year-to-date 2020; Approval of Invoices
The 2020 park revenue and expenditures through Aug. 31, 2020, as prepared by
the Town Clerk, were reviewed. Member Freund reported that this report is
missing the March electric bill of approx. $440; needs to be corrected. Income
year-to-date through Aug.: $11,982.75; expenses: $41,049.37. Impact fees

6. Park & Recreation Reports
Cove Boat Ramp:
a. Discuss and consider, activity level
Member Freund reported that activity is slowing down.
b. Update status report of dock and gangway repairs-Jim
Repairs have not been done yet. Roettger Welding has been working on
attachment for roller. Plan to get repairs done before dock is removed by
Windmill Marina at the end of the season. Member Freund to check
status with Roettger; to be on Oct. agenda.

Glover Park:
a. Discuss and consider, outfitting the pickleball courts, including
purchase of fencing and lockbox-Pete
Member Reese is still getting quotes on surfacing, with difficulty getting
his calls returned. He is contacting a few local fence companies for
quotes. Surface contractor said they don’t do it this time of year due to
temperature; it would be late April/May. Preference is to install 6’
galvanized chain link fencing all the way around the courts. Harold
Tiffany, volunteer from River Falls, painted temporary lines for the courts.
There is room for 2 pickle ball courts, not enough room to fence in
between the courts. Member Reese will talk to Harold Tiffany on where to
buy lockbox for nets. Discussed adding rules signage. Discussed adding
basketball court striping; will discuss again in spring.
b. Discuss and consider, ballfield maintenance and other updates-
Alicia
Member Schneider reported that the old bases were dug out and new
bases are in. Both sets are locked up in the shed. There are a few more
practices left and the season will be done. She reported that people
made positive comments on the new building. River Falls ball
organization is aware of major maintenance work to be done on the
South Field and will bring out the appropriate equipment to restore in the
spring. Like many area fields, no maintenance was done on that field

during the COVID shutdown. Chair Berke noted that both ball
organizations should use the overflow parking area next year so that
other park visitors will have spaces to park.
c. Update report, community building, 2020 final water test by county
Health Inspector-Jill
Third and final routine testing came back negative.
d. Discuss and consider, buckthorn project timetable-Jill
Reviewed maps outlining buckthorn treated areas at Glover Park, so far
this year; and plan proposed for 2021, as submitted by Dan Cain with
Habitat by Creatons. They were out last week and did a foliar treatment.
Basil treatment to be done later in the fall when temps are lower. No
signage was put up alerting park users to the spraying; Chair Berke will
check if he has something to post. The chemical dries within two hours
per Dan. Discussed effectiveness of using goats for buckthorn
management as brought up by member Huttemier; to discuss further at a
future meeting. Budget for buckthorn treatment is $7,000 for year 2021.
e. Discuss and consider, restroom schedule
The Board discussed if the new bathroom building should be open year
round. Heating cost from Oct-April was $2,213. Kitchen area plumbing is
separate from the restrooms, so kitchen system will be blown out whether
restrooms are open or closed during colder season.
Some heat stays on for the septic. Ranger Roen could winterize the
building. Discussed county and city practices. Bathrooms could close for
the winter and bring in one handicap accessible satellite for around
$175/month. Discussed closing and opening date options. Supr. Cuccia
moved that we close the multipurpose building from Nov. 15th through
April 15th for the upcoming season and have satellite toilet put in place for
that period of time for the public; second by member Huttemier.
Discussion. Motion unanimously carried.

spaces at Glover Park last Saturday. She encouraged other members to

Member Freund reviewed the budget dated Aug. 26 that included adjustments
from last month’s meeting, including $42,550 general operating expenses, 11.3%
increase. Ranger mileage and expenses are key categories for that increase. On
page 2, change Glover Park electric to $2000. Change buckthorn to $7000. Add
in $900 for 5 months of satellite toilet for Glover during winter. Change dock
repair to $1000.

send out later to other members showing adjustments. Total operating expenses
are $80,250, a 2.7% increase from estimated costs of this year. Grand total
operating and capital expenses are $97,250. Supr. Cuccia moved that the Park
Board recommend that the Town Board adopt the Park Board budget for 2021 in
