6. Park & Recreation Reports
Cove Boat Ramp:
a. Discuss and consider, activity
Chair Berke reported activity is slowing. Member Swanson noted that
Ranger Mose mentioned that a lot of fishermen are done fishing before
the ramp opens at 6:00 a.m. JCE Tree Service will remove the ash trees
at a future date.
Glover Park:
a. Discuss and consider, activity level
Chair Berke reported consistent use of the park. Pickle ball players have
been bringing their own nets since nets have been stored. Hikers and
dog walkers are enjoying the park.
b. Discuss and consider, trail restoration project status report and
action by Town Board
Chair Berke reported that the Town Board appointed Supervisors
Schneider and Knapp to contact Hunter Rust,Trail Source to see if he’s
interested in the project for next year at the quoted amount of $20,790.
Supr. Schneider spoke with Hunter on Friday; he will complete the
proposal details as requested and get a revised bid to her; she will review
with Supr. Knapp. They can sign off on it as long as it meets the bid
specs. Timing on the project is to be determined.
c. Discuss and consider, draft plan to eradicate or prevent invasive
species-Gary Sumner
Member Sumner’s draft plan to eradicate buckthorn, amur maple,
burdock, and garlic mustard was reviewed. Buckthorn is the largest
problem; he likes the current spraying program but would like to have the
St. Croix Correctional Center crew come in during early spring to follow
up and pull the smaller plants. Garlic mustard pulls easily in May-June; if
pulled consistently it should be gone in five years. Main infestation is at
the entrance to the park with some other small areas.
Buckdock control is done by cutting the seed stalks in late Aug.-Oct.;
member Sumner cut a bunch today that needs to be picked up for
disposal. Amur maple spreads quickly, there is a main stand of these on
the southern Eagle Trail and north of Eagle Trail. Dan Cain, with Habitat
for Creation has done some work on this. Can be cut any time of year
and can go into a brush pile. There is also some prickly ash to keep an
eye on. Member Sumner put together a calendar showing when to work
Town of Troy Park Board Minutes, November 26, 2024 APPROVED Page 3 of 5
on which plants. Park Board members agreed to continue work on the
invasives eradication plan next year. Chair Berke thanked those who
have volunteered toward this effort.
d. Discuss and consider, trail marking project completion-Gary
Sumner
Member Sumner reported the posts are in and the markers are up. A few
nails are left in trees because the heads came off when he was trying to
remove them; holes have been pasted to prevent any damage. Chair
Berke and member Rowekamp said posts and markers look great and
are a huge improvement. Chair Berke thanked members Swanson and
Sumner, and resident volunteer Dennis Berke for their work on this
project. Member Missy suggested marking the trees that still have nails in
case they are harvested some day; member Sumner noted he has a map
showing them.
e. Discuss and consider, Habitat for Creation plan for treating
buckthorn this fall-Chair Berke
Chair Berke reported that Dan Cain, Habitat for Creations is planning to
do basal treatment next week on the section on north side and along the
fence line on Eagle Trail. Member Sumner mentioned the far south area
near Omaha Access needs work; Chair Berke will discuss with Dan Cain.
She will ask him to treat any amur maple that he sees.
f. Discuss and consider, repair of Hein East Pavilion shingles/roof
Chair Berke had reported last month on the shingles that need to be
replaced on the East Hein Pavilion. Chair Berke reported that the
contractor referred by Public Works member Jenson did not follow up with
Administrator Jansen. Supr. Enerson referred Greg Tschumper of G&K
Handyman Services and he will take a look at it. Chair Berke will
coordinate. Could also consider securing the picnic tables so kids stop
moving on them to climb up to rip off the shingles.
g. Appoint subcommittee to review park ordinance related to bike use
on hiking trails
Ranger Becker has noted the ordinance is unclear on if bikes are allowed
on the hiking trails. There are a couple signs prohibiting bikes on the
wooded trails. If people come in on bikes on Omaha Access, where can
they go? Are electric bikes allowed? Chair Berke, members Missy and
Rowekamp to be the subcommittee to do additional study and present at
future meeting.
Pemble’s Access:
a. Discuss and consider, plan to repair damage on entrance road
The Town’s front end loader damaged the edge of the pavement. Public
Works will repair, probably next spring.

Bike/Pedestrian Routes
a. Discuss and consider, Town Board action/recommendation for
Riverside Bike/Ped Route
Chair Berke reported that the bicycle/pedestrian route the Park Board
approved, as recommended by the Bike/Pedestrian subcommittee was
tabled at last week’s Town Board meeting. The Riverside Route maps out
route from the northern end of Glenmont Rd., to Skyline Dr., to Delander
Dr., through Troy Village, to S. Cove Rd., to Ahrens Rd., to E. Cove Rd,
with option to cross Co. Rd. F, continuing toward Townsvalley Rd. Troy
Village HOA President Jill Klanderman met with the subcommittee on
July 16 and recommended the route through Troy Village that was
considered and approved by the subcommittee in August; and approved
at the Aug. 27th Park Board meeting.
Crossing Co. Rd F was a concern as discussed by the Town Board.
Subcommittee member Paul McGinnis presented various options related
to the Co. Rd. F crossing at the Town Board meeting. Supr. Schneider
reported that there were residents of Troy Village who spoke during
public comment expressing concern over the route going through their
neighborhood, concerned with road width and existing traffic on their
roads. At town staff meeting there was discussion with Town Attorney
Ron Siler on potential liability issues of crossing Co. Rd. F. Supr.
Schneider also reported that there were a few Town Supervisor
comments that they would like to see some proposals to have a
dedicated bike/ped trail somewhere within the Town using grant
money/funding sources/impact fees.
Chair Berke referenced bike/ped projects in town of Hudson and St.
Joseph using grants for improving bike and pedestrian access to Eckert
Bluffland County Park, Willow River State Park, and the St. Croix River
Crossing.
Plan Commission will be looking at future bike routes as part of their work
on updating the Comprehensive Plan. Town Chair Doug Rowen made
comment, noting the big question the Town has is where do we want
bikes to go in the Town and why; there was discussion on safety and
liability issues. Also, unless it’s a working document, be very careful
about plans related to safety and liability issues. Work will continue on
this matter.
b. Discuss and consider, other information related to bike/pedestrian
routes
There was general discussion on future plans for bike/pedestrian routes.
General:
a. Discuss and consider, 2025 budget approval by Town Board-Supr.
Schneider
Chair Berke reported the budget was approved in the amount of
$107,950.00.
