Statutes, the assessment roll for the Year 2024 assessment was open for examination on Wednesday July 30, 2025 from 1:00 PM until 5:00 PM and Thursday July 31, 2025 from 3:00 PM until 7:00 PM at the City Municipal Building, 500 North Chestnut Avenue. Pursuant to Section 70.47 of Wisconsin Statutes, the Board of Review will meet for two hours on September 4, 2025, starting at 5:00 PM until 7:00 PM to hear objections from property owners who have followed Board of Review requirements. Publication Notice for the Open Book and Board of Review Meeting was published in the Oconto County Times Herald on Friday, June 04, 2025 and Friday June 18, 2025 and posted at the Oconto Falls Municipal Building, Oconto Falls Library, Iverson’s Piggly Wiggly, and City Website. Pursuant to Section 70.46 of Wisconsin Statutes, the Municipal Deputy Clerk has filed proper annual affidavit with the Department of Revenue, stating the required training has been completed prior to the first meeting of this Board of Review. Board of Review members who have completed training and have affidavits filed for training completed in August 2025 are: Clint Braun, Mayor___________________________________ DISCUSSION AND POSSIBLE ACTION REGARDING ANY OR ALL OF THE FOLLOWING: 1. Roll Call 2. Confirm quorum of Board of Review Members 3. Elect Board of Review Chairperson. 4. Elect Board of Review Vice-Chairperson. 5. Confirm Publication of Meeting Notice for Open Book and Board of Review. 6. Verify at least One Member has met training requirements under state law (sec. 70.46(4)) 7. Verify City of Oconto Falls has Ordinance for Confidentiality of Income and Expense of Information Provided to Assessor. Ordinance Number 08-004 Adopted 8.12.2008. City Code 100-6 Information provided to Assessor. 8. Receive Assessment Roll and Sworn Statement from Clerk: A. Receive Assessment Roll from Assessor B. Review Roll with Assessor C. Discuss Assessment Roll with Assessor. 9. Examine the roll, A. Correct description or calculation errors. B. Add omitted property C. Eliminate double assessed property(ies). 10. Verify with the Assessor that Open Book Changes are included in the assessment roll. 11. Allow taxpayers to examine assessment data 12. Review any requests to remove a Board of Review member from Public Hearing A. Written or Oral requests for the removal. (No more than one member maybe removed under state law (Sec. 70.47(6m), Wis Stat) B. BOR Member has conflict of interest under an ordinance of the city in regard to the objection. C. BOR has a bias in regard to the objection and party requests removal of the member for bias. Party must submit affidavit with request stating the party believes the member has a personal bias or prejudice against the party and stating nature of bias or prejudice against the party. D. BOR would violate state law (sec. 19.59), Wis Stats) by hearing objection recuses himself or herself from that hearing. Municipal Clerk must provide DOR an affidavit declaring whether the requirement under this paragraph is fulfilled. E. If a Member(s) is removed or reclused under the law, the BOR may replace the member(s) or its remaining member(s) may hear the objection. No Fewer than three members may hear the objection. 13. Waiver Requests of the 48-Hour Notice of Intent to File Objection when there is good cause. A. Review Any Waiver Requests 14. Requests for waiver of Board of Review Hearing, allowing Property Owners to file directly to the circuit court. A. Review Any Waiver Requests B. Action on Waiver Requests 15. Hear Written Objections if notice was given by the Board of Review to the property owner and assessor at least 48 hours earlier, or both waive the 48-hour notice requirement. A. Notify the owner or agent of the Board of Review’s intend to review i. Review any problems with uncontested property values B. Subpoena witness necessary to testify on the value of the property. C. Conduct the hearing according to procedures under state law (sec 70.47(8)) i. Hearing for any objections in accordance with State Statues Sec. 70.47(8). 19. The BOR for the City of Oconto Falls, Wisconsin, will meet starting at 5:00 PM until 7:00 PM to hear objections from property owners who have followed the Board of Review requirements 20.
