Old Business:
10. Speed limit change on County I
Police Chief Olsen gave an update that the Highway Commission approved lowering the
speed limit to 35mph South of Columbia on County Road I. The next step for the speed limit
change will have to go before the Oconto County Board for approval on October 30,2025.
Questions and concerns that were asked;
• Who is in charge of changing the signs? The County would do this.
• What is the speed limit going to say then? 35mph in front of school, 25mph when
children are present. The Police Department will get exactly what is to be posted on
the radar signs and regular signs from the state when everything is complete.
• Is the annexation going to go through? The annexation has officially gone through to
the Department of Administration but not the Department of Transportation. Once
Common Council October 14, 2025 Page 3
the speed limit change has been officially approved the City of Oconto Falls will
start the detachment process for the annexation.
• Is there any public hearing that the city will have to go through? Yes, very much the
same process as an annexation. Also working with the towns on these processes.
11. Update 2025 Property Valuation
The City has completed their Board of Reviews and finalized the Property Evaluation. The
city then did a statement of assessment for the county and received the Municipal
Assessment Report. Residential properties were up by ninety three percent; commercial
were up by nineteen million dollars and manufacturing was ten million in increase. The state
has certified these numbers and will be coming out for the cities equalized value. Any
adjustments will be done next year.

The budget presented has a levy of $1,669,365 which is up six-point one percent

$1,124394; Debit Services has $510,228 and Capitol Projects has $34,743. Shared
2
City of Oconto Falls Finance Committee Tuesday October 28,2025
Revenue is down $10,217.00. Initially looked at $625K in borrowing for Fire
Trucks and roof. In reviewing terms could get 4.25 for 10 years from Peshtigo
State Bank, a full point below Premier Bank and Board of Commissioners of
Public Lands. Inputting into Levy for the $82k payment exceeded our levy, full
review found levy cannot support new borrowing payment. Removed Fire Truck
overhaul from budget. The cemetery has requested $29,471 this year where in the
year 2025 they requested no money.
i. 2026 Garbage & Recycling Annual Assessment Fee
The garbage and recycling are under a five-year contract. The cost of disposal of
garbage is $136,906 and $71,400 cost for recycling disposal. Last year the cost for
garbage removal to citizens was one hundred and seventy-two dollars per parcel.
If the city placed full cost amount onto the citizens bill it would two hundred and
fourteen dollars. This would be a large cost change onto citizens so the price was
proposed to be adjusted by the city to one hundred and ninety-five dollars.
MOTION: Holman/Strom
Motion to increase garbage/recycling special assessment to one hundred and
ninety-five dollars per parcel.
Voice Vote: All present voting aye - MOTION CARRIED
ii. 2026 Capital Projects for Borrowing
The school reached an agreement with a developer for the former Washington
Middle school. That developer has been in contact with City Administrator Wills.
The developer is looking to build fourteen single family homes estimating $300k
each on the two-point eight-acre parcel total value over $4.2M. The developer is
seeking City support for sewer, water, electric and engineering costs. Between
infrastructure, engineering and Ehlers, and development agreement, expect to be
in the range of $600k. The Tax Increment District can borrow for either ten or
fifteen years, the annual payment in the of $86,000 would be fully covered by the
Tax Increment District, prior to the new increment being reflected in the revenue.
Expect taxes eighteen months from completion. Developer hopes to complete in
2026, even if only half or more completed in 2026, would begin to count as of
January 2027 for portion over 50% complete and then next portion 2028. That
revenue would only go to the TIF.
Fire Dept will keep Fire Truck overhaul with a temporary truck while other two
are being fixed for either 2027 or 2028.
Police Chief Olsen has gathered information on for new Squad in 2027, can get
fleet pricing that can save $20k. Have new Squads needed for 2028, 2029 and
2030. Police Chief Olsen will also review lease costs; and analyze mileage put on
per year per vehicle and will review together if is savings over purchase of eight
to nine years. The Police department is also in need of sights, tasers and
bodycams. Street Department would like to have a brine storage system for the
3
City of Oconto Falls Finance Committee Tuesday October 28,2025
city so when brine needs to be refilled, they would not have to go to Oconto. The
plow trucks are getting close to needing replacement along with lawnmowers.
NO ACTION TAKEN
iii. 2026 Tax Increment Finance (TIF) Budget
There is a potential developer that would like to do single family homes on the
old Washington Middle School site. Currently the City has a budget of $1000,000
for estimated tax increments. This tax increment would go towards engineering
and possible debt for this project. The tax revenue from this project would stay
within the TIF district for the life of the TIF to help fund future project.
MOTION: Holman/McDonald
Motion to approve the 2026 TIF Project Fund Budget.
Voice Vote: All present voting aye - MOTION CARRIED
B. Review and discuss 2026-2030 Capital Projects Plan
