Discuss and consider, boat ramp permit tag display and use policy-Park Ranger Chair Berke reported that there have been some issues with compliance on the new permit tags. Rules are right on the permit itself and people are given a handout when purchased at the Town Hall. Ranger Becker reported that after Town of Troy Park Board Minutes, July 25, 2023 APPROVED Page 2 of 6 getting a citation, people will say they left it at home or it was in the glove compartment, of left on a different boat/trailer. If people want tickets expunged, Ranger Becker has always told them they can appeal to the Town Board as that what the Town Attorney had previously told them. Ticket process was reviewed; apparently if people wish to dispute a ticket they will have to do it in court. They can always speak during public comment at Town Board meeting. The rules sign at the boat ramp will be updated to include the new permit process/rules. Chair Berke will check with clerk’s office to see what citations have been paid and to make sure recycling center is giving out the rules handout with seasonal permits. Suggested that the rules are also posted on the website with abbreviated instructions. Discuss and consider, request from Harriet Enloe for memorial to honor Bob Enloe, original organizer for Glover Park Chair moved item g. under Glover Park to be discussed at this time. Chair Berke introduced Harriet Enloe and her son, Andy who accompanied her. She gave a brief history of the development of Glover Park, highlighting the work her husband did in the original development of the park. She expressed how proud she was of the park and how it has evolved over the years since its beginning. Her husband, Bob Enloe, recently passed away and the family is asking for permission to install a bench in his honor. The Enloe family would like to donate up to $2,000 for the memorial. Chair Berke has park catalogues to explore options, and to also observe benches in neighboring city parks. She suggested placing the bench near the original ball field, memorializing Bob’s work on what is now called South Field. Harriet also provided some old photos of Bob and other residents, including student 4-H volunteers from activities at the park when it was being developed and enjoyed. Berke volunteered to display some photos on the “parks bulletin board” at the town hall, highlighting the original history of the park. Subcommittee to be Chair Berke and member Swanson, who will meet with Harriet in the near future to make bench recommendation and memorial plaque. 6. Discuss and consider, possible CPR training for Park Rangers-Supr. Gruber Supr. Gruber sent info to Ranger Gunderson if he wants to take the CPR training. Rangers Minnich and Becker were not interested as there’s such a small chance they would happen to be at a park during a medical emergency. Supr. Gruber also noted it’s not in the Rangers’ job description to perform CPR. 7. Budget Review of Park Revenue/Expenditures; Expenditures & Funds, year-to-date 2021; Approval of Invoices The 2023 park revenue and expenditures from January 1, 2023 – July 25, 2023 as prepared by the Town Clerk, were reviewed. Activity level Clerk’s office informed Chair Berke today that someone had prop and brakeline damage at the ramp from the dropoff. Not a dock issue, it’s the cement slabs. Member Wusterbarth had someone tell him of an issue on the other side of the slab as well. To be on August agenda with more specific ideas on how to address it. Boat ramp use has been very high. b. Discuss and consider, repair of dock and gangway platform Ranger Becker has volunteered to replace rotting boards on the platform. He is working with Rick Jenson, who has ordered the materials. Glover Park: a. Update report, trimming overgrowth vegetation on trails-Jill Berke Chair Berke reported that Summit Loop and Bluff Trail has been trimmed by Lawn Barbers. Ranger Minnich trimmed Oak Trail in sections. Woodland Flower Trail has been cleared. b. Discuss and consider, fencing along Blume property by owner, adjacent to Glover Park Chair Berke reported that Russ Blume is going to put up some sheep fencing on the west border along his property to keep people and dogs away. No permits required or rules on fencing in zoning code. Park Board supports this. c. Discuss and consider, Bike Repair Station update report and estimates to consider-Subcommittee Chair Berke and subcommittee members Swanson and Rowekamp met with Kelly Massie of Croix Valley Carpentry and discussed how to build the structure. Estimate $2,838 materials, labor $2,100, concrete pad from Halverson Concrete will be $900 since they will use leftover concrete from a bigger job. Grant was for $5000, this is over that. Spent $2146.80 on the repair station itself for a grand total of $8,038.66. Subtracting $5,000 for the grant that was received, would need an additional $3,038.00. Suggested asking for up to $3,500 just in case but anticipating less. Member Swanson moved that the Park Board recommend to the Town Board to use impact fees for an overage of $3,500 for the bike repair/shelter and concrete pad in addition to the $5,000 grant from the Hudson Hospital Foundation; second by Chair Berke. Discussion. Motion unanimously carried. d. Discuss and consider, fencing project at South Field Chair Berke reported that member Schneider has been in touch the two ball teams on getting the fencing back up at the South Field. She’s only heard back from River Falls team. If Ranger Becker and Dennis Berke can dig the holes and member Schneider and her dad can help, they can get it done on a September weekend. New person leading the River Falls ball organization; member Schneider will reach out again. Member Town of Troy Park Board Minutes, July 25, 2023 APPROVED Page 4 of 6 Rowekamp will contact the River Falls school coach to see if they have any kids who need volunteer hours. To be on August agenda. e. Discuss and consider, bid for Forest Management Project-Jill and Mark Swanson As reported by Chair Berke and member Swanson, it was difficult to find foresters interested in bidding on this project. After several follow up calls from both members, a bid was received by Premium Tree Protection Service. Josh Weyrens from PTP Service met with Chair Berke and member Swanson at Glover Park along with DNR Forester Andy Ciurro. Plan is to mark trees this fall and he will identify areas to bring equipment in to minimize any damage. Total cost for marking is $715 and administration is $1,200 for a total of $1,915.
