Brine Sprayer & Equipment $19,385.00 b. Brine Storage Tank $12,100.00 The DNR has been monitoring how much salt the municipalities are using and where the salt goes in the environment. DNR is encouraging municipalities to go to brining. The brining and pretreating of the streets will save Oconto Falls about ten to twenty tons of salt usage. The sprayer equipment and storage tank would slide into the back of the city’s current trucks. The Brine Storage Tank does not make the brine it is strictly for holding the brine. The brine would come from the county. Questions that were asked; Common Council December 10, 2024 Page 4 ➢ How many miles of roads can you do with the two-hundred-and-fifty-gallon tank? About 15miles per running mile. ➢ How long do you think it would take to treat the whole city? Estimated at twenty-five miles per hour about two maybe three hours to brine. ➢ How much does the city pays a year for salt? Seventy to eighty thousand dollars a year in salt. ➢ How many hours in advance of a snow coming do you brine? Up to twelve hours advance. ➢ If it happens on a weekend can our budget support someone extra coming in. It would help cut back on the clean up after a storm and would help there. ➢ Is there salt from last year to use yet? Yes ➢ The money used for this would be coming from the extra borrowed for the street sweeper that was not all needed? Yes ➢ Is this in stock to receive right away? The demo one that was looked at was sold and they will have to order in another one and should have in a week or two possibly four weeks at most. ➢ How hard is it to hook up? It slides right in the truck and hook up a couple hoses. ➢ Dose the street department know how to run this equipment already? Yes MOTION: McDonald/Holman Motion to approve purchasing Brine Sprayer Equipment for $19,385.00. ROW CALL: McDonald-aye, Holman-aye, Bahrke -aye, Coopman-aye, Absent: McDermid, Wirtz- MOTION CARRIED 16. THE NEW 98% STANDARD Lochinvar re-defined the fire-tube boiler category with its KNIGHT® Wall-Mount and CREST® lines. For residential and light commercial applications, the FTXL™ adds models from 399,000 to 850,000 Btu/hr, and takes Lochinvar’s fire-tube technology to the next level. FTXL offers best-in-class AHRI Thermal Efficiency and footprints, plus remote connectivity that puts the SMART SYSTEM™ control at your fingertips, anywhere! REDUCE INSTALLATION COST WITH VARIABLE FLOW TECHNOLOGY FTXL can operate over a wide range of flow rates* with very low pressure drop. This permits installation of a “full flow” (variable primary) system eliminating the time and materials cost of primary/ secondary piping, and pumps needed to maintain flow in a water- tube boiler. Variable flow also makes FTXL more flexible at handling frequent fluctuations in the system flow rate. *See back page for minimum and maximum flow rates by model. SMOOTH-RUNNING, MODULATING COMBUSTION FTXL boilers have a top-mounted, micrometal fiber burner, with a blower/gas valve assembly that drives heat energy downward, through stainless steel fire tubes, with exhaust venting through the bottom of the unit. With up to 10:1 modulation turndown, the burner automatically changes its firing rate as building heat loads vary. An FTX500 fires at its maximum 500,000 Btu/hr rate when heat load is highest, then gradually “turns down” to as low as 10% (50,000 Btu/hr) as load decreases. A modulating system runs smoothly and efficiently, without frequent on/off cycling. MINIMUM SUPPLY PRESSURE, INSTALLER-FRIENDLY FTXL operates with supply gas pressure as low as 4 inches water col- umn. Negative Regulation draws gas into a pre-mix combustion sys- tem, instead of relying on utility pressure through the gas valve. The result is steady operation in low gas pressure systems or when peak demand occurs on gas supply. Automatic fan speed control fine- tunes the correct fuel/air ratio entering the burner, providing superior combustion throughout the entire operating range. INTRODUCING BOILER PLANT CONTROL, FROM ANYWHERE. FTXL features the next generation of Lochinvar’s all-in-one SMART SYSTEM operating control with a re-designed multi-color LCD interface. SMART SYSTEM provides outstanding functionality, and can be integrated directly into a Building Automation System via ModBus and other communications protocols. And now, the CON·X·US mobile communication platform allows SMART SYSTEM to go where no other boiler has gone before.† CON·X·US provides the ability to monitor and manage multiple FTXL boiler plants without ever stepping into the mechanical room. CON·X·US will send alerts via text or e-mail notifying of changes in system status, and anytime, from anywhere, a user can check system status and re-program any boiler function. Once downloaded, the free CON·X·US mobile application allows for remote access to all SMART SYSTEM functions using any Internet-capable device. †CON·X·US control board sold separately. See back cover for a complete list of SMART SYSTEM features. ® REMOTE CONNECT ® REMOTE CONNECT LOCH-N-LINK® EASY USB FLASH PROGRAMMING Use a USB drive to name, store and easily manage multiple existing proven parameter sets. Quickly upload them via the front panel port into the FTXL boiler, reducing installation and programming time by up to 30 minutes per boiler. WIRELESS OUTDOOR SENSOR Easy to install, greatly reduces time and materials cost for running sensor wire from standard outdoor temperature sensor to boiler control. Approximate range 2,000 feet line-of-sight. HOW 98% TRANSLATES INTO FTXL SAVINGS Even when compared to other condensing boilers, the FTXL fire-tube combustion system will produce significant fuel cost savings. Here are three comparisons, based on building load of approximately 19,000 therms/year, at a cost of $1.09 per therm of natural gas. Fuel savings is based on a heating load of 19,000 therms per year being supplied by an 82% efficient boiler at the DOE National average for natural gas of $1.09. 3 - Year Fuel Savings $14,000 $12,000 SAVES $12,400 $10,000 $8,000 $6,000 $4,000 $2,000 $0 EFFICIENCY 85% 87% 94% FTXL 98% ENHANCED MULTI-COLOR LCD INTERFACE maintenance normal lockout Room Air Vertical Room Air Sidewall Direct Vent Common Vent Direct-Vent Vertical Vertical w/Sidewall Air THE SMALLEST FOOTPRINT, EASY TO INSTALL & SERVICE FTXL can be installed with zero clearance on the left and right, and the boiler’s installed footprint is just 6.2 sq. ft. All water, gas and vent connections are in the back of the unit. A hinged top opens for easy access to components and the front panel is easily removed using no tools. FLEXIBLE VENTING OPTIONS FTXL offers 6 venting options, and permits direct-vent air intake and exhaust runs up to 100 equivalent feet, using PVC, CPVC, polypropylene or stain- less steel pipe. Plus multiple units can be common-vented to reduce time and materials costs. PEACE OF MIND, WHEN IT MATTERS MOST Up to eight FTXL boilers can be sequenced using a 2-wire daisy-chain connection. Cascade sequencing can be programmed for “Lead-Lag” or “Efficiency Optimized” operation. With Lead-Lag operation, one lead boiler modulates to capacity on demand. As load increases, the system then cascades to additional lag boilers in sequence. The first-on role shifts daily, distributing equal runtimes to each unit. In an Efficiency Optimized system, all boilers fire and modulate simultaneously at the same BTU/hr input rates, maximizing thermal efficiency. If the lead boiler is turned off for maintenance, Cascade Redundancy automatically shifts the lead role to the second sequenced boiler. The frame rate limit is based on the resolution of video sources. The higher video resolutions, the lower frame rates you can assign to a single hard disk. In other words, the higher frame rates you wish to record, the more hard disks you need to install. For the information of recording frame rates, you may consult the user’s manual of the IP camera that you wish to connect to. GV-VMS August 30, 2024 -8- Recommended Hard Disks For system efficiency, we recommend the enterprise-level hard disk drives with 7200 RPM at least and average R/W speed above 110 MB/s. Avoid using desktop-level hard disks which may affect system efficiency. GPU Decoding A higher total frame rate can be achieved if your CPU comes with onboard GPU or is connected to external GPU for GPU decoding. Onboard GPU: GPU decoding is only supported when using the following Intel CPU: For H.264 Video Compression • 2nd ~ 8th Generation Intel Core i3 / i5 / i7 Desktop Processors • 9th ~ 14th Generation Intel Core i3 / i5 / i7 / i9 Desktop Processors For H.265 Video Compression • 6th ~ 8th Generation Intel Core i3 / i5 / i7 Desktop Processors • 9th ~ 14th Generation Intel Core i3 / i5 / i7 / i9 Desktop Processors Note: To get the best performance of 12th Generation Intel Processor or later versions, make sure to upgrade your GV-VMS to V17.4.7 or later / V18.3.2 or later. External GPU: GPU decoding is only supported when using NVIDIA graphics cards with a compute capability of 3.0 or above and a memory of 2 GB or above. To look up the compute capability of the NVIDIA graphics cards, refer to: https://developer.nvidia.com/cuda-gpus. Note: 1. One external NVIDIA graphics card can be supported by GV-VMS17.1 or later to perform GPU decoding at free of charge. 2. GeForce GTX1060 is not supported. Onboard GPU + external GPU: To have both the onboard and external GPU to perform GPU decoding, the GPUs must follow their respective specifications listed above. Note: 1. If you have both onboard and external GPU installed, the onboard GPU must be connected to a monitor for H.264 / H.265 GPU decoding. 2. CUDA compute capability 5.0 or higher is required to ensure optimal performance. For more information, see Total frame rate and number of channels supported section below. Total frame rate and number of channels supported Refer to the documents below to see the total frame rate and number of channels supported by GV-VMS when connected to different IP devices. • IP Device Integration Notes (H.264 CPU/GPU Decoding, based on GV-VMS V15.10.1.0) • IP Device Integration Notes (H.265 GPU Decoding, based on GV-VMS V15.11.0.0) • GV-Fisheye Camera Integration Notes GV-VMS August 30, 2024 -9- Options Optional Devices Description GV-AI Accelerator Module Only applicable for GV-VMS V18.3.2 or later. User charges shall be reviewed and updated no less than biennially (every two years). If sewer use rates are to be revised more frequently (for example, annually or quarterly), the same methodology can be utilized at any time. It will be necessary for the City to utilize the actual values each time the sewer use rates are determined for the following: (1) Capital Costs, including Debt Retirement (2) Operation and Maintenance (O & M) Costs (3) Replacement Costs (4) Number of Sewer Customers and Meters (number of each size) (5) Volume Water Discharge to Sanitary Sewer While the capital costs should change only slightly with time, other costs and customer use characteristics may vary considerably at each review. The unit costs for waste loads must be determined if wastewater is received from high strength dischargers that has higher concentrations than domestic wastewater. The domestic strength wastewater characteristics based on year 20 23 wastewater treatment plant (WWTP) influent loadings are 429 milligrams per liter (mg/l) for biochemical oxygen demand (BOD 5) and 434 mg/l for suspended solids. DESCRIPTION OF CAPITAL PROJECTS The City of Oconto Falls is currently paying principal and interest payments for three Clean Water fund (CWF) projects and one project funded by a General Obligation Promissory Note. A CWF loan was obtained for collection system improvements in 2006. The annual debt retirement cost is $46,700. The loan will expire in 2025. A CWF loan was obtained for wastewater treatment plant (WWTP) improvements in 201 2. The annual debt retirement cost is $503,200. The loan will expire in 2031. A CWF loan was obtained for the sanitary sewer portion of the STH ‘22’ Utility Improvements project in 2014. The annual debt retirement cost is $103,400. The loan will expire in 2034. A G.O. Promissory Note was used to finance the sanitary sewer work on Oakland Avenue. The annual debt retirement cost is $45,000. A CWF loan will be obtained for the sanitary sewer work on Columbia Street. It is expected that a low interest rate loan (1.32% for 19- 20 years) for the $700,000 project will be obtained within the next two years. The annual debt retirement cost is estimated to be $42,000. 12/17/2024 2 G:// > User Shared Folders > Beth > Rates > Sewer Rate Update 2024 > Sewer User Charge System Rate Increase 2024.doc METHODOLOGY OF DISTRIBUTING USER CHARGES The fixed charges include existing debt retirement costs and compensated absences costs. The principal and interest payments and compensated absences costs will be covered by revenue from the user charge system. The O & M costs that include items such as labor, power, chemicals, maintenance, and administration will be recovered from all users with a volume charge. FIXED COSTS The fixed monthly charge will provide revenue for the debt retirement costs and compensated absences cost presented in Table 1. Table 1 Fixed Debt Retirement Costs Item Annual Cost, dollars Collection System Improvements CWF Debt Retirement 46,700 WWTP Improvements CWF Debt Retirement 503,200 STH ‘22’ Utility Improvements Debt Retirement 103,400 Collection System G.O. In 2024 the City has 1,205 ¾-inch meters, fort y-one 1-inch meters, t wenty-nine 1½-inch meters, twenty 2-inch meters, t hree 3-inch meters, four 4-inch meters, and fixed charges to ST Paper and OEC. A user charge factor was established for each meter size, ST Paper and OEC . A ¾ -inch meter is considered to be 1.0 user charge meter equivalent (UCME). A summary of the UCMEs in the City is presented in Table 2. There are 1,759.18 UCMEs in the City of Oconto Falls. The fixed charge per UCME was determined by dividing the fixed c ost by the number of UCMEs. The fixed monthly charge is calculated as follows: Fixed Monthly Charge = $762,300 ÷ 1,759.18 UCMEs ÷ 12 months = $36.12/UCME/month 12/17/2024 3 G:// > User Shared Folders > Beth > Rates > Sewer Rate Update 2024 > Sewer User Charge System Rate Increase 2024.doc The monthly charge for a ¾-inch meter is estimated to be $36.12. The City of Oconto Falls will continue to use the current monthly charge of $37.50. The monthly charge for larger meters is estimated based on the user charge factor and base monthly charge of $37.50. A summary of the fixed charge revenues is presented in Table 3. The volume charge will be paid by each user of the system in proportion to their water usage (discharged to sewer). The annual O & M costs anticipated in the year 2025 is estimated to be $463,900 based on the 2024 Sewage Disposal Budget. A summary of the annual O & M costs is presented in Table 4. The annual replacement fund deposit costs are $74,900. (Increase of $1,500.00 for Columbia Street SLS.) A summary of the annual replacement costs is presented in Table 5. The total annual cost to recover from volume charges is estimated to be $538,800. The volume of water used in the year 2023 that was discharged to the sanitary sewer by residential, commercial, industrial, and public sewer users was 62.581 million gallons. The volume charge per 1,000 gallons was calculated by dividing the annual O & M costs of $538,800 by the volume discharged to the sanitary sewer system ( 62.581 million gallons). The volume charge was calculated to be $8.61/1,000 gallons. SUMMARY OF USER CHARGES The existing fixed monthly charge for ¾- inch meters is $3 7.50 and the existing volume charge is $7.33 per 1,000 gallons ($0.05482 per cubic foot). The fixed charge for a ¾-inch meter will remain $37.50 per month. The volume charge is estimated to be increased to $8.61 per 1,000 gallons ($0.06440 per cubic foot). A summary of the existing and proposed user charges for a typical residential sewer user is presented in Table 6. The annual user charge for a residential sewer user that discharges 3 6,900 gallons per year (average usage in 2023 ) will be increased from $ 720.48 to $767.71 which is a 6.56 percent increase in charges. 12/17/2024 4 G:// > User Shared Folders > Beth > Rates > Sewer Rate Update 2024 > Sewer User Charge System Rate Increase 2024.doc Table 4 Summary of Annual O & M Costs Item Annual Cost, Dollars Operation Communications 2,000 Supervision and Labor 33,000 Utilities 68,250 Phosphorus Removal Chemicals 27,000 Sludge Hauling & Disposal 22,000 Operation Improvements – SCADA and metering 10,000 Other General Equipment 5,500 Other Operating Supplies & Expenses 10,000 Miscellaneous Supplies 12,500 Transportation 3,500 Maintenance Sewage Collection System 56,000 Pumping Equipment 4,800 Treatment and Disposal Plant Equipment 29,750 General Plant Structures and Equipment 16,200 Vehicle Repair 2,500 Customer Accounts Accounting and Collecting 29,100 Administrative and General Salaries 37,500 Office Supplies & Equipment 1,500 Insurance 18,500 Employees Pensions and Benefits 58,050 Miscellaneous 10,250 Regulatory Commission Expenses 1,500 Safety 1,500 Training and School 3,000 TOTAL 463,900 12/17/2024 5 G:// > User Shared Folders > Beth > Rates > Sewer Rate Update 2024 > Sewer User Charge System Rate Increase 2024.doc Table 5 Summary of Annual Replacement Fund Costs Equipment Purchase Date Service Life Purchase Cost, Dollars Annual Fund Deposit, Dollars Sewage Lift Stations West Highland Drive SLS 1994 20 30,000 1,500 Mead Avenue SLS 1996 20 30,000 1,500 East Highland Drive SLS 2001 20 30,000 1,500 Columbia Street SLS 2025 20 30,000 1,500 Subtotal 120,000 6,000 Wastewater Treatment Plant Fine Screen 2012 20 134,000 6,700 Grit Removal System 2012 20 206,000 10,300 Sampling Equipment 2012 10 12,000 1,200 Clarigester Equipment 2012 20 128,000 6,400 Trickling Filter Recirculation Pumps 2012 20 37,000 1,900 Trickling Filter Distributors 2012 20 96,000 4,800 Solids Contact Tank Aeration Equipment 2012 20 40,000 2,000 Solids Contact Clarifier Scum Pump 1997 10 3,500 400 Solids Contact Clarifier Equipment 2012 20 28,000 1,400 Sludge Recycle Pumps 2012 20 37,000 1,900 Waste Secondary Sludge Pump 2012 20 44,000 2,200 PRC Feed Equipment 2012 20 12,000 600 UV Disinfection System 2012 20 141,000 7,100 Sludge Transfer Pumps 2012 20 53,000 2,700 Sludge Storage Tank Sludge Removal Mechanism 2012 20 146,000 7,300 Sludge Loadout Pumps 2012 20 35,000 1,800 Flow Metering Equipment 2012 10 30,000 3,000 Engine Generator 2012 20 44,000 2,200 HVAC Equipment 2012 20 100,000 5,000 Subtotal 1,326,500 68,900 TOTAL 1,446,500 74,900 Table 6 Example of Typical Annual Residential User Charge EXISTING Fixed Charge (¾-inch meter) $ 450.00 Volume Charge 36,900 gal/yr x $7.33/1,000 $ 270.48 TOTAL $ 720.48 ($60.04/month) PROPOSED Fixed Charge (¾-inch meter) $ 450.00 Volume Charge $ 317.71 36,900 gal/yr x $8.61/1,000 TOTAL $ 767.71 ($63.98/month) 12/17/2024 6 G:// > User Shared Folders > Beth > Rates > Sewer Rate Update 2024 > Sewer User Charge System Rate Increase 2024.doc Calculation of Surcharge Unit Costs 2023 O & M Costs Replacement Fund Construction Cost Total, Parameter Loading, lbs/yr Annual Cost $/lb Annual Cost $/lb Annual Cost $/lb $/lb BOD5 224,146 $126,325 0.56 $17,772 0.08 $125,715 0.56 1.20 Suspended Solids 226,842 $85,050 0.37 $14,718 0.07 $155,921 0.69 1.13 Phosphorus 5,219 $45,375 8.70 $3,050 0.59 $25,738 4.93 14.22 Note: Phosphorus estimated to be 10 mg/l.
