Park & Recreation Reports Cove Boat Ramp: a. Discuss and consider, activity level Activity is picking up. b. Update report, ash tree clearing and other maintenance matters-Joe Wusterbarth Member Wusterbarth marked the ash trees to be removed following the Park Site Tour. Two small trees he didn’t mark but they are so small they can just be pushed over. Chair Berke contacted Windmill Marina, who will be out on Thursday to reset the boat ramp as it has floated out of place. Can still launch from the current location but would be challenging. Glover Park: a. Discuss and consider, activity level Chair Berke reported she’s been at the park a fair amount and it’s been busy. Many children and families at playground, hikers, and pickleball court are very popular. West pavilion and kitchen were in use this weekend for a graduation party. b. Discuss and consider, overflow parking for tournaments, including additional Park Ranger on duty to direct parking-Chair Berke There is a tournament this weekend, Fri.-Sun., and the following weekend Fri.-Sun. Ranger Becker reached out to Chair Berke about having 2 Rangers on duty to direct the overflow parking; they have permission to direct parking into the overflow field at Town of Troy Park Board Minutes, May 28, 2024 APPROVED Page 3 of 5 the beginning of each game, as needed. “Tournament Parking” sandwich sign to be used. The goal is to have parking available for other visitors to the park during tournaments. Member Schneider noted it’s usually a two-hour turnover for games/spectators. Member Schneider will get the schedule and Chair Berke will forward to Rangers. Rangers will not be there the entire day. c. Discuss and consider, storage shed replacement, River Falls ball organization- Alicia Schneider Replacement of River Falls’ deteriorating shed was discussed at the site visit. It would be in the same footprint but with the door facing the North field. The shed is at the expense of the River Falls Ball Organization, and they would tear down or haul away the old one. Member Swanson moved to approve the River Falls ball team purchasing a new shed and removing the current shed with the door facing north; second by member Schneider. Supr. Knapp stated this doesn’t need to go to the Town Board since they’re not changing size or location. Motion unanimously carried. d. Discuss and consider, additional fencing at North Field and fence caps-Alicia Schneider River Falls ball team is asking if the Town is willing to support the purchase of a 10’ fence extension so that the fence matches up to the foul line. Now that the field is squared up again, the fence is about 10’ short of the foul line. Not in our budget but we can consider impact fees to pay for it; cost would be minimal. Teams would handle the installation. Member Swanson moved to purchase an additional 10’ of fencing at the North field so the fence matches the foul line, to be installed by the ball organizations; second by member Wusterbarth. Discussion. They can use the leftover concrete the Town has at the park. Motion unanimously carried. e. Discuss and consider, planning for removal of buckthorn, amur maple and other invasives At the site tour, the two foresters discussed how the Town should be more aggressive in removing buckthorn and pointed out some amur maples, another invasive, should also be removed. Chair Berke will ask Dan Cain with Habitat Creations to attend a future meeting to discuss plans and cost. f. Discuss and consider, plan for exterminating underground pests; and oak wilt treatment plan As member Sumner is a Master Naturalist, this will be discussed at a future meeting. Discussed methods of exterminating underground pests that are living under the ball fields. Activity usually keeps pests away but will continue to monitor with the ball teams. Member Schneider moved to authorize purchase of the appropriate pest control gummies and to work with River Falls ball team to monitor the situation; second by member Swanson. Motion unanimously carried. g. Discuss and consider, signage to mark walking path easement into park on entrance road Chair Berke explained there’s an easement going into Glover Park behind the Duntley house and other neighbors that the Town mows for access but isn’t marked for the public. Chair Berke will work on sign verbiage for next meeting, something like “walking Town of Troy Park Board Minutes, May 28, 2024 APPROVED Page 4 of 5 entrance to Glover Park.” Member Wusterbarth moved to put up two signs to mark the easement to Glover Park: second by member Schneider. Motion unanimously carried. h. Discuss and consider, coordinated plan for forest management, trail marking and trail restoration projects Chair Berke noted that the Town Administrator will be meeting with the Park Board in June to discuss use of impact fees. Money hasn’t been budgeted to restore trail widths and are looking at ways to fund this work. Oak Trail is most in need of clearing but Bluff Trail and Woodland Flower also need attention. If impact fees can’t be used for this project money would either need to come out of the budget or wait until next year. Trail marker posts are in, but they need to be sanded & painted. Public Works are too busy to do this right now. Discussed using the St. Croix Correctional Center Boot Camp inmate crew as suggested at an earlier meeting and referred to the Town Board for consideration. Posts then need to be put up. Member Sumner volunteered to cut the reflective marker material, recently received from 3M representative. Member Schneider will bring more information on the SC Correctional Center Boot Camp program to the June meeting. Could also potentially use Boot Camp crew for buckthorn removal, and eventual planting of new trees for re-forestation project. Pemble’s Access: a. Discuss and consider, activity level Member Swanson reported good activity, constant traffic. Water has been high with all the rain. b. Update report, ash tree clearing and removal of debris-Mark Swanson Member Swanson marked ash trees to be cleared, all the trees on the beach are ash. Sides of the road going down were brush cut by Public Works crew. They will also clean up debris, as needed. General: 9. Discuss and consider, appointment of additional member to Bicycle/Pedestrian subcommittee; and May 9th meeting report – Chair Berke and Shanna Rowekamp Appointment to be discussed at the June meeting when we have a full board present. Subcommittee met May 9. Supr. Enerson gave a report on upcoming Coulee Trail road project and possible Mann Valley Dr. rural road grant from the state, that the Town has applied for. Discussed requirements of these grants. Subcommittee discussed bike routes in Troy, and future signage, in addition to the county’s designated/signed bike route currently connecting Town to Hudson and River Falls. Need to discuss more, and recommendations will come to the Park Board for recommendations to the Town Board. Will meet again in about a month. 10. Correspondence Chair Berke received an email from a resident who was unhappy about being ticketed as he overlooked getting his boat ramp permit when on site; she sent his message to the Clerk’s office. Noted that the Ranger can decide to rescind the citation or not. 11. Announcements and request for future agenda items Concrete pad for bench and repair station is being poured on Thurs. by Selleck Concrete with any preparation by Public Works crew. Chair Berke has been in contact with Mrs. Enloe about the memorial plaque for the new bench; the plaque will describe Bob Enloe as founder of the park. This memorial gift will help set a policy/guideline on future bench donations. Chair Berke is working with “Rent A Flash” Sign vendor on signage for bike repair station, which will be installed at park entrance, and at repair shelter.
