MINUTES FINANCE & CLAIMS WEDNESDAY – FEBRUARY 25, 2026 – 8:30 A.M. COMMON COUNCIL, MUNICIPAL BUILDING Members present: Chair Deborah Sievert, Brigitte Schmidt, and Robert Warren. Others Attending: Mayor Katie Berman, Clerk-Treasurer Tammy Kasal, Public Works Director Matt Decur, and Parks & Recreation Director Lori Tonn. Chair Sievert called the meeting to order at 8:30 p.m. Motion by Sievert and seconded by Warren to approve the agenda as presented. Motion carried 3/0. Minutes: Motion by Sievert and seconded by Schmidt to approve the January 21, 2026 meeting minutes. Motion carried 3/0. Disbursements: Disbursements were reviewed. Motion by Schmidt and seconded by Sievert to approve the disbursements. Motion carried 3/0. RLF/UDAG loans and payments: RLF/UDAG loans and payments were reviewed. Schedule of Appropriation Entries: None Ehlers proposal for Joint Review Board: Mayor Berman presented a Letter of Engagement to retain Ehlers to provide Assistance with Annual Tax Incremental District Reporting. Discussion was held with all in agreement to retain Ehlers to assist with the first year of TID reporting. Motion by Schmidt and seconded by Sievert recommending Council approve the Letter of Engagement to retain Ehlers to provide Assistance with Annual Tax Incremental District Reporting to be funded from THE TID. Motion carried 3/0. IT project CIP quotes and budgeting: Mayor Berman presented a quote of $116.00 from Camera Corner Connecting Point for two IT YubiKeys for a Break Glass and a quote of $985.00 from Drees Electric for installation of receptacles in the Council Chambers. Discussion was held and the quotes were reviewed. Mayor Berman also requested approval of up to $1,500 for any additional incidental charges for the IT upgrade project. Page 2 Finance & Claims February 25, 2026 Motion by Sievert and seconded by Schmidt recommending Council approve the quote from Camera Corner Connecting Point for $116.00 for two IT YubiKeys for a Break Glass and a quote of $985.00 from Drees Electric for installation of receptacles in the Council Chambers to be funded by the CIP Loan proceeds. Motion carried 3/0. Motion by Sievert and seconded by Schmidt recommending Council approve expenditures of up to an additional $1,500 for any additional incidental charges during the IT upgrade project to be funded by the CIP Loan proceeds. Motion carried 3/0. Such other Matters: Clerk-Treasurer Kasal distributed a 2025 Non-lapsing Funds Summary for review and action at the March 3, 2026 Council Meeting.
