Report on HHS Immunization Postcards Funding Source
Cover Memo
To: Administration Committee
From: Ken Witt, County Administrator
Bob Rohret, HHS Director
Date: December 16, 2025
Agenda Item: Report on HHS Immunization Postcards Funding Source
Background Information:
Summary of the Intrado Vaccine Reminder Postcard Program
1. How the vaccine records are created and used
• For every child born in Wisconsin, Vital Records automatically creates a vaccine record in the Wisconsin
Immunization Registry (WIR) using the child’s name and date of birth. WIR was created in 1999.
• Wisconsin law mandates all vaccine providers to report immunizations to WIR, and Public Health must enter all
vaccines they administer within 24 hours (also required for ForwardHealth reimbursement).
• Public Health has access to WIR through a data-sharing agreement to verify immunization status for disease-
control purposes (e.g., determining quarantine guidance during a measles exposure), enter vaccination
information performed by Public Health, and help the public update and access their vaccine records.
2. The Intrado (Pfizer-sponsored) postcard program
• Vaccine reminder cards are an elective service promoted by the Department of Health Services and shown to
increase children receiving immunizations.
• St. Croix County uses Intrado, a Pfizer-sponsored company, to mail pediatric vaccine reminder postcards.
https://www.letsvaccinate.org/lv-resources/postage-paid-vaccination-reminder-postcards---compliments-of-
pfizer-inc
o Postcard #1 at 10 months of age
o Postcard #3 at 18 months of age
• This service replaced postcards previously mailed at county expense from 2008-2023. Corporation Counsel
reviewed the agreement in 2023.
• Pfizer does not pay the County, but funds the program so postcards are sent at no cost to the county.
• Reminder postcards do not promote Pfizer products. The postcards simply remind parents to keep their child
up-to-date on recommended vaccines or that a recommended vaccine may have been missed, for children 18
months and younger.
3. How patient information is handled
• Patient data used for the postcards is pulled directly from WIR, and all information remains protected under the
WIR data-use agreement.
• Public Health staff re-sign the WIR data-use agreement annually, and the agreement explicitly permits using WIR
data for reminder notices.
• Pierce and Clark Counties use the same service.
4. Parent opt-out options
• Parents may:
o Opt out of WIR which means nobody, including the client, will have access to the record, and it cannot
be updated.
o Opt out of receiving reminder postcards.
• Parents can opt out at any time by contacting their provider or local health department.
• It was noted that some postcards recently received may be missing the opt-out instructions, which is being
reviewed.

• Regular Part-Time Employee: For purposes of benefit eligibility, a part-time employee is an employee
employed on average less than 30 hours of service per week.
• Variable Hour Employee: For the purposes of benefit eligibility, a variable hour employee is an
employee for whom the County cannot determine, at the employee’s hire date, whether the employee
is reasonably expected to work an average of at least 30 hours per week. This will include Limited Term
employees who are anticipated to work less than one year or in which their hours will vary based on
business needs.
• Seasonal Employee: For the purposes of benefit eligibility, a seasonal employee is an employee whose
employment with the County is expected to last six months or less.
• Temporary Employee/Limited Term Employee: For the purposes of benefit eligibility, a temporary or
limited term employee is an employee hired for a specific, limited-term assignment or project, generally
anticipated to last less than one (1) year, or whose hours may vary based on business or operational
needs.
• Patient Protection and Affordable Care Act of 2010, as amended (“the ACA”): A comprehensive health
care reform law that provides numerous rights and protections that reduced restrictions on eligibility for
health coverage, made health coverage easier to understand, and provided subsidies to make it more
affordable.
Benefits Policy – Human Resources Policies and Procedures 3
• Section 4980H of the Internal Revenue Code: Shared responsibility for employers regarding health
coverage. Provides that a full-time employee for any month is an employee who is employed on average
at least 30 hours of service per week.
• Rule of Parity & Break in Service: A rule that is used for purposes of determining an employee’s
eligibility to participate in the health insurance Plan if the employee incurs a break in service. If an
employee incurs a break in service of less than 4 consecutive weeks, the employee will be treated as if
there was no break in service. If the employee incurs a break in service that is at least 4 consecutive
weeks, but not more than 13 consecutive weeks, the rule of parity must be used in the calculation of
hours. If the break in service is longer than 13 weeks, the employee is treated as a new hire.
Benefit Eligibility
Designation of Employees
The County will designate newly hired employees (and employees the Employer may treat as newly hired
employees under 4980H or employees with a break in service) as either:
• Full-Time Employees
• Part-Time Employees
• Variable Hour Employees
• Seasonal Employees
as of their respective Start Dates (or may apply other designations effectively accomplishing the same
distinctions), applying factors specified in 4980H. These designations are used to determine eligibility for various
benefits in compliance with applicable state and federal laws. The Employer may re-designate or reclassify an
employee as appropriate based on re-assignment of duties, change in anticipated average hours of service,
and/or on the basis of actual average hours of service over specific measurement periods.
Hours Requirement
To be eligible for the full County benefit package, an employee must work an average of thirty (30) or more
hours per week. An employee who does not meet the thirty (30) hour requirement may still qualify for the
Wisconsin Retirement System Pension Plan and certain supplemental benefits, such as Income Continuation
Insurance (ICI), as described within this policy.
Benefits Policy – Human Resources Policies and Procedures 4
Employees designated as regular Full-Time Employees upon hire are anticipated to work thirty (30) or more
hours per week and are therefore eligible for all benefits documented herein.
Employees designated as Part-Time or Variable Hour Employees are anticipated to work less than 30 hours per
week and are therefore not eligible for the full benefit package upon hire. These employees may be eligible for
the WRS Pension Plan and certain supplemental benefits, if they meet the eligibility requirements. Hours will be
tracked as stated in the Tracking Hours of Service section of this policy to determine future benefit eligibility.
Employees designated as a Seasonal or Temporary Employee upon hire are not eligible for the County’s full
benefit package, with the exception of the WRS Pension Plan and Income Continuation Insurance, if they
previously met eligibility requirements, as described within this policy.
Contract employees, independent contractors, and other agency employees are not eligible for the County’s
benefit package.
Special rules apply to unpaid leave (See benefit provisions in the Personal Leave of Absence Policy).
Tracking Hours of Service
Health Insurance (ACA Hours Tracking)
The County tracks hours worked for determining full-time status under the Affordable Care Act (ACA) and
eligibility for health insurance as defined by Section 4980H. These tracked hours are used solely to determine
whether Variable Hour, Part-Time, or Seasonal Employees average thirty (30) or more hours of service per week
during a defined measurement period.
Under Section 4980H, the County must determine an hourly employee’s hours of service on the basis of actual
hours worked and hours for which payment is made or due. For non-hourly employees, the County may
determine the employee’s hours of service on the basis of either: (i) actual hours worked and hours for which
payment is due, or (ii) one or more equivalencies for determining hours of service, as permitted by 4980H,
provided no such equivalency has the effect, in practice, of understating employees’ hours of service. To the
extent required by 4980H, employees will also be credited with hours of service for periods of time for which no
actual service for the Employer is performed but for which payment is due (e.g., paid time off, vacation, and sick
leave).
An employee who is rehired with the County may be treated as a newly hired employee for purposes of 4980H if
he or she incurs a break in service (a period of time during which the employee is credited with no hours of
Page 50 of 62
Benefits Policy – Human Resources Policies and Procedures 5
service) of at least 13 consecutive weeks. The County will apply the rule of parity break in service rule to an
employee’s breaks in service.
Wisconsin Retirement System (WRS) and Income Continuation Insurance
(ICI) Hours Tracking
Hours tracked for WRS and ICI eligibility are conducted in accordance with Wisconsin Statutes §40.22 and ETF
administrative rules.
All Other Benefits (FTE-Based Eligibility)
Eligibility for all other County-administered benefits, such as Dental Insurance, Vision Insurance, Life Insurance,
and other supplemental or voluntary programs, is determined by the employee’s assigned Full-Time Equivalent
(FTE) status, not actual hours worked. Changes in FTE status will adjust benefit eligibility on a prospective basis.
Application of Look-Back Measurement Method
Eligibility for the County’s health insurance plan is determined under the Affordable Care Act (ACA) and Internal
Revenue Code §4980H. For purposes of determining an employee’s status as a full-time employee under the
ACA, the County will track the employee’s hours of service using the Look-Back Measurement Method, as
described in 4980H.
Initial Measurement, Administrative, and Stability Periods
The following Initial Measurement, Administrative and Stability Periods apply with respect to newly hired
Variable Hour, Part-Time or Seasonal Employees for the purposes of determining health insurance eligibility:
• Initial Measurement Period: The period beginning on the first day of the first payroll period following
the employee’s start date and ending after 12 consecutive months.
• Initial Administrative Period: The period that begins on the day following the last day of the Initial
Measurement Period and continues through the day prior to the first day of the Initial Stability Period.
• Initial Stability Period: The 12 consecutive calendar months starting on the first day of the calendar
month following the Initial Administrative Period. If the Initial Stability Period ends during the Standard
Stability Period, it will be extended to the last day of the Standard Stability Period.
Standard Measurement, Administrative and Stability Periods
Page 51 of 62
Benefits Policy – Human Resources Policies and Procedures 6
The following Standard Measurement, Administrative and Stability Periods apply with respect to Ongoing
Employees (employees employed through an entire Standard Measurement Period) for health insurance
eligibility:
• Standard Measurement Period: The period beginning on November 1 and ending October 31.
• Standard Administrative Period: The period of no more than 90 days that begins on November 1 and
ends December 31.
• Standard Stability Period: The period beginning on January 1 and ending on December 31.
Effective Date
Provided the employee is actively at work on that date, the effective date of coverage for most benefits is the
first day of the month following the date of hire, unless otherwise specified in this policy or in the applicable
benefit plan documents.
For employees who become eligible for health insurance following an Affordable Care Act (ACA) look-back
measurement period, health insurance coverage will begin on the first day of the stability period immediately
following that measurement period. The effective dates for the Wisconsin Retirement System (WRS) and
Income Continuation Insurance (ICI) benefit are defined within their respective sections of this policy.
An employee must be actively at work on the initial effective date of coverage, or coverage for the employee
and dependents will be delayed until the date the employee returns to work. An employee is considered actively
at work for an approved absence for vacation or a County holiday. For health insurance only, the effective date
of coverage shall not be delayed if the employee is not actively at work due to the employee’s health status,
medical condition, or disability.
If an employee or covered dependent no longer meets the eligibility requirements, or if employment ceases, the
coverage end date will vary by plan. Specific end-of-coverage details can be found in the Summary Plan
Documents for each benefit. Additional information regarding end of coverage, reinstatement, and return-to-
work provisions can be found in the appropriate County policies governing leaves of absence and time away
from work.
Contribution
St. Croix County provides a wide variety of benefits. Some benefits are provided automatically to the employee
at no cost, while other benefits are voluntary and require a premium contribution from the employee. The
Page 52 of 62
Benefits Policy – Human Resources Policies and Procedures 7
County participates in the Section 125 Plan, a federal program that allows employees to pay for qualified benefit
premiums on a pre-tax basis. Qualifying benefits include Health, Dental, Vision, HealthCare and Dependent Care
Flexible Spending Accounts, and Health Savings Accounts. Additional information regarding the Section 125 Plan
is available from the Human Resources Department.
Current insurance premium rates are made available to each employee through the Human Resources and/or
Finance Departments and through the Employee Benefit Guide. Premiums for benefits are paid through payroll
deduction.
Employees who elect not to participate in the County's insurance programs do not receive a payment in lieu of
insurance coverage.
Additional Eligibility Information
Additional information regarding eligibility can be found on the St. Croix County intranet site and in the
Employee Benefit Guide. See additional provisions for each benefit as defined herein. For more information
regarding non-insurance related benefits available to employees, refer to the specific benefit noted elsewhere in
the HR policies (i.e. Paid Time Off, Compensatory Time, Holidays, Leave of Absence, etc.)
Dependent eligibility varies by benefit. Please see additional details in the Summary Plan Documents for each
benefit.
Benefit Enrollment
Initial Enrollment
Employees who are designated as benefit eligible on their date of hire are eligible to begin enrolling in benefits
immediately and are provided thirty-one (31) days from their date of hire to finalize their benefit selections.
Employees who become eligible for health insurance following an Affordable Care Act (ACA) look-back
measurement period are also provided 31 days from their eligibility determination date to finalize their benefit
selections.
Benefit enrollment must be completed through the online HRIS portal or by contacting a supplemental benefits
representative before the deadline. Contact information can be found on the Benefits page of the St. Croix
County intranet site.
Benefits Policy – Human Resources Policies and Procedures 8
Employees are automatically enrolled in employer-sponsored (paid) benefits. All other benefits are
automatically waived. Employees must actively enroll in any benefits that require employee contributions if they
want to elect coverage, with the exception of the Wisconsin Retirement System (WRS) Pension Plan. Benefits
elected during an employee’s initial enrollment period will go into effect on the employee’s initial effective date
of coverage and will remain in effect until the next annual enrollment period unless the employee experiences a
qualifying status change.
Special Enrollment
If an employee experiences a “qualifying life event”, they may be eligible to make changes to certain benefits if
they apply for the change within the required timeframe and provide supporting documentation to Human
Resources. Proof of “qualifying life events” are subject to approval by St. Croix County. Approved changes are
effective retroactive to the date of the event.
Special enrollment eligibility occurs when an employee experiences a qualifying status change during the year.
Qualifying life events include, but are not limited to:
• Marriage
• Divorce or legal separation
• Birth, adoption, or placement for adoption of an eligible child
• Death of a spouse, partner, or covered child
• Change in the employees or employee’s spouse’s work status that affects benefit eligibility (for example,
starting a new job, leaving a job, changing from part-time to full-time, starting or returning from an
unpaid leave of absence, etc.)
• An employee’s spouse’s open enrollment period
• A change in a child’s eligibility for benefits
• Gain or loss of Medicare or Medicaid during the year
• Qualifying medical support orders
If an employee has a qualifying life event it is their responsibility to notify the Human Resources department
within thirty (30) days of the qualifying event to request a benefit change. Employees are provided sixty (60)
days to notify Human Resources for the birth of a child. If the employee fails to notify Human Resources of the
qualifying event within the required timeframe, they must wait until the next annual enrollment period to make
benefit changes.
Benefits Policy – Human Resources Policies and Procedures 9
Annual Enrollment
The annual enrollment period provides employees with an opportunity to review their benefit plan elections and
make adjustments to their benefits to better meet the needs of their family. It is the only time during the plan
year that employees can change benefit plans or add or drop dependents without a qualifying status change.
Annual enrollment is offered during a specified period toward the end of each year. Change made during annual
enrollment must be completed through the online HRIS portal or by contacting a supplemental benefits
representative. Any changes made during annual enrollment go into effect the beginning of the following plan
year (January 1).
Health, Dental, and Vision Insurance Benefits
St. Croix County offers comprehensive, affordable group health, dental, and vision insurance policies to eligible
employees and their qualifying dependents. The County’s health and dental insurance programs are self-funded,
with administrative services and stop-loss coverage provided by private carriers. The County’s vision insurance
program is fully funded.
Health, Dental, and Vision Contribution
If health and/or dental insurance is elected by the employee, both the County and the Employee contribute to
the cost of the insurance premiums. If vision insurance is elected by the employee, the employee is responsible
for the full vision insurance premium. Premium details are provided in the Employee Benefit Guide.
Life Insurance Benefits
St. Croix County provides two (2) life insurance options: Employer-Sponsored and Supplemental.
Employer-Sponsored
The County provides eligible employees with an employer-sponsored (paid) group life insurance plan that is
equal to the employee’s annual salary, rounded up to the nearest thousand, not to exceed $150,000. The
coverage also includes compensation for accidental death, dismemberment, or loss of sight. A beneficiary
designation is required upon enrollment in the plan.
Supplemental
Benefits Policy – Human Resources Policies and Procedures 10
The County also offers a voluntary, supplemental term life insurance policy. Employees can purchase additional
life insurance for themselves, their spouse, and/or their qualifying dependent children. If supplemental life
insurance is elected by the employee, the employee is responsible for the full insurance premium. Details
regarding policy options and pricing can be found in the Employee Benefit Guide.
Health Savings Account (HSA)
St. Croix County offers a Health Savings Account for employees who are enrolled in the County’s High-Deductible
Health Plan (HDHP). The HSA allows employees to set aside pre-tax dollars for eligible medical, dental, and
vision expenses, reducing taxable income. The funds in the HSA grow tax-free, and withdrawals for qualified
expenses are also tax-free. Employees can use their HSA funds for medical expenses incurred by themselves,
their spouse, or dependents.
County Contribution
St. Croix County contributes to the employee’s HSA, with a contribution based on the employee's enrollment
tier. The contributions are determined during the renewal process and approved by the County Board on an
annual basis. Employer contributions are made on a per-pay-period basis.
Contribution Limits
The IRS sets annual contribution limits for HSAs based on the employee's enrollment tier and age. Employees
may also make additional contributions if they are aged 55 or older.
Flexible Spending Account (FSA)
Flexible Spending Accounts (FSA) allow employees to set money aside, on a pre-tax basis, for certain eligible
expenses and then draw from the account throughout the year to pay for those expenses. There are two types
of FSA’s available to employees: Healthcare and Dependent Care.
Healthcare FSA
A Healthcare FSA allows employees to submit eligible medical, dental, and vision expenses for reimbursement.
The maximum election is determined by the IRS on an annual basis, and based on that information, St. Croix
County determines the annual maximum amount for its plan. Eligible employees can elect up to the County’s
designated plan maximum each year to deposit into their FSA. Expenses must be incurred during the plan year
(Jan. 1 – Dec 31) to be eligible for reimbursement.
Benefits Policy – Human Resources Policies and Procedures 11
Run-Out Period
The Healthcare FSA plan includes a run-out period. The run-out period refers to the period of time in the new
plan year during which account holders can file claims for expenses incurred during the previous plan year.
Additional information regarding run-out periods can be found in the plan documents and on the St. Croix
County intranet site.
Carry-over
The IRS allows employers to permit the carryover of unused Healthcare FSA amounts. The maximum carryover is
determined by the IRS on an annual basis, and based on that information, St. Croix County determines the
annual carryover amount for its plan. Any unused amounts over the carryover amount will be forfeited.
Additional information regarding carryover can be found in plan documents and on the St. Croix County intranet
site.
Dependent Care FSA
A Dependent Care FSA can be used to pay for the costs of dependent care that enable you to work. This care
may be for a child under age 13 or for older dependents, including children, spouses, and parents who are
physically or mentally unable to care for themselves. Eligible expenses include daycare, before-school and after-
school care, babysitters, and elder daycare. Eligible employees can elect up to the IRS Maximum each year to
deposit into their Dependent Care FSA. Expenses must be incurred during the plan year (Jan. 1 – Dec 31) to be
eligible for reimbursement.
Run-Out Period
The Dependent Care FSA plan includes a run-out period. The run-out period refers to the period of time in the
new plan year during which account holders can file claims for expenses incurred during the previous plan year.
Additional information regarding run-out periods can be found in the plan documents and on the St. Croix
County intranet site.
Rollover
The Dependent Care FSA does not have a rollover feature. Any unused amounts left in the account after the run-
out period will be forfeited.
FSA Contribution
Benefits Policy – Human Resources Policies and Procedures 12
When an employee elects the benefit, they determine their annual contribution amount. This amount is then
equally divided by the number of pay periods remaining in the year and that amount is deducted, pre-tax, from
each paycheck. The money is then set aside in an FSA account to be used for eligible expenses during the plan
year. The IRS sets annual contribution limits every year for FSAs.
Wisconsin Retirement System (WRS) Pension Plan
St. Croix County participates in the Wisconsin Retirement System (WRS) Pension Plan. This program is
administered by the Department of Employee Trust Funds under the auspices of the State of Wisconsin. The
WRS Pension Plan eligibility, contribution, and benefits are subject to change under the guidance of the
Department of Employee Trust Funds.
Retirement Eligibility
Employees expected to be employed for a minimum of one year and are expected to work at least two-thirds of
what is considered full-time employment (1200 hours) are eligible for the Wisconsin Retirement System upon
hire. Employees who are not expected to work at least two-thirds of what is considered full-time employment
(1200 hours) are not eligible for the Wisconsin Retirement System upon hire. However, after one-year of
employment, these employees will have their hours continuously calculated on a 12-month rolling look-back
calendar. If the employee reaches 1200 hours worked during a 12-month rolling calendar, they will become
eligible for the Wisconsin Retirement System. A new employee that has previously worked for a WRS employer
prior to July 1, 2011, will be eligible for the Wisconsin Retirement System if the employee is expected to be
employed for at least one year and they are expected to work six hundred (600) hours in a twelve (12) month
period. A new employee that has previously worked for a WRS employer on or after July 1, 2011, will be eligible
under the same guidelines as a new employee with no prior WRS employment.
Retirement Contribution
Contribution rates for the WRS Pension Plan vary with classification status: elected, protective service (certified
law enforcement), and general employee. Retirement rates are subject to annual changes based upon the
actions of the State of Wisconsin. The County will pay the employer required contribution and the employee will
pay the remaining percentage. The employee portion will be deducted from the employee’s paycheck on a pre-
tax basis. Contributions begin effective immediately upon eligibility, which is the employee’s hire date if hired as
a full-time employee. The plan is fully vested after 5 years of contributions.
Benefits Policy – Human Resources Policies and Procedures 13
Once an employee is determined to be WRS eligible, they remain WRS eligible until they terminate employment
and remain terminated for a period of 12 months, or they terminate and take a lump sum separation benefit.
Separation Benefits
If an employee terminates employment with the County before reaching normal retirement age, the employee
can apply for a separation benefit. The separation benefit includes mandatory employee contributions made to
the retirement account plus accumulated interest. Once the employee applies for and receives a separation
benefit, their account is closed and all rights to any benefit based upon the service credits earned prior to that
separation are forfeited.
Even though an employee terminates employment with the County, they may leave their contributions in the
Wisconsin Retirement System until they reach retirement age. Employees need to contact the Department of
Employee Trust Funds directly to receive a separation benefit.
Retirement Benefits
If an employee retires from the County, they can apply for retirement benefits. This application must be made
directly with the Department of Employee Trust Funds. Retirement is defined as "receiving a pension from the
Wisconsin Retirement System”.
Consultants at the Wisconsin Retirement System will assist retirees in determining which of several pay-out
options is best for their retirement situation.
Income Continuation Insurance
Disability Benefits
St. Croix County provides an employer-paid Income Continuation Insurance (ICI) plan to eligible employees. The
ICI program is designed to protect an employee’s income if they become unable to work due to a qualifying
illness or injury. This benefit provides ongoing wage replacement after an elimination period has been met.
Plan Administration
The County participates in the Wisconsin Income Continuation Insurance Program administered by the
Department of Employee Trust Funds (ETF) under the authority of Wisconsin Statutes § 40.62 and Wisconsin
Administrative Code Chapter ETF 50. This program coordinates with the Wisconsin Retirement System (WRS)
and provides income replacement based on the employee’s WRS earnings and service.
Benefits Policy – Human Resources Policies and Procedures 14
Plan provisions, including eligibility, coverage levels, and benefit calculations, are governed by ETF
administrative rules and official plan documents. If any conflict exists between this policy and the ETF plan
document, the ETF plan document will control.
Eligibility
All employees who participate in the Wisconsin Retirement System (WRS) are automatically eligible for County-
paid ICI coverage. Coverage begins on the first day of the month coincident with or following the date the
employee becomes eligible for WRS, in accordance with the rules of the Wisconsin Department of Employee
Trust Funds (ETF).
Coverage, Cost and Benefit Details
Income Continuation Insurance (ICI) provides income replacement equal to seventy-five percent (75%) of the
employee’s regular rate of pay, subject to ETF-established limits, after the employee satisfies the elimination
period.
• St. Croix County pays the full cost of coverage for a 90-calendar-day elimination period.
• Employees may elect a shorter elimination period of 30 or 60 calendar days by paying the additional
premium through payroll deduction.
o In the event ETF provides a premium holiday, the additional cost for the employee’s selected
upgrade will be waived during that period.
• During the elimination period, employees must use available paid time off (PTO) or other accrued leave
in accordance with the County’s Family and Medical Leave and Personal Leave of Absence policies.
• ICI benefits coordinate with other income sources such as Social Security disability benefits, workers’
compensation, WRS disability retirement, paid leave and other wage-replacement programs, reducing
the benefit as required by ETF and plan provisions.
Claims and Administration
Claims are administered by ETF’s claims administrator in accordance with Wisconsin Administrative Code
Chapter ETF 50. Employees must file a claim within the timeframes and according to the procedures established
by ETF. Detailed information about filing, benefit duration, and offsets can be found in the official ETF Income
Continuation Insurance Plan Document.
Deferred Compensation Programs
Benefits Policy – Human Resources Policies and Procedures 15
St. Croix County provides eligible employees the opportunity to invest in several 457 Deferred Compensation
programs. Employees are eligible to participate in the plans as of their start date with the County and thereafter.
Participation is voluntary and provides a convenient way to save for retirement through payroll deductions.
Contribution levels are determined by the employee, up to the IRS maximum, and are payroll deducted. The IRS
determines maximum contribution limits on an annual basis. Materials regarding the deferred compensation
programs are available from the Human Resources Department and on the St. Croix County intranet site.
Employees can contact Deferred Compensation representatives by phone or email, or they may attend face-to-
face enrollments. Deferred Compensation representatives are typically on site at each location on a quarterly
basis. Employees may attend a face-to-face meeting with a Deferred Compensation Representative during work
hours with supervisors’ approval.
Health and Wellness Program
St. Croix County understands that employees are at their best when they are healthy. To promote health and
wellness and help employees better understand their health risks and achieve their health goals, St. Croix
County offers several comprehensive health and wellness programs. Additional information can be found on the
St. Croix County intranet site and in the Employee Benefit Guide.
Employee Assistance Program (EAP)
St. Croix County employees have access to an Employee Assistance Program that provides a wide range of
information and resources designed to help employees navigate through life’s challenges successfully. Employee
Assistance Programs typically offer counseling, coaching, and training for employees wanting help with
communication, work/life balance, relationships and family, workplace conflict, depression and anxiety,
finances, legal issues, and stress management. The overall goal of EAPs is to restore the health and well-being of
employees. Additional information can be found on the St. Croix County intranet site and in the Employee
