8. OPPORTUNITY FOR CITIZENS TO ADDRESS THE COUNCIL - Citizen in-put will
be limited to 3 minutes.
Aaron Trempe spoke of concerns with the speed limit being high on County I and needing to
be lowered but proceeding with the annexation to lower the speed limit will create an island
of two properties one of these properties being his. The cities only option for the speed limit
to be lowered at the time was to do the annexation and City Administrator Wills and Police
Chief Olsen have been working together with the state and county to get it lowered with no
success. So the annexation was the only option. Police Chief Olsen explained that he has
been on the Traffic Safety Commission for twelve years and has tried to get the speed limit
lowered for about ten years with no success. The state did do an engineering study in the past
ten years and it did not give enough evidence that the speed limit at that time needed to be
lowered. In order for the speed limit to be lowered there needs to be eighty five percent of the
traffic to go the speed limit or lower. There is a speed study going to be happening the week
of September 8,2025.

10. Columbia Street Reconstruction Project Updates
Common Council September 9, 2025 Page 3
The final walk through is scheduled for September 15,2025. The lift station still needs to do
phase three before it is complete. There were two new pumps for the lift station ordered to
replace the current pumps that are not functioning correctly. There was no charge for these
pumps due to the original pumps had malfunctioned.
NO ACTION TAKEN
11. New Middle School Items
There is a speed study going on County Road I. When the results come in this will hopefully
lower the speed limit. The school zone signs from the old middle school will be moved to the
new school location within the next couple weeks.
NO ACTION TAKEN
12. Status of Annexation portion of County I from Town of Stiles.
Town of Stiles presented a Petition to Annex portion of County I from City boundary south
of South Main Street north to the northside of Columbia Street. The annexation would be the
road itself and the fifteen feet of right away. This annexation would help with getting the
speed limit down for the school zone. This has been talked about with the state and county
and they have now started to do an engineer study to help provide information if the speed
limit should be lowered. If the study goes through then there might be possibility of might
not needing the annexation. City Administrator Wills has reached out to the Department of
Administration about this creating an island. They were made aware and note that this is not
one of the reasons they stop an annexation. If speed study is completed and the study shows
the speed limit can be lowered through the county and state then the annexation might not
have to go through.
NO ACTION TAKEN

C. Discuss assessment Roll from Assessor.
The assessment roll was reviewed by the Board of Review and the following
questions and concerns were brought up;
BOARD OF REVIEW – September 4, 2025, Page 3
• Roll number 18- 568 Dove Lane why is this property is about a third lower
than other properties in the area? The assessor at this time is not sure why
it is so much lower and need to look into it.
• Roll number 141- 113 Jackson Street 3.50 acers are marked as tax exempt.
Why is this it should be a taxable property? The sale of the property was
finalized in March 2025 because sale was finalized after January first of
the year it then moves changes to 2026. In 2026 this property will change
to taxable.
• Roll number 194- C2 Drja LLC why is this property on the lower end of
the taxes? The property was sold in June 2025 and went up forty percent.
This was also sold after the assessment so the value will be updated next
year on the role. This will also have an onsite evaluation.
• Roll number 509- Boogie Knights LLC 915 N Locust St. Why is this
property lower than some of the same business in that area? The previous
assessor had this property marked for commercial property and the
building as residential when it should be a commercial property and
commercial building. The transition over with the new assessors some of
the values were hard to transition over to the property going from
residential to commercial.
• When does the manufacturing values go into the system for the city to
read? The manufacturing values can be found on Department of Revenue
website under manufacturing roll. The state does these values.
• Some of the properties have tax for well and septic and the city normally
does not have well and septic. This will need to be looked into further and
then corrected.
• How many properties were actually visited by the assessors? Any new
builds, properties with building permits, raised permit, demo permit,
flagged in the system, or purifying information on a property were visited
by the assessors.
Administrator Wills acknowledged the assessment was received, reviewed and
discussed with the assessor.

subtracting of the well and septic on the tax assessment then doing city sewer
and water on the tax assessment will be a wash/equal value on tax assessment
BOARD OF REVIEW – September 24, 2025, Page 2
value. The value of well/septic verses sewer/water are both capped off at the
five-thousand-dollar amount.
• What are the consequences if the roll is not excepted? The MRA report is due
October 6th to the state. This report is letting the state know that the city has
excepted the roll to create the equalized the values for the city to have their

that they are allowed to spend. The budget then has to be certified and sent to
