Discussed Town of Troy Park Board Minutes, June 23 2020 APPROVED Page 3 of 5 creating a pathway through the rock berm for high water conditions, considered building a removable bridge or removing rocks to flatten the area. Consensus is to wait until we have high water and look at it then. Member Huttemier and her husband removed dead tree debris, but couldn’t get the whole stump. Member Freund sprayed the poison ivy. Glover Park: a. Discuss and consider, donation of bike racks by St. Croix Bike/Pedestrian Coalition and Hudson Rotary-Mark Gherty and Paul McGinnis This was discussed after Approval of Minutes and before Park Ranger Report. Mark Gherty gave a brief background of the Coalition and their work. The Coalition applied through the Daybreak Rotary grant program last year and received $1500 grant for creation and manufacture of bike posts. They worked with the welding program at WITC to make the bike racks. They are offering the Town 2 bike racks as a thank you to the Town for being so bike-friendly. The bike racks are 3’ tall, 19” across, 2 bikes fit on each. Putting in a small slab to affix them to would be at Town’s expense. There would be a sticker on it noting the Rotary and Coalition. Discussion about placing near the new multipurpose building. Town crew and Rangers can help to install. Briefly discussed the new bike route with the Stillwater bridge and signage. Chair Berke moved that we accept the gift from Hudson Rotary and St. Croix Bike/Pedestrian Coalition to be installed when available in the near future; second by member Freund. As appropriate, two picnic tables at West pavilion have caution tape around them. c. Discuss and consider, recommendation regarding fields and facilities for baseball organizations during COVID-19 pandemic, and request by River Falls Ball Organization to use fields-Alicia River Falls has been practicing at First National and Hoffman Park and would like the Glover Park fields to be open for practices and games. All parents have submitted waiver forms to the association. Clarified that the advisory allows gatherings of 50 people or less with social distancing and masks. Member Schneider moved that the Park Board recommend to the Town Board to open the fields at Glover Park for usage by River Falls baseball and then extend the offer to Hudson as well even through they canceled their season, based on social distancing, all the “Back to the Diamond” guidelines that were submitted, and the signed waivers to the Town of Troy Park Board Minutes, June 23 2020 APPROVED Page 4 of 5 association; second by member Reese. Discussion. The Town could require their own waiver. Discussed who controls/enforces the 50-person limit. Member Schneider amended the motion to include 50 people or less; member Reese agrees. Motion unanimously carried. Member Schneider will forward the “Back to the Diamond” guidelines to the Town Board. Discussed allowing other teams to reserve fields as a Town resident brought this up to Chair Berke. If a field is not reserved, they are open for use. We have contracts to honor with Hudson and River Falls. Fields are free weekends or after July 31. d. Discuss and consider, any preparation for opening ball fields Will post “use at your own risk” signs if Town Board takes action to open fields. If either team is interested in using community kitchen we’ll need to do an orientation with their concessions managers. Teams will have to request use through the town clerk’s office. e.
