Discuss and consider, subcommittee report related to use of bicycles in the park – Chair Berke Subcommittee presented report. Member Missy discussed differences between pedal assist electric bikes and throttle controlled electric bikes. Proposed changes to town ordinance/Glover Park section to include adding “scooters, throttle controlled electric bikes” to the definition of “motor vehicle.” Add to ordinance #6 to allow pedal assist bikes on only Omaha Access Trail, Eagle Pass, and a defined section on Eagle Trail. Add #7 to permit motorized wheelchairs on Eagle Trail, Omaha Access Trail and Eagle Pass. Bikes would not be allowed on the southern section of Eagle Trail as the curves are too abrupt, and would be a safety issue for hikers who may share the trail. Visitors coming into the park for activities would be able to bike in on Omaha Access and Eagle Trail, in addition to biking in on the road entrance to the park. Signage may be needed at the park to define the difference in the two types of electric bikes; and to consider defining more specifically definitions in the ordinance. Discussed putting up some type of obstruction/bollard/gate that you’d have to get off your bike to get past it. Will discuss again next month with more visual aides, including an updated map to also include electric wheelchair access. Further discussion in May before making a recommendation to the Town Board for amendments to the town ordinance. Town of Troy Park Board Minutes, April 22, 2025 APPROVED Page 3 of 4 d. Discuss and consider, invasives removal plan-Gary Sumner Member Sumner’s plan for invasives removal was reviewed. Buckthorn is mostly on west side of Oak Trail, dip between Bluff and Oak Trails. This area has been chemically treated in the past; however, hand pulling can remove the smaller trees. Garlic mustard is easy to pull in May/June. After June the seeds spread too easily. He noted patches along Eagle Trail near park entrance, on Eagle Pass by woods and also on Oak Trail toward the southwest corner. Burdock is found on Oak Trail, heading up the hill. Control is done by cutting the seed stalks in late Aug/Sept/Oct and disposing of seeds. Takes several years to really cut back. Amur maple was treated by Habitat Creations on Eagle Trail along the fence line near Omaha Access in the past. Main section is on Eagle Trail from Omaha Access almost to Red Tail Cutoff. There’s another section on north end of Eagle Trail. Prickly ash is controlled by pulling it but can be more tenacious than buckthorn. Member Sumner is looking for weekend volunteers to help starting May 3rd. Chair Berke will send out contact list. Chair Berke will contact the Correctional Center crew to assist with hand pulling, weed trimmer use, and hand tools with tentative plan for work project following the completion of the trail restoration project. e. Discuss and consider, forestry management plan next steps and schedule Trees have been marked for removal. JCE could remove all ash trees in the park. Chair Berke will contact Andy Ciurro from DNR to attend a future meeting. Chair Berke will reach out to JCE Tree Service and Public Works to have leaning tree removed from Bluff Trail. Member Sumner noted a popple tree in same general area that also needs to be removed. Will discuss the project at future meeting, including at upcoming park site tour on June 3. f. Discuss and consider, drinking water testing Chair Berke reported that Public Health will be reaching out soon for the required testing in community kitchen, and at the hand pump. The Clerk’s office will coordinate with the Park Rangers with necessary paperwork to be completed per DNR and county guidelines. g. Discuss and consider, continued planning and appointment of subcommittee for summer neighbor day festival, including dedication of Enloe bench and bike repair station This is continued discussion from last month for Town to host a summer neighbor day festival, to include dedication of the Enloe Memorial Bench and Bike Repair Station. Bike safety sign at the Bike Repair Station will be installed soon; Rent-a-Flash is the vendor that Chair is working with. Discussed how to get the word out about this event, including local bike organizations. Member Missy volunteered to take the lead on organizing. Date to be July 26th with a backup date of Aug. 2nd, depending on community kitchen availability. The Town could provide beverages and cookies from Best Maid cookie factory in River Falls; this would be Town of Troy Park Board Minutes, April 22, 2025 APPROVED Page 4 of 4 manageable budget-wise.
