 mi) long gravel trail to connect the day-use side of the park to the Peninsula
Campground. This trail is a multi-user trail with silent sports during the spring/summer/fall and snowmobiles in the
winter. This will also provide a safe route for staff to move equipment between both sides of the park. Staff were able
to implement a stormwater basin near the north end of the trail and repaired a large eroded gully as part of trail
construction.
-A 12' wide x 75' arch bridge over Beaver Creek rated at 25,000 lbs.
-Benches and signage along the trail
Eckert Bluffland's Improvements:
With the adoption of the new Eckert Bluffland's Master Plan and support from the County Board to develop this park in
phases. Parks staff started developing a trail network for different user groups in the Northeast quadrant of the park.
This effort was led by Troy Miller and John LeRoy, Park Laborers, with the assistance of seventeen other local
volunteers. The Western Wisconsin Realtor's Association also became aware of the new park and awarded St.Croix
County a grant in the amount of $7,500 which was used to gravel most of the red trail on the master plan. We greatly
Page 59 of 91
appreciate their support, and it significantly advanced our progress in developing Eckert Blufflands.
Other 2025 Improvements:
-12 new campsites with 50 amp electric and water were constructed at Whispering Oaks Campground at Glen Hills.
These sites provide large gravel pads to accommodate larger RV's which was another improvement survey respondents
identified.
-Installed Ventek kiosks at Glen Hills, Troy Beach, and Homestead. Wisconsin State Parks, City of Hudson, and several
other parks in the area use Ventek machines. These machines will provide park users with extended hours and a longer
season to access St. Croix County's parks and will reduce staffing needs.
New for 2026:
-Received Knowles-Nelson Stewardship Grant for $286,000 for a four-stall flush restroom and a two-stall vault toilet at
Homestead Park. (50% Match) This project involves getting water and power to the beach area of the park along with
some excavation to make room for the project. Construction will wait until at least August 1st to minimize disruptions
to park users.
George (JR) Ballard, Park Administrator, will present pictures and discuss each of these projects in more detail during the
meeting.
