Business
1. Introduction and Welcome of Supervisor Roen
Health and Human Services (HHS) Board Chair Greg Tellijohn introduced Supervisor Wayne Roen as the newest member
of the HHS Board. Mr Roen went on to provide some background information about himself and why he was interested
in becoming a Board member.
Welcome, Mr. Wayne Roen!
2. Financial Report for October 2025
Health and Human Services (HHS) Fiscal Manager Fay Strenke reviewed the monthly financials with the Board. Strenke
shared that the HHS financial report for Oct. 2025 is in the packet. Strenke went on to inform how the financials are
structured and how to best read through them. Behavioral Health (BH) continues to run high in purchased services,
which we've been monitoring and have made some changes for 2026 to help reduce that if we can. Children Services
(CS) purchased services are also running high, but have been trending downward. We have also made some changes for
2026 in CS as well to try to bring costs down.
The Health Care Campus (HCC) is doing well and as a whole is in the positive and should end the year even.
3. HHS Director's Report
HHS Director Bob Rohret shared some information on things being worked on across the HHS Department. Rohret
provided updated information regarding the SNAP/Foodshare programs as well as other potential legislative changes
being considered at the state and local level that could impact HHS. There are plans for Rogers Behavioral Health to
open a campus in 2027, based in Eau Claire, using $10 million in state grant funds. Also, an additional $10M was
allocated to develop "Crisis Care Facilities", prioritizing Western WI. Rohret also shared that there is work being done to
make changes to Medicaid to allow for additional reimbursable services in IMD settings.
Deputy Director Shar Lopez shared what the restructuring within the BH division in 2026 will look like. The BH/CCS
leadership team has been working through this for a while, with the intention that services to the consumer will not
look any different. The biggest shift will be in making Lopez the HHS Deputy Director while Rebecca Kerr will take over
as BH Administrator while keeping CCS under her as well. BH & CCS overlap each other in many areas, so it makes good
sense. Lopez also touched on a few of the grants that HHS has received or has submitted applications for. She then
highlighted that the SCC Adult Protection Services I-Team was nominated by the Department of Human Services (DHS)
Area Administrator for their outstanding work in the community. The I-Team has been identified as a regional
accomplishment and DHS would like to promote how we engage the community as best practice across the State.
Congratulations to them! The next I-Team meeting is Dec. 17th @ 1:00 at the Government Center. Everyone is
welcome.
Rohret then informed that we have received $100,000 matching funds from Vital Strategies to use in expanding a
current substance-use position that is working within Children Services. The plan is to expand this position to work
within Family Treatment Court, while utilizing our Public Health Strategist to evaluate outcomes.
4. Update on Foodshare/SNAP Benefits
Economic Support Administrator Ronda Brown provided an update on where things currently stand with the
SNAP/Foodshare benefits program. Brown shared that with the reopening of the federal government, benefits have
begun to be reloaded to consumer QUEST cards, while additional applications and approvals continued throughout the
closure.
The following is a reminder of some helpful information.
QUEST Card Customer Service at 877-415-5164 to inquire about their card balances.
ACCESS to apply for and manage their benefits, programs, premiums, contact information, and more.
MyACCESS Mobile App to check their benefits, get reminders, update their address, and upload documents.
Great Rivers Call Center at 1-888-283-0012 M, Tu, Th and F 8:00am-4:00pm and W 8:00-11:00am to ask questions about
their case, receive and report information, apply for and renew benefits, and more.
5. Presentation about the American Public Human Services Association (APHSA)—IT Solutions Management (ISM)
conference
Economic Support (ES) Administrator Ronda Brown reviewed a PowerPoint with the Board that provided information
she was able to take from the American Public Human Services Association (APHSA)-IT Solutions Management(ISM)
conference she attended. One of the big areas discussed was how to apply AI in the work that we do within Health and
Human Services to be more efficient while providing quality service.
The Board appreciated ES Administrator Brown's presentation and her wealth of knowledge of up-and-coming
technology.

Human Services Association (WCHSA) to remain informed on statewide policy trends.
• Prepares HHS leadership for engagement with policymakers through the County
Ambassador Program (CAP) and quarterly legislative meetings.
• Provides updates through the HHS Connection to support staff awareness of relevant
policy activity.
Committee membership includes divisional leadership, with meetings held more frequently
during active legislative periods.

state agencies, and legislative sources to:
• Identify emerging issues relevant to Health and Human Service work.
• Prepare impact summaries for HHS leadership, county committees, and legislators.
• Support consistent, proactive communication throughout the legislative cycle.

Quarterly Legislative Meetings (Beginning January 2026)
Beginning January 2026, HHS will hold recurring quarterly meetings with the county’s state
legislative delegation on the last Friday of January, April, July, and October at 11:00 a.m. These
meetings are designed to:
• Share updates on local needs, trends, and departmental initiatives;
• Hear about legislative priorities and Capitol activity;
• Identify areas of overlapping work to improve coordination; and
• Provide legislators with a consistent and accessible point of contact within HHS.
This structure will strengthen partnerships, improve communication, and support informed
