6. Discuss and consider, impact fee schedule for parks and recreation-Chair
Berke
After Chair Berke brought it up at the annual meeting, Doug Rowen asked Town
Administrator Ben Jansen to look into the status of the available impact fees for
parks. She and member Wusterbarth will meet with the administrator to review
past impact fee accumulative records, and the format of older financial reports.
Will report back in May.
7. Park & Recreation Reports
Cove Boat Ramp:
a. Discuss and consider, update report, re-striping project
Ranger Minnich will complete the parking space striping at the ramp and
up the hill; it has been 2 years since done. Ranger will also stencil a
handicap marker on the pavement (also to mark at Glover Park).
b. Discuss and consider, updating the rules sign to include annual
permit changes
Rules sign didn’t get updated last year to reflect new annual permit
process and other updates recommended by the Rangers. Chair Berke
will contact Lebo Sign who has provided updated signage (adhesive
backed) in the past for changes.
Glover Park:
a. Discuss and consider, buckthorn removal project-Gary Sumner
Member Sumner will continue this season to pull buckthorn from the Bluff
Trail. He also looks for burdock to pull; it needs to be picked up and
burned. Chair Berke talked to Public Works crew member Rick today, and
crew can pick up and dispose the material. Discussed the possibility of
sending notice to neighboring residents to encourage them to eradicate
buckthorn on their respective properties. Discussed other invasive plants.
b. Discuss and consider, field(s) preparation and general information
related to ball organizations and upcoming season schedule-Alicia
Schneider
Member Schneider reported that both teams have sent in their contracts.
Hudson is not using the concession stand this season, hosting one
tournament June 14-16. River Falls will be using concessions for their
two tournaments May 31-June 2 and June 7-9. Jason Fredrickson, River
Falls team representative, worked on South Field infield and it looks
much better. They may come to the Park Board to ask for funds for new
infield material.
Suggestion to use Round Up herbicide on the fence line/dugout areas to
eliminate the massive weed growth. River Falls is willing to handle the
spraying if the Park Board pays for it. Would still need to post it for the
public awareness. Member Swanson moved to purchase Round Up for
fields at Glover Park, second by member Rowekamp. Discussion. Motion
Town of Troy Park Board Minutes, April 23, 2024 APPROVED Page 3 of 4
amended to read “purchase Round Up or generic equivalent from Town
shop, or to purchase locally up to $50 in cost.” Motion carried.
Supr. Gruber and member Schneider were going to review the current
ball organization contract. Meeting hasn’t happened yet; a
recommendation needs to be made to the Town Board soon. Member
Schneider will reach out to him again. Contract expires at the end of
2024. To be on May agenda.
c. Discuss and consider, playground surface replacement project
The Park Board has budgeted $8100 for the engineered wood fiber
material. Jill will meet with Matt from Sylva Corp. at Glover Park on May
2; other members are invited to attend. Road crew will have to remove
the sand since it’s infested with sand burrs. Board will inspect the
playground surface situation during site visit to determine if the border
also needs to be replaced.
d. Discuss and consider, memorial bench project update
Chair Berke reported that the memorial bench will be placed between the
walking path and the South Field as desired by the Enloe family; she will
meet with Rick later this week to mark the location for cement pad. Bench
was purchased last year with donation ($2,000) from the Enloe family. She
will ask Rick if leftover cement from post project can be used for the
project. She will review verbiage with Harriet Enloe for engraved plaque to
honor park founder Bob Enloe.
e. Discuss and consider, planning for trail improvement projects
Member Sumner will touch base with Supr. Lowell Enerson who has posts
he would like to donate for the trail marking project.
Member Sumner will reach out to his contact at 3M on the reflective
material for trail markers. Reviewed the marker locations. Member
Wusterbarth will reach out to Jim Freund to see if he has any contacts at
3M. Can discuss further at site visit because we’ll need to coordinate the
logging/forest management plan with trail project; will review this at that
time with Josh Weyrens, contracted forester and Andy Ciurro, DNR
forester.
Discussed the option of using park impact fees to widen the trails back to
their original condition in the wooded area of the park. Potential
July/August project. Member Sumner’s tree concerns will be addressed at
the site visit. He noted that ash trees on north edge of Eagle Trail should
be removed as they are infected with ash borer. Will look at them at site
visit. There’s also a cherry tree that needs to be removed. Berke noted
that red pines along Eagle Trail weren’t marked for removal and this
needs to be addressed with the foresters. Chair Berke will reach out again
to the Town Board about using the St. Croix Correctional facility boot
camp crew for projects, including future tree planting. Member Sumner is
concerned about what will be done with the slash after logging has been
done. Will discuss at site tour. Site tour is May 13th at tentatively 3:30,
member Rowekamp volunteered to take the minutes.

needed with site preparation.

a. Discuss and consider, recommendations to Chapter 39 ordinance
violation fees related to parks – Supr. Gruber

Valley Drive for future reconstruction; if shared funding is approved, it will
