MINUTES STREETS & DRAINAGE THURSDAY, FEBRUARY 26, 2026, 4:30 P.M. COUNCIL CHAMBERS, MUNICIPAL BUILDING Members present: Chair Robert Warren, Keith Klimek and Joel Ahrens Others Attending: Mayor Katie Berman, Clerk-Treasurer Tammy Kasal, Public Works Director Matt Decur, Kelsey Lossett, and Brandie Gromala. Chair Warren called the meeting to order at 4:39 p.m. Motion by Ahrens and seconded by Klimek to approve the agenda as presented. Motion carried 3/0. Minutes: Motion by Warren and seconded by Klimek to approve the January 15, 2026 meeting minutes. Motion carried 3/0. West Park Drive reconstruction project bid award: Public Works Director Decur presented the two bids for the West Park Drive Reconstruction (LRIP) Project. Motion by Warren and seconded by Klimek recommending Council approve the low bid of $803,132.50 from Peters Concrete for the West Park Drive Reconstruction (LRIP) Project. Motion carried 3/0. DPW snowplow capital improvement procurement: Public Works Director Decur presented Sourcewell Contract bids from Quality Truck Care Center for a chassis at $143,623 and Monroe Truck Equipment for a dump box, plow and spreader at $174,339 for a total of $317,962. Discussion was held on possibly ordering two at the same time, as the accessory parts have up to a twenty-four month lead time for delivery. Motion by Klimek and seconded by Warren recommending Council approve the purchase of one snow plow truck chassis from Quality Truck Care Center for $143,623 and the dump box, plow and spreader from Monroe Truck Equipment for $174,339 for a total of $317,962. Motion carried 3/0. Street Use/Special Event Permit of 911 Run (ERS) Fundraiser: Discussion was held on a Street Use and Special Event Permit Application for a 911 ERS Run Fundraiser event on June 6, 2026. The route submitted will be updated and submitted for the Council meeting as West Park Drive will be under construction and unavailable for use. Motion by Warren and seconded by Ahrens recommending Council approve the Street Use and Special Event Permit for the 911 ERS Run Fundraiser event on June 6, 2026 with any additional fees to be waived. Motion carried 3/0. Streets & Drainage report (see attached): - Streets update on catch basins, street sanding, winter parking ban, and ash tree removal. - Christmas tree and yard waste collection update. - Update on West Park Dr., street maintenance & reconstruction, and fiber optic project. - 2026 recycling schedule available and seasonal dumpster is closed. - New personnel started in November.
