8. Discuss and consider, review and make recommendations related to
Chapter 39 and 109
Reference made to the Town Staff’s Dec. review of the Park Board’s
recommended changes to Chapters 39 and 109 that provided
comments/questions and additional recommendations on some items. The Park
Board reviewed the comments and questions, and is forwarding the following
recommendations to the Town Board.
1. Chapter 39 Citations: consensus is that $100 is a satisfactory fee for citations.
2. Chapter 39 – yes, doublecheck that all items are corresponding to match the
revised ordinance.
3. 109-7(B) Pemble’s Access closure – the Park Board reviewed NR 5.33 and
thought this reference is for boats; no wake zones are not always because of
the height of the river. Chair Berke moved for this section to read: “Park
closes when St. Croix River water level measures 683.0 MSL or greater or
when the Town determines beach access is unavailable for use.”; second by
member Swanson. Motion unanimously carried.
4. 109-3(D) Noise restrictions. Insert/retain “drones” – the Park Board feels
drones are an annoying intrusion when trying to enjoy the outdoors at all 3
Town parks. It was noted that Kinnickinnic State Park doesn’t allow them.
Member Schneider moved that drones are not allowed in any Town parks;
second by member Wusterbarth. Motion unanimously carried.
5. 109-3(G) – Fireworks – the Town has already acted on this. Chair Berke
moved to leave G and to remove the reference to the Wisconsin statute;
second by member Rowekamp. Motion unanimously carried.
6. 109-3(K) Making of fires. Remove “unburned fuel/ashes . . . “– Chair Berke
explained that there used to be a can/bucket with a chain and scoop for
ashes. One became damaged years ago and the Park Board decided to not
replace it, noting also that county parks do not have ash receptacles. The
burning charcoal will eventually die down. The Park Board supports as
recommended previously with the receptacle language removed.
7. 109-7(F)(4) - Pemble’s parking. The Park Board recommended to change this
from 2 spaces to 1 for contiguous landowner. Chair Berke moved for 109-
7(F)(4) to read: “1 parking space in the access area and such space is
located in front of the gate that provides access to the respective south
contiguous property.”; second by member Schneider. Motion unanimously
carried.

on allowing food/drink in the water. Add “No glass containers allowed.”
Retain the restriction on soap and shampoo; second by member Swanson.
Motion unanimously carried.
10. 109-7(R) - No Overnight Camping. No person or vehicle shall be allowed to
camp on Pemble’s Access property for any reason. Chair Berke moved to
keep the title as “No overnight camping”; second by member Swanson.
Motion unanimously carried.
11. Article II Glover Park M. Motor Vehicles – Chair Berke moved for this section
to read: “(3) Parking for motor vehicles is allowed in designated paved areas.
Subject to posted restrictions, additional parking when needed is allowed in
designated “overflow parking” area, designated for supplemental parking,
provided that such parking does not block the movement of other vehicles or
interfere with the usage of park facilities”; second by member Schneider.
Motion unanimously carried.
12. Article II Glover Park “N.” No overnight parking at Glover.” Retain language
as previously recommended.
