Water & Sewer Committee Meeting — Minutes

MINUTES WATER & SEWER TUESDAY – MARCH 10, 2026 – 8:30 A.M. COUNCIL CHAMBERS, Municipal Building Members present: Acting Chair Daniel Seymour, Fred Meintz, Robert Warren, and Gary Motkowski. Members excused: Thomas Gryzwa. Others Attending: Mayor Katie Berman, Clerk-Treasurer Tammy Kasal, Public Works Director Matt Decur, and Kevin Wagner-Ruekert & Mielke, Inc. Acting Chair Daniel Seymour called the meeting to order at 8:30 a.m. Motion by Seymour and seconded by Warren to approve the agenda. Motion carried 4/0. Minutes: Motion by Meintz and seconded by Warren to approve the minutes of February 12, 2026. Motion carried 4/0. Water & Sewer disbursements: The disbursements for Water & Sewer were reviewed. Communications: None 2025 Consumer Confidence Report (CCR: The 2025 Consumer Confidence Report (CCR) was reviewed and discussed (see attached). Motion by Seymour and seconded by Warren to accept the 2025 Consumer Confidence Report (CCR). Motion carried 4/0. Report from Ruekert & Mielke: Kevin Wagner of Ruekert & Mielke, Inc. reported the Common Council approved the increase of 13% to the sewer rates effective for the 2nd Quarter of 2026, so the low interest loan application has been submitted to the WI DNR. Construction plans are completed, and bidding is anticipated in the fall of 2026 with construction to begin late 2026 or early 2027. The projected cost for the project is $2,389,930. Utility Report by Public Works (see attached): Water Utility East Front St. watermain break. Meter Replacements. Well 4 backwash valve was replaced. Watermain flushing starts in May. Service line inventory and lead/comer sampling. Wastewater Treatment Plant & Sewer Utility Main Lift Station drive shaft repairs were done. Aeration blower’s couplings and alignment of motors was done. Main Lift Station pump rotation. SCADA lift station display and control screen installed. Submitted Advanced Operator Certification Application for Vorpahl. Planning and Projects WWTP Facility Plan. WWTP clarifier design and Clean Water Fund application. Financial Management Plan, CIP, and budget. Crossing Point Development Concept Plan. Other matters: Set future meeting(s): The next Water & Sewer meeting was scheduled for Tuesday, April 14, 2026 at 8:30 a.m. Motion by Motkowski and seconded by Meintz to adjourn at 8:43 a.m. Motion carried 4/0.
