ANNUAL TOWN MEETING The Annual Meeting of the Town of Troy was convened by outgoing Town Board Chairperson Ray Knapp at 7:00 p.m. on Tuesday April 18, 2023, at the Town Hall. Town Board members present were Chris Gruber, Lowell Enerson, Jan Cuccia and Doug Rowen along with outgoing board members, Ray Knapp and Suzanne Van Mele. Others present included Administrator/Clerk-Treasurer Jennifer Clark, Kathy Enerson, Jill Berke and Ruth Knapp. The meeting opened with the Pledge of Allegiance. Chairman Knapp thanked the present Town Board Supervisors for their service. REVIEW AND APPROVAL OF THE 2022 ANNUAL MEETING MINUTES – A copy of the Annual Meeting minutes from April 19th, 2022, were presented. Ray Knapp made a correction to page 2, 2nd bullet from the bottom. Jill Berke, 246 Carlson Lane, moved to approve the 2022 Annual meeting minutes. Seconded by Ruth Knapp, 521 Trillium Lane. All in favor, motion carried. PRESENTATIONS: Ray Knapp: Ray Knapp thanked Suzanne Van Mele and Gail Anderson for their service to the Town as Board Supervisor #1 and Clerk/Treasurer. He also welcomed Chris Gruber to the Town Board as Supervisor #1 and Jennifer Clark as the Town Administrator. Also recognized was Kelly Neidermyer as the Town Deputy Clerk/Treasurer. Jennifer Clark: Reviewed the 2022 Financial Statements as prepared by Auditor, CliftonLarsonAllen LLP Lowell Enerson: Reported on the Roads and Recycling Center Suzanne Van Mele: Provided standard procedures and purpose for obtaining burning permits and other public safety recommendations. Doug Rowen: Provided updates on the 2022 Plan Commission Activity, ARPA review and Communications within the Town. Jan Cuccia: Provided and reviewed the history of activity of Town Zoning. RESIDENT COMMENTS/QUESTIONS: Art Feyereisen moved to adjourn the annual meeting at 8:17pm. Seconded by Jane Dreis. All in favor, Motion Carried. No alternative date was set for Annual Town Meeting in 2024, so per WI State Statute, it will be April 16th, 2024, the third Tuesday in April. These minutes were taken at the Annual Meeting of the residents of the Town of Troy on the 18th day of April, 2023.
