PROCEEDINGS – June 12, 2023 TOWN OF CHASE BOARD OF SUPERVISORS MEETING 1. Call to Order and Roll Call Town Board Chairman, Gary Van Lannen called the meeting to order at 7:30 p.m. in the Chase Town Hall, located at 8481 County Road S, Pulaski WI 54162. Notices were posted in the three town display boxes, which are located at the Town Recycling Center, North Chase Citgo, and South Chase Saloon. Board Members present: Chairman - Gary Van Lannen, Supervisor - Dennis Kroll, Supervisor – Jeff Van Enkevort, Clerk – Jeromy Delebreau, Deputy Clerk – Cindy Kroll, Treasurer – Mae Micolichek 2. Recite the Pledge of Allegiance to the Flag The Pledge was recited. 3. Approve the Agenda A. Change in Sequence – None. B. Removal of Items – Van Enkevort/Kroll made a motion to eliminate line item #16 because it was a duplicate. Motion was called and carried 3-0. 4. Approve Prior Meeting Minutes 5. Present and Approve Bills for Payment Motion by Van Enkevort/Kroll to approve the agenda with removal, prior meeting minutes and bills for payment. The motion was called and carried 3-0. 6. Discuss Committee and Department Reports: a. Financial Report – Treasurer Mae Micolichek Micolichek read the financial report. b. Public Works – Norbert Reinhard Reinhard stated that they have been chipping, patching roads and preparing for the craft sale. c. Building Inspector – Bobbie Krozell Van Enkevort stated that 6 permits were issued in May for 1 new home, 3 accessory buildings, and 2 for driveways. There were also 13 emails and 5 calls. d. Park Commission – Jeff Van Enkevort Van Enkevort thanked everyone who volunteered at the craft sale. e. Animal Control – Joe Gracyalny None f. Planning Commission – Dennis Kroll Kroll stated there was one request for Justin Rousseau for a rezone that was approved. g. Pulaski Fire Department – Gary Van Lannen Van Lannen stated that there was no meeting last month. h. NEW Rescue – Dennis Kroll Kroll stated the meeting is not until Monday, June 26, 2023. i. Oconto County Economic Development (OCED) – Norb Reinhard Jr. Reinhard stated that the meeting highlighted the shortages of housing in Oconto. j. Oconto County Policing Officer – Van Enkevort stated that there were 102 calls for the month of May. Mainly building checks and traffic stops. 7. Public Comments (No Action Taken) A comment was made by Mike Swarm regarding phone calls. 8. Discuss and Act on Rezone for Justin Rousseau, 8403 Van Dornick Road, Parcel #012- 151500822A, Agricultural to Residential. Motion by Kroll/ Van Lannen to approve Rezone for Justin Rousseau, 8403 Van Dornick Road, Parcel #012-151500822A. Motion was called and carried 3-0. 9. Discuss and Act on Town Hall and Major Lane Dudzik Road Agreement. Motion by Kroll/ Van Enkevort to approve Town Hall and Major Lane Dudzik Road Agreement. Motion was called and carried 3-0. 10. Discuss and Act on Open Records Request. Van Lannen stated that the town is waiting on legal documents from attorney. Motion by Van Enkevort/Kroll to table Open Records Request until July. Motion was called and carried 3-0. 11. Discuss and Act on Resolution #R-2023-06-01, Repairs to Mapleridge Circle. Motion by Van Enkevort/ Kroll to approve resolution #R-2023-06-01, repairs to Mapleridge Circle. Motion was called and carried 3-0. 12. Discuss and Act on Resolution #R-2023-06-02, Repairs to Gohr Road East. Motion by Kroll/ Van Enkevort to approve resolution #R-2023-06-02, repairs to Gohr Road East. Motion was called and carried 3-0. 13. Discuss and Act on Resolution #R-2023-06-03, Repairs to Prairie Garden Lane. Motion by Van Enkevort/Gary to approve resolution #R-2023-06-03, repairs to Prairie Garden Lane. Motion was called and carried 3-0. 14. Discuss and Act on Resolution #R-2023-06-04, to Chase Town Hall. Motion by Kroll/ Van Enkevort to approve resolution #R-2023-06-04, blacktop the wedge in the parking lot by the Chase Town Hall. Motion was called and carried 3-0. 15. Discuss and Act on Resolution #R-2023-06-05, to Chase Stone Barn. Motion by Van Enkevort/ Kroll to approve resolution #R-2023-06-05, black top parking lot at Chase Stone Barn. Motion was called and carried 3-0. 16. Discuss and Act on Bialozynski Road Repair. Van Lannen stated that Oconto County agreed to pay half of the cost to repair Bialozynski Road. Motion by Kroll/ Van Enkevort to approve Bialozynski road repair. Motion was called and carried 3-0. 17. Discuss and Act on Road Shouldering. Motion by Van Enkevort/ Kroll to approve road shouldering with a stipulation, not to exceed $5,000. Motion was called and carried 3-0. 18. Discuss and Act on Liquor Licenses: A. South Chase Saloon. – Motion by Van Enkevort/Kroll to approve South Chase Saloon Liquor License renewal. Motion was called and carried 3-0. B. North Chase – Motion by Kroll/Van Enkevort to approve North Chase Bar & Grill Liquor License renewal. Motion was called and carried 3-0. C. North Chase Citgo – Motion by Van Enkevort/Kroll to approve North Chase Citgo Liquor License renewal. Motion was called and carried 3-0. 19. Announcements and General Information (No Action Taken) Delebreau stated that the Town was awarded a $4,788/09 grant from the DNR that wa s received on June 7, 2023. He also thanked Seivert’s Dairy Farm for donating $150 for the ATV/UTV application fee. 20. Adjournment to Monday, July 10, 2023. Van Lannen adjourned the meeting at 8:03 pm until June 12, 2023.
