5. Status report, Park Ranger position hire
Supr. Knapp reported that they had two excellent candidates for the Park Ranger
position; Marsha Mose was hired and she’s started training. If Town has another
opening, they will contact the other candidate. Chair Berke will invite her to an
upcoming meeting.
6. Accommodation recognizing outgoing Park Ranger Mike Minnich
Chair Berke would like to acknowledge Ranger Minnich with a certificate of
service. Discussed and consensus is to present a plaque instead. Chair Berke
will reach out to Mike about attending July meeting.

year-to-date 2023/24; Approval of Invoices

2024 as prepared by the Town Clerk, were reviewed. Chair Berke will ask Clerk’s
office for year-to-date numbers if possible. Town Board approved additional $50
for any member filling in to take minutes going forward, Chair Berke will check
with Ben to see if this is retroactive as well. Income: $2,233.77. Expenses:
$6,396.07. Member Swanson moved to approve the profit and loss detail report
as submitted; second by member Schneider. Motion unanimously carried.
8. Park & Recreation Reports
Cove Boat Ramp:
a. Discuss and consider, activity including high water impact-Joe
Wusterbarth
Water level is at 685.7, supposed to crest June 28th at 687.5. Very high,
especially for this time of year. Ramp has been busy but it’s No Wake.
b. Discuss and consider, ash tree removal, JCE Tree Service
Public Works, crew member Rick is going to have JCE remove the ash
trees once the water goes down.
Glover Park:
a. Discuss and consider, activity level
Chair Berke reported park is consistently busy with pickleball court use,
hikers including dog walkers, and the playground. Ball fields are being
used.
b. Discuss and consider, clearing of overgrowth on trails
Town of Troy Park Board Minutes, June 25, 2024 APPROVED Page 3 of 5
Discussion on clearing trail overgrowth, especially on wooded trails.
Chair Berke contacted a resident volunteer to clear Omaha Access, and
he’s done that. All trails except Eagle Trail need to be cleared. Could ask
Rangers if they want to earn the higher rate to do that. Public Works
member Jensen doesn’t think they would have time to do the job. Could
also hire a company to do it. Supr. Knapp reported that the Town Board
is open to having the St. Croix Correction Ctr. do work but they wouldn’t
have time until August per member Schneider. Member Swanson
suggested seeing if they’ve had any cancellations.
Chair Berke moved to have the June overgrowth on Oak, Bluff, Woodland
Flower, Red Tail, and Summit Loop trails taken care of either by the
Correctional Center crew if they can do it by July 2nd, and if they cannot,
see if Park Rangers can do it by July 2nd, or have Administrator bid it out
if the Rangers cannot; and to reach out to Correctional Center to see if
they’re available late Aug. for second cutting; second by member
Wusterbarth. Discussion on equipment. Motion unanimously carried.
c. Discuss and consider, updated information regarding St. Croix
Correctional Center work program-Alicia Schneider
Member Schneider reported there is no fee for the deputy assigned to the
crew. No monitoring/oversight needed from Town with exception of
guidance on the project. Park would have to be closed when they’re
working in Glover Park. She will get back to Chair about availability of
correctional center crew after talking with Captain Anderson.
d. Discuss and consider, roof replacement for Hein East Pavilion and
Storage Building
Rick got bid from Jonas, who did the roof for the bike repair station and
recycling center. If tearing off and replacing shingles, the cost would be
$2100 for restroom and $4500 for the pavilion. If doing a steel roof, they
would go over the top of the shingles for $8650 (bid doesn’t breakdown
between the two buildings). Metal roof would last longer, less
maintenance. Should probably be bid out as well. Discussed repairing the
shingles instead. Chair Berke moved that we ask Ben to either have the
public works crew or if appropriate different companies to give us a bid on
cost to repair the missing shingles on the Hein East Pavilion and the
storage building and bring back to a future meeting; second by member
Schneider. Motion unanimously carried.
e. Discuss update report, Enloe memorial park bench, bike repair
station & playground projects
Chair Berke presented the language on the memorial plaque. Bench is in
place. Pella Engraving provided a quote of $227.54 for a 7” tall, 8” wide
zinc sign. Chair Berke will order it. Wood fiber was blown into the
playground box this week and it looks great. Rick and Troy replaced
some of the rotting box frame. Will have to add more fiber every 2-3
years. Bike repair station signage will go up soon.
f. Discuss, report of recent and future ball tournaments and overflow
parking
Town of Troy Park Board Minutes, June 25, 2024 APPROVED Page 4 of 5
Chair Berke said that working with the Rangers during the tournaments
and the sandwich board signage worked well. Pickleball court parking will
be paved when the road gets resurfaced. Chair Berke moved to
recommend to the Town Board that the overflow and current grass parking
area for pickleball court visitors be prepared for paving by the Town’s
public works crew and be paved by the St. Croix County Highway Dept.
when the park road and parking areas are going to be patched and re-
sealed this summer; second by member Swanson. Motion unanimously
carried.
g. Discuss and consider, underground pest control management
Member Schneider hasn’t heard of any continuing issues.
h. Discuss and consider, review signage for walking path easement to
park entrance road – Chair Berke
Chair Berke presented the proposed language for signage for the walking
path easement at park entrance. Consensus is to order two signs: one
that reads “Walking trail to Glover Park” with an arrow and one that reads
“Glover Park” with an arrow. Chair Berke will order and work on getting
them installed.
i. Continued discussion and consideration of coordinated plan for
forest management, trail marking and trail restoration projects; and
status of projects
Discussed removing buckthorn before the normal late fall treatment,
member Sumner has volunteered to work on this. Discussed sanding and
painting the trail marker posts; may be able to add this project to
Correctional Center job in August. Member Swanson also offered to
volunteer on preparing the used stakes for trail marking project. Member
Sumner will cut marker material in his garage.
j. Discuss and consider, notice regarding bicycles, including electric
bikes on trails
Discussed signage options for showing that bikes are prohibited on trails.
Member Swanson moved to put signs in 3 places (Woodland Flower, Oak,
and Bluff Trails) with a bicycle with a slash through it; second by member
Wusterbarth. Motion unanimously carried.
Pemble’s Access:
a. Discuss and consider, activity and temporary closing due to high water
level-Mark Swanson
Pemble’s has been closed for almost 3 weeks. Water level today was 685.7, 12
parking spaces are under water. Public Works and member Swanson keep an
eye situation. Trash cans are ok.
b. Discuss and consider, ash tree removal, JCE Tree Service
JCE will remove ash trees, as marked, when the water goes down.
9. Correspondence
Town of Troy Park Board Minutes, June 25, 2024 APPROVED Page 5 of 5
Chair referenced TAP grant was received by county for Phase 2 of the offroad
trail off Highway 35 near county’s newest park, Eckert Bluffland Park and route
toward Willow River Park. Reference by Supr. Knapp, noting that town roads
needing work are underfunded and that widening road shoulders for bike routes
adds additional costs.
10. Announcements and request for future agenda items
Items include plaque for Ranger Minnich, report from bike subcommittee,
preliminary budget planning, ball contracts. Supr. Knapp gave update on filling
open Town Board seat.
11. Adjournment
Member Swanson moved to adjourn the meeting; second by member Sumner.
Motion unanimously carried. The June 25th, 2024 meeting of the Town of Troy
Park Board adjourned at 8:49 p.m.
Next Meeting: July 23, 2024
Respectfully submitted,
Amanda Randall
