MINUTES PERSONNEL MONDAY – FEBRUARY 17, 2026 – 8:45 A.M. PESHTIGO LIBRARY, MUNICIPAL BUILDING Members present: Chair Brigitte Schmidt and Deborah Sievert Members excused: Robert Warren. Others Attending: Mayor Katie Berman, Clerk-Treasurer Tammy Kasal, Attorney David Spangenberg, Alderperson Tony O’Neill, Public Works Director Matt Decur, Interim Police Chief Derek Koronkiewicz, Fred Popp, and Parks & Recreation Director Lori Tonn. Chair Schmidt called the meeting to order at 8:35 a.m. Motion by Schmidt and seconded by Sievert to approve the agenda. Motion carried 2/0. Closed Session: Motion by Schmidt and seconded by Sievert to move into Closed Session per: WI S.S. 19.85(1)(f) Considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. And WI S.S. 19.85(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. - Consider candidate(s) for Firefighter/EMS position. - Preliminary consideration and investigation of personnel issues. Motion carried 3/0. CLOSED SESSION 8:36 a.m. – 9:43 a.m. Motion by Schmidt and seconded by Sievert to move into Open Session. Motion carried 3/0. Motion by Schmidt and seconded by Sievert recommending Council approve hiring the candidate selected in closed session for the Firefighter/EMS position. Motion carried 3/0. Bellin Emplify pre-employment screenings: Discussion was held on pre-employment screening requirements. Currently the Fire/EMS Department completes physical screenings through Bellin Emplify. Further consideration will be held at a future meeting after obtaining more information and reviewing the Employee Handbook. Page 2 Personnel February 17, 2026 Police Department chain of command and terms of employment: Both an Interim Police Chief Appointment Agreement for Derek Koronkiewicz and an Investigatory Assignment and Payroll Status Agreement for Fred Popp were reviewed and discussed. The agreement for Fred Popp will be updated to allow Police Officer coverage as assigned by the Interim Police Chief. Motion by Schmidt and seconded by Sievert to approve the Interim Police Chief Appointment Agreement for Derek Koronkiewicz and an Investigatory Assignment and Payroll Status Agreement for Fred Popp as amended. Motion carried 2/0. Police job descriptions: The proposed Police Chief job description was reviewed. Motion by Sievert and seconded by Schmidt recommending Council approve the Police Chief job description. Motion carried 2/0. Employee Handbook: The Employee Handbook was discussed to identify the sections that still need to be reviewed. Additional editing will continue at the next meeting. Other Matters: None Set future meeting(s): The next Personnel meeting was scheduled for tentatively for Wednesday, February 25, 2026 at 8:30 a.m. Motion by Schmidt and seconded by Sievert to adjourn at 10:21 p.m. Motion carried 3/0.
