5. Budget Review of Park Revenue/Expenditures; Expenditures & Funds,
year-to-date 2021; Approval of Invoices
The 2022 park revenue and expenditures through December 2022, as prepared
by the Town Clerk, were reviewed. Member Freund noted the capital outlay for
Omaha Trail and South Field reconstruction equals $31,255.98 not $24,950. The
difference of $3,694.50 is for 3 years of WiFi service which isn’t shown under
Glover Park expenses. Jennifer will provide updated report for Feb. meeting.
Supr. Knapp suggested clarifying with Jennifer that the amount is for service and
not the installation.
Member Freund moved to accept the income and expenditures as tabulated by
the Town Clerk for December 2022 with the pending adjustments for the WiFi
expenditure and wait for Jennifer’s final report in Feb; second by member
Swanson. Motion unanimously carried. Income year-to-date through December:
$13,959.45; expenses: $70,680.75. Impact fees available: $54,648.35; county
park fund balance: $61,894.45.
6. Park & Recreation Reports
Cove Boat Ramp:
a. Discuss and consider, activity level
Chair Berke noted there’s parking available next to the boat ramp for
winter use, and a pathway is cleared to access the river; excessive snow
so far this winter. Member Freund noted less activity this year with a lot
of snow and not good quality ice.
b. Discuss and consider, status of new permit process
Park Board reviewed the new annual permit tags. Directions are printed
on the back. Deputy Clerk Kelly Neidermyer is already issuing, no
problems so far. Permits are good for one year from date of purchase.
Glover Park:
a. Discuss and consider, activity level
Chair Berke reported there’s continued use through the winter in spite of
the excessive snowfalls; trails and maintained pathway to restroom are
being used.
b. Discuss and consider, appointment of subcommittees for forest
management project
Subcommittee to be member Swanson and Chair Berke who will meet to
plan next steps for the thinning of trees and future replanting of seedlings
at Glover Park per the DNR approved plan.
c. Discuss and consider, update report, WiFi project – Peter Reese
Member Reese reported that he was at the community building at the end
of Dec. and set up public WiFi SSID; it shows up as available network &
no password is needed. There is another SSID that is secure with a
password. He was able to access the network from the East Pavilion
area, demonstrating that it has good range. He also helped with putting
announcement out on town website for the public to be updated. Chair
Knapp reported that Park Board members will be getting Town email
addresses for security and FOIA reasons in the future.
